Job Description

The United Nations Development Programme (UNDP) is the UN's Global Development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is based on the merging of the United Nations Expanded Programme of Technical Assistance, created in 1949, and the United Nations Special Fund, established in 1958. UNDP, as we know it now, was established in 1965 by the General Assembly of the United Nations.

On the ground in about 170 countries and territories, UNDP works to eradicate poverty while protecting the planet. UNDP supports countries develop strong policies, skills, partnerships and institutions so they can sustain their progress, achieve the Sustainable Development Goals and fulfil the 2030 Agenda. UNDP's Strategic Plan (2018-2021) has been designed to be responsive to the wide diversity of countries served, to eradicate poverty in all its forms and dimensions, accelerate structural transformations, and build resilience to shocks and crises. To respond to these issues, UNDP has identified a set of approaches or Signature Solutions: (i) keeping people out of poverty, (ii) governance for peaceful, just, and inclusive societies, (iii) crisis prevention and increased resilience, (iv) environment: nature-based solutions for development, (v) Clean, affordable energy, and (vi) women's empowerment and gender equality.

UNDP is adopting an issues and evidence-based approach to development needs and priorities, and an improved RBM, evaluation, learning and knowledge management outlook to improve the quality, robustness, performance and effectiveness in all its areas of work.

Under the overall guidance of the Resident Representative in matrix management with the Deputy Resident Representative, the Programme Specialist (Crisis response and rule of law) assures coherent response as part of the Governance and Peace Building Cluster, works in close collaboration with other programme and operations teams, project coordinators, Government officials, civil society, private sector, programme staff in other UN Agencies, UNDP HQs staff and technical advisors/experts, multi-lateral and bi-lateral donors and ensuring successful UNDP programme implementation.

The Programme Specialist Crisis response and Rule of Law) contributes to strengthen UNDP`s position to help address national challenges as part of its efforts to perform its mandate focusing its impact in vulnerable groups (indigenous, afro descendants and women) with a gender and human rights-based approach and conflict sensitivity.

Duties and Responsibilities

Functions:

Summary of Key Functions:

  • Coordination of inclusive and effective Crisis response and Rule of Law (ordinary and transitional justice, security, victims’ reparation and human rights) Portfolio as part of the Governance and Peace Building Cluster in close coordination and articulation with other areas of work.

  • Provision of top-quality policy advice services on inclusive and effective crisis response, ordinary and transitional justice, security, victims’ reparation and human rights issues to the Government at the national, regional and local levels and internally within UNDP.

  • Formulation, design and implementation of programme strategies within CPD framework ensuring an issue based approach, human rights based approach, gender approach and conflict sensitivity.

  • Creation of strategic partnerships and design and implementation of a resource mobilization strategy.

  • Supervision of programme staff and assurance of compliance to office strategic and operational requirements.

  1. Coordination of Crisis response and Rule of Law (ordinary and transitional justice, victims’ reparation, security and human rights) portfolio as part of the Governance and Peace Building Cluster in close coordination and articulation with other areas of work to ensure effective contributions to the Country Programme Outcomes focusing on achievement of the following results:

  • Proactive articulation within Governance and Peace Building Cluster to assure integral and issues-based programmatic approach.

  • Thorough Analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNSCDF, CPD, CPAP and other documents.

  • Collection and analysis of information about crisis response, Access to Justice (ordinary and transitional), security, victim´s reparation and human rights and related Sustainable Development Goals situation at national, regional and local levels for proposing public policies for improving governance.

  • Identification of areas for support and interventions related to crisis response, access to justice (ordinary and transitional), security, victims’ reparation and human rights thematic areas of work as part of the Governance and Peace Building Cluster in close coordination, collaboration and articulation with other areas of work.

  • Actively contributes to the application of issues-based approach to UNDP´s work at national, departmental and local levels to assure coherence and effectiveness of UNDP´s work in Colombia.

  • CO business processes Mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

  • Promotes the inclusion of cross-cutting issues (e.g. gender, human rights) where UNDP could strengthen its position to help address national challenges as part of its efforts to perform its mandate.

  1. Ensures provision of top quality Advisory Services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.

  • Contribution to a strategy for knowledge management in the strategic programmes of the portfolio.

  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.

  • Sound contributions to knowledge networks and Communities of Practice.

  • Organization of trainings for technical staff of UNDP at national and territorial level, UN agencies, state institutions and civil society organization on issues related to crisis response, access to justice (ordinary and transitional), security, victims’ reparation and human rights.

  • Enhances UNDP´s value added as a trusted partner of the local, regional and national level stakeholders.

  1. Ensures effective and relevant formulation, design and implementation of programme strategies focusing on achievement of the following results:

  • Design and formulation of CPD within the area of responsibility, translating UNDP’s priorities into national, regional and local interventions. Coordination of programme implementation with the implementing partners. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.

  • Supervises the quality of programme/project to be presented to the local PAC; quality control and follow up of contribution agreements; aware of the closure of projects once finalized. Programme Specialist can perform functions of Senior Manager in Atlas.

  • Manages the application of RBM tools, establishment of targets (BSC) for the achievement of results and leads results oriented monitoring of the portfolio, including assurance of quality reporting oriented to results and management of outcome-oriented evaluations.

  1. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support Team focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

  • Formulation and implementation of a resource mobilization strategy for new projects on relevant thematics with the national government, the local governments, international cooperation, private sector, foundations and other sources. Significant increase of the budget directly implemented by the crisis response and rule of law portfolios.

  • Coordination at technical level with international donors on relevant topics of the portfolio.

  • Coordination at technical level with UN agencies with concrete results towards a Delivery as One approach.

  1. Supervision of programme staff and assurance of compliance to office strategic and operational requirements focusing on achievement of the following results:

  • Oversees and guarantees compliance with UNDP`s rules, regulations and procedures by programme staff under his/her supervision,

  • Assures effective performance management, regular feed-back and implementation of learning plans of personnel under his/her supervision.

  • Jointly with Programme colleagues performs systematic follow-up of annual work plans for guaranteeing their planned results as well as their overall implementation

  • Risk management to mitigate its possible impact in programmes/projects

  • Guarantee that programme staff under his/her supervision contribute substantively in the audit of NIM (National Implementation) /DIM (Direct Implementation) and NGOs projects within its portfolio.

  • Guarantees that the programme associate make an adequate follow up on audit recommendations. All exceptions are timely reported.

  • Supervises timely and substantive submission of mandatory reports to the counterparts, donors and HQ.

Required Skills and Experience

Education:

  • Master's degree in social policy, public policy, politics, economics, development studies or a related area. PhD degree in social sciences, peace studies or other related area related to this assignment will be considered an advantage.

Experience:

At least 5 years of relevant experience at the national or international level in providing management advisory services in international development issues, hands-on experience in design, monitoring and management of evaluations of development programmes/projects.

  • In depth knowledge about peacebuilding, ordinary and transitional justice, security, human rights and victim’s reparation in the country as well as the associated challenges, including impacts on vulnerable or discriminated groups as indigenous, afro-descendants, displaced, women and others. Familiarized with related policies and key actors in the country.

  • Experience in crisis response settings in Colombia or other countries.

  • Work experience in UNDP and demonstrated knowledge of UNDP policies and procedures is a requirement.

  • Good knowledge of UNDP programming tools for planning, monitoring, and general knowledge of UNDP Practice Areas.

Language Requirements:

  • Fluency in Spanish and English is an essential requirement. Knowledge of other official UN languages will be considered an asset.
