Job Description

UNDP, in cooperation with the Governments of Ethiopia and Kenya, and the Intergovernmental Authority on Development (IGAD), initiated a Cross-border cooperation project between Ethiopia and Kenya for conflict prevention and peacebuilding in Marsabit-Moyale cluster. The objectives of the project are in line with the Government of Kenya’s policy under the Third Medium-Term Plan (2018-2022) of the Sector Working group of Security, Peace Building and Conflict Resolution that emphasizes the importance of addressing cross-border conflicts and regional instabilities as well as strengthening early warning systems; and the Ethiopian Government’s policy to address the violent resource-based inter-clan and other conflicts in the border areas. The three-year project is supported by EU and is a response to the Memorandum of Understanding (MoU) signed by the Governments of Ethiopia and Kenya to promote sustainable peace and socio-economic development in the border regions of both countries. It will focus on supporting the implementation of peace building and prevention of violent conflict initiatives aimed at reducing vulnerability and increasing resilience of communities affected by conflicts in the border areas of Marsabit County, Kenya and the Borana and Dawa Zones, Ethiopia. The programme will create synergy with other EU supported initiatives in the area and closely align its activities with IGAD initiatives, particularly the Conflict, Early Warning and Response Mechanism (CEWARN). The cross-border cooperation project between Ethiopia and Kenya for conflict prevention and peacebuilding in Marsabit-Moyale cluster is a complex project expected to demonstrate tangible impact through wide application of Results-based Management principles has a central place in project implementation. The project involves national and regional partners and community structures confronted with capacity and other challenges, hence the need to apply a hands-on approach and to closely coordinate with stakeholders. The project document provides for the need to work with various capacities at UNDP CO, MoFPDA. The key result areas of the project include:
  1. Improved capacity of local governments for preventing conflict and promoting sustainable peace;

  2. Enhanced peace and strengthen community resilience to prevent conflict and withstand shocks

  3. Efficiency and effective delivery of outputs and activities on conflict prevention and peace building enhanced.

The project is organized around the following outputs: (i) Capacity of local institutions for conflict prevention assessed; (ii) Delivery of policy development framework and planning for cross-border peace initiatives conducted; (iii) Local government officials and community members are trained on conflict prevention,  peacebuilding and small arms control; (iv) Community members trained on citizen participation in peacebuilding and social cohesion; (v)  Peace Committee Members in Marsabit County, Borana and Dawa zones trained and mobilized to function in their roles in peace initiatives (vii) Local communities trained on conflict early warning and attend annual policy dialogues for conflict prevention; (viii) IGAD's Conflict Early Warning and Response Mechanism (CEWARN) strengthened for conflict prevention in the target area (ix) Tangible peace dividends are delivered to local communities, with a focus on effective natural Resource Management. Under the supervision of Team Leader, Governance and Capacity Development Unit of UNDP Ethiopia CO the Project Management and Evaluation Officer will be responsible for the successful project management and implementation by contributing to the effective achievement of the project outputs and outcomes. He/She will also be in charge of all the monitoring and evaluation functions of all the project activities   He/She will also ensure that project activities contribute to programme outcomes through delivery of planned outputs through efficient and effective management of resources. He/she will also be responsible for regular monitoring and evaluation as well as reporting on the progress of the implementation of the project and supporting the implementation of the project activities by undertaking research and analysis of relevant data and information. The project manager will be responsible for developing the monitoring and evaluation frameworks, tracking progress in the achievement of the outputs and outcomes and preparing the requisite progress reports. The Programme Coordinator should maintain regular working relationships with the UNDP Governance Unit (Team Leader and team members), and ensure the cross-border cooperation project staff based in the Project Office in Moyale. In addition, he/she will work in close collaboration with government staff, development partners, civil society ensuring a successful implementation of the project. Duties and Responsibilities Summary of the Min Functions:
  1. Provide Strategic direction to the project implementation;

  2. Project & Grant Management;

  3. Monitoring implementation of project activities;

  4. Learning and Knowledge Management;

  5. Effective Management of core project stakeholder’s group (stakeholder’s reference group, donor group and project approval committee);

  6. Leadership and supervision of the project team.

Duties and Responsibilities: 1. As a member of the Programme Management Team, ensure strategic direction for the implementation of the Cross-border cooperation project between Ethiopia and Kenya for conflict prevention and peacebuilding in Marsabit-Moyale cluster through:
  • Identification of strategic project areas of cooperation;

  • Provision of strategic advice to County Government of Marsabit and Borana/Dawa Zones on policy issues, strategic planning, monitoring and evaluation including key performance indicators and implementation strategies that will enable the project meet objectives and expected results;

  • Provide expert policy advice in all thematic areas of the project such as Conflict Prevention and Peacebuilding; Capacity building, alternative livelihood creation, M & E issues, institution building, etc.;

  • Has fiduciary responsibilities and accountabilities for the project financial resources;

  • Ensures all project staff observes the highest standards of conduct in financial and procurement activities;

  • Making the case for innovative ideas in support of new devolved structure, capitalize on successes and build them into the design of new approaches;

  • Lead the monitoring of delivery status, through preparation of substantive reports and in line with UNDP corporate standards;

  • Support recruitment of consultants to support project’s implementation, e.g. conflict and peacebuilding workshops, capacity building activities, etc.;

  • Oversight of operational aspects of cross-border project in close coordination with the CTA and UNDP, CO;

  • Creating overall linkages between the project and other EU/IGAD Supported cross-border programmes and identifying areas of potential synergies;

  • Safeguarding the project from risks by proactively mitigating against emerging risk areas; Developing a comprehensive risk-log and contingency plan in collaboration with the CTA and UNDP CO;

  • Addressing obstacles and challenges identified with project implementation at the regional/local levels.  Advising UNDP (Ethiopia and Kenya) senior management on the overall progress, emerging opportunities and possible areas of intervention;

  • Preparation of high quality technical and policy briefs, analysis and other documents for UNDP senior management engagement with external audiences (e.g. donors & senior government officials) to inform decision-makers and opinion-makers on UNDP programmes, & activities relating to their specific issues of interest;

  • Develop monitoring and evaluation plans and processes to measure the impact of grants awarded to grantees;

  • Strengthen existing M & E systems & mechanisms to monitor and ensure the timely implementation of all activities under each component of the project including development of performance indicators and success criteria for each component;

  • Provide expert guidance on reporting tools and set reporting standards and timelines;

  • Ensure all relevant M & E documents are properly uploaded on to UNDP systems;

  • Make improvements and refinements for high performance. Optimize its usage in periodic results monitoring (quarterly, semiannual and annual)

2. Project & Grants Management:
  • Oversee and coordinate management of the grant coordination cycle (assessing grant applications, selection of grantees, approval by grants committee, award, capacity building, monitoring & reporting) and related procurement processes ensuring transparency and project accountability;

  • Formulate and draft project proposals for funding;

  • Design mechanisms for linking calls for proposals and the key priorities of the project within the conflict prevention and peacebuilding field;

  • Oversee financial allocations and expenditures approvals in liaison with the Finance Officer.  Ensure timely payments according to UNDP rules, regulations and procedures. Resolve diverse and sometimes complex problems related to funding;

  • Take full responsibility for quality control of the grants and the funding processes.  Focus on the quality more than the quantity of grants;

  • In cooperation with the Peacebuilding and Communication Officer, prepare regular narrative progress reports (quarterly, mid and annual) for UNDP management donors and Government.  Oversee production of financial reports on a timely manner and in line with UNDP financial rules and procedures;

  • In liaison with the UNDP CO and CTA, set up technical criteria for appraisal and evaluation of projects and ensures final quality assurance checks prior to submitting projects to the Project Steering Committee.  Ensure overall quality management of entire project life cycle;

  • Lead field visits and report on progress and key issues.  Identify gaps and implementing challenges. Design innovative solutions to address the constraints;

  • Supervise the capacity building efforts aimed at county government, Kenya and Zonal levels, Ethiopia & other implementing partners;

  • Contribute to the production of reports and publications providing technical inputs;

  • Closely work with the Inter-Ministerial Technical Committee of the project.

3. Raise visibility of the project through development of key Knowledge Products and communication materials: 
  • Lead the creation & dissemination of substantive, high-quality and well-developed knowledge products, policy analysis tools, reporting tools & communication materials.  Oversee the process of knowledge capture including best practices & lessons learnt documentation at the national and regional levels in close liaison with the Peace Building and Conflict Prevention and Communication Officer;

  • Promote networking and knowledge sharing within the cross-border programme team and implementing partners by organizing internal and external meetings to introduce innovation and share best practices;

  • Develop regional based intelligence on region situation, opportunities, challenges and prospects by Mapping key strengths of CSOs in various regions. Apply the intelligence data to ensure effective integration and compatibility of the project strategies within other regions;

  • Coordinate project activities with other EU/IGAD initiatives on the ground as well as other United Nations agencies, donors, and other international partners, to develop inter-agency synergies and build complementarities with other programs;

  • As the main UNDP’s flagship project with direct partner interface at the regional level, build a knowledge base to inform strategic units at UNDP in decision making process;

  • Highlight learning & knowledge management both strategically and operationally by ensuring findings and experiences are documented to influence and inform future activities of the project.

4. Effective Management of core project stakeholder’s group (stakeholder’s reference group, donor group and project approval committee):
  • As a Project Manager, organize and coordinate grant assessment meetings; ensure quality and timely documentation on (calls for proposals, grants assessment reports, etc.);

  • Ensure recommendations and decisions coming from partnerships review, project approval committee, grants approval committee & audits reviews are implemented;

  • Support activities to promote dialogue and bridging relationships among project stakeholders;

  • Provide Technical Support and advice related to the management of the project including the development of procedures and guidelines for managing calls for proposals;

  • Coordinate the technical appraisal of expressions of interest and proposals;

  • Identify bottlenecks in funds management process and design creative solutions to address them.

5. Create Strategic Partnerships and Mobilize Resources for the project focusing on the following achievements: 
  • Contribute to the development of partnership strategy and a resource mobilization plan of action Contribute to the do achieve optimum interest and possible funding for the project; liaise with the two national government to ensure support for new initiatives;

  • Play a lead role in resource mobilization for the project and participate in the project’s resource mobilization initiatives; Prepare the project’s proposals for mobilization of financial resources;

  • Facilitate high quality engagement with key stakeholders.  Build good working relations with related local governments, UN agencies, implementing partners, donor partners, private sector and media; Actively work to strategically position the cross-border project as a key player in grant facilitation and capacity building;

  • Ensure that project activities are closely coordinated with stakeholders and that a high level of collaboration and cooperation is in place at the regional/local and national levels.

6. As a Project Manager, ensure integrity and effectiveness in the management of project team by:
  • Providing intellectual and technical leadership. Responsible for strategic guidance and day-to-day management of the project team;

  • Overseeing resources management of the team (both human & financial);

  • Establishing the team’s annual work plans and setting objectives, performance measurements, standards and expected results in collaboration with UNDP Team Leader, Governance Programme. Taking timely decisions to meet objectives and escalating complex issues to the supervisor as needed;

  • Supervising and assessing work in progress to ensure delivery of results according to performance standards, overall objectives and project’s accountability framework;

  • Through both programme and operations specialists, ensure quality of project’s financial, procurement, administrative and programmatic compliance with UNDP rules and regulations as well as compliance with project’s timelines;

  • With devolution and decentralized structure, the Team Leader will promote a unified team to facilitate integration, linkages, collaboration and synergies.  Ensure staff are provided sufficient information, guidance and support to perform and deliver results;

  • Monitor staff performance in line with UNDP’s performance management guidelines.  Provide necessary coaching and guidance;

  • In collaboration with the operations team, ensure security of staff especially in non-family locations and safeguard the projects assets.

Required Skills and Experience Education:
  • Masters’ Degree or Bachelors’ Degree in Project Management, Conflict Studies, Public administration, Development studies or other related social science fields

  • At least 6 years of relevant experience (with Masters’ Degree) or 8 years of relevant experience (with Bachelors’ Degree) in project management;

  • Substantive experience in grants management and coordination including pre-and post-award management, Financial Analysis and budgeting;

  • Hands on experience in project cycle management – design, planning, coordination, monitoring and evaluation of governance, peace building and conflict prevention projects;

  • Experience and knowledge of working with local governments capacity building programmes, and civil society;

  • Managerial experience for a large and geographically dispersed team;

  • Experience dealing with high level government officials and donors.

Language Requirements:
  • Excellent spoken and written skills in English. Knowledge of the local language is a requirement.

  • Experience in the usage of computers and office software packages;

  • Experience in handling of web based Management Systems.
