Brief description of mission or/and project for which the staff is required:

People in Need (PIN) ( is an international, non-profit organisation providing humanitarian and Development Assistance around the world. In Georgia, People in Need started to work in 2005 and works in three main directions: rural development, social inclusion, and good governance. Since them we have established dozens of farmers ́cooperatives and supported hundreds of SMEs, providing livelihoods and jobs for thousands of people. We have facilitated innovative social service partnerships in rural areas that are driven by the needs of the service users. We have established Local Action Groups that Design and implement their own Development Strategies through cooperation between public, private, and civil society sectors. We recognize the importance of a vibrant civil society, particularly those actors who are committed to representing people’s needs, seek to influence real systemic change, and are raising important issues that are not widely known or discussed in the society.

PIN Georgia is currently developing its 2021-2025 strategy and action plan, which will promote participatory Local Development, strengthen civil society, and build the resilience and adaptive capacities of the communities we work with. We have created the role of Programme Quality Support Officer to assist us in reaching these goals.

This is an entry level international position, ideal for recent graduates or those looking to gain further experience of NGO work. The successful candidate will gain experience across diverse programmes and sectors as part of a dynamic and friendly team.

Key Responsibilities:

Under the direct supervision of the Country Director and in close Coordination with the Head of Programmes, the Programme Quality Support Officer (PQSO) will contribute to the development of project proposals in line with strategic priorities, identify opportunities to introduce relevant activities into new and ongoing projects, and coordinate with programme and MEAL colleagues to ensure quality work is delivered, captured, and reported.

Programme Development:

  • Support Project Managers with designing programmes that meet real needs and aligned with PIN strategies and policies

  • Translate programme concepts into clear and convincing proposals that meet donor requirements

  • Research and build awareness of local developments in PIN key sectors

  • Represent PIN at coordination meetings as required

Coordinate Reporting

  • Liaise regularly with Project Managers to ensure the delivery of high quality and timely donor reports

  • Work closely with the MEAL team to strengthen the Monitoring and Evaluation components of reports

  • Coordinate with the Finance Department to ensure coherence between financial and narrative reports

  • Ensure that reporting guidelines, formats, and deadlines for each project and donor are understood and correctly used across the country programme

Additional Tasks

  • Monitoring visits and quality assurance of ongoing project activities

  • Support programme staff to identify good practices and case studies for scale up and promotion

  • Backstopping PIN sub-offices in Kutaisi, Chinti, Tskaltubo, and Gori in case of gaps or needs

  • According to interest and schedule, the PQSO will be able to participate in project activities and events


  • Master’s degree in international development, humanitarian aid or related subject

  • Experience working in the development sector and in drafting successful proposals

  • Good interpersonal and coordination skills

  • Detail oriented

  • Candidate must be flexible, adaptable, and positive

  • Excellent written and spoken English required

  • Interest in the region, and skills in any local languages would be a plus
