Job Description

Project Title/Department: UNDP-UNFPA Joint Programme “Building the Resilience of Local Communities Against Health, Environmental and Economic Insecurities in the Aral Sea Region” The Aral Sea region remains the most vulnerable and deprived region of Uzbekistan. Once the fourth largest inland lake in the world now down to 10% of its original size, the drying of Aral Sea set off large-scale human, environmental, socio-economic and demographic problems in the affected areas. In the context of UN’s support to the Government of Uzbekistan’s efforts to tackle the negative consequences of the Aral Sea crisis, with the financial support of the Government of Japan, UNDP and UNFPA Joint Programme “Building the Resilience of Local Communities Against Health, Environmental and Economic Insecurities in the Aral Sea Region” is launched, which will be implemented in Karakalpakstan throughout 2020-2021. The Joint Programme aims to address the most urgent and immediate health and economic insecurities in the most vulnerable areas of the Aral Sea region through bringing innovative solutions to healthcare and poverty reduction initiatives. The programme will have two major objectives as follows:
  • Improving the quality of Health Care Services, particularly in remote rural areas through strengthening the technical and institutional capacity of local healthcare system for maternal, child and reproductive health service provision with the focus on prevention of ill health (breast and cervical cancer, sexually transmitted infections, malnutrition, etc.) and promotion of healthy lifestyle and positive health seeking behavior involving also the Community Health Volunteers.

  • Enhancing income generation opportunities of the affected population through inclusive business initiatives, promotion of investments for job creation, as well as through improving access to basic services. The programme will select most vulnerable rural communities and help them with participatory decentralized planning and rehabilitation of essential public services such as water supply.  It will support the start-up of agricultural cooperatives and small rural businesses through trainings, funding innovative schemes, establishing pilot “farm field schools”. These will help people, especially women led households to use available resources, mainly land and water in the most efficient way and generate incomes to sustain their livelihoods.

The Joint Programme goal and objectives are fully aligned with the policies and strategies of the Government of Uzbekistan on addressing the Aral Sea crises, including the State Programme on Development of the Aral Sea Region for 2017-2021, which focuses on improving the environmental and socio-economic situation, living conditions of the population, and effective implementation of investment projects to mitigate the environmental disaster in the Aral Sea region. The Joint Programme is developed in line with the framework of the Multi-Partner Human Security Trust Fund Strategy that addresses the urgent needs of the population living in the Aral Sea region. In order to achieve the set objectives of the Programme, the human security concept will be used as the guiding principle, which was successfully applied in the Aral Sea region through two UN Joint Programmes (2012-2019). The Joint Programme will be implemented by UNDP and UNFPA in cooperation with a number of local and national stakeholders (including the Ministry of Economy and Industry of the Republic of Uzbekistan, the Council of Ministers of the Republic of Karakalpakstan, the Ministry of Health of the Republic of Uzbekistan and Karakalpakstan). The Programme Health on Assistant will contribute to address the health insecurities of the population affected by the Aral Sea disaster in the region. S/he will be in charge of providing administrative, logistical, procurement and operational assistance in developing and deploying innovative tools to implement health awareness raising activities, Community Mobilization activities and disseminating best-practices among the programme partners for replication and scale up. Impact of Results: The key results have an impact on the overall success of the programmes, in particular sustaining livelihoods in the area of Aral Sea through ensuring better community mobilization and health promotion on healthy lifestyle, reproductive health, STI/HIV, as well as integrating WASH principles in rural areas Duties and Responsibilities Under the direct supervision of the Joint Programme Manager, and in close collaboration with relevant programme staff and partners, the Programme Assistant on Health (Administrative and Financial issues) will be responsible to provide operations support for ensuring enhanced health services on the overall programme activities. The incumbent will perform the following duties and responsibilities: Duties and responsibilities:
  • Assist in providing administrative, procurement, operational and logistical supports for the achievement of the outcomes of the programme health objectives in a timely manner;

  • Provide organizational and administrative support in implementation of programme health objectives, including organization of roundtables, workshops, trainings, working meetings and other events in collaboration with the partners in healthcare system;

  • Assist in issuing the programme health portfolio related payments and ensuring that all payments are proceeded in a timely manner in line with the UNDP’s financial rules and regulations;

  • Provide assistance in proper control of the supporting documents for payments and financial reports for the Programme;

  • Assist to prepare procurement, financial and administrative documents related to the implementation of the Health portfolio activities within the Joint Programmes;

  • Assist in conducting monitoring and evaluation of activities in particular those initiatives conducted by the Community Healthcare Volunteers and pre-mid and post monitoring and evaluation of objectively verifiable indicators, maintain records of such monitoring;

  • Assist in provision of necessary organizational support to UN agencies in its activities in the region with specific focus on health promotion;

  • Assist to programmes’ advocacy campaigns and facilitate the process of increasing visibility of the programmes activities and results within the health portfolio;

  • Assist the Programme relevant staff to plan and undertake the community mobilization workshops in 9 programme districts for initiative group members; support to plan regular monitoring of community activities in terms of Community Development plans and other activities;

  • Contribute to the promotion of gender equality by reaching, involving and benefiting both women and men in the programme activities (gender mainstreaming);

  • Assist in planning and development of reports, information brochures and other deliverables aimed at enhancing public awareness of the programme health activities and results.

  • Perform other duties as required by the Programme Manager in the scope of the current position.

  Required Skills and Experience Education:
  • University degree in Business Administration, Finance, Economics and Accounting, Health Management and Planning, Social and/or Development Studies, and/or other related discipline;

Experience:
  • Proven track of at least 2 years of work experience in project implementation, procurement/logistics or/and finance/administration in international organizations with the focus to health related projects is desirable.

  • Experience in training coordination and management, community mobilization and report writing. Experience with UN and/or other international development organizations is an advantage.

Language Requirements:
  • Fluency in English and Russian, good knowledge of Uzbek/Karakalpak.

Others:
  • Work experience with development agencies is an asset;

  • Strong organizational, operational and communication skills, ability to work in a team;
