Job Description

UNDP Bangladesh’s Country Programme Document (2017-2020) seeks to assist the Government of Bangladesh and its development partners to implement Sustainable Development Goals by 2030. In the context of the Bangladesh 7th Five Year Plan (7FYP) and the government’s vision to graduate from Least Developed Country status, UNDP will aim to ensure a more resilient and inclusive society that shares its increasing prosperity with all. UNDP will leverage its unique position and experience to deliver tactical policy and programme expertise that supports implementation of the 7FYP and cements UNDP as a strategic partner of the government on the sustainable development agenda. To realize this vision, in 2017 the UNDP will work within the United Nations Development Assistance Framework (UNDAF) to deliver a country programme focusing on three priorities:
  1. Ensuring economic growth is more inclusive and supports economic opportunities, particularly for women.
  2. Improving social policies and programmes with a focus on good governance and structural inequalities.
  3. Building resilience and improving environmental sustainability.
Within UNDP, the Resilience and Inclusive Growth Portfolio leads its programme and policy advisory support in climate change mitigation and adaptation; urban poverty and urbanization; social protection; disaster management and environmental sustainability, with a key focus on gender. We support the country by providing high quality policy advice, mobilizing resources, developing capacity; knowledge management and innovation, and fostering south-south cooperation. The position is created as additional support to the Program Leaders to manage their programmatic activities in the Resilience and Inclusive Growth portofolio. The portfolio is fastest growing in terms of its scale and size and is comprised of top level experts who lead respective thematic areas and oversee UNDP’s project implementation. The position Research Assistant is created to support the Programme Leaders in managing their programme which include planning and reporting; background research, project formulation and communication. The position will be directly supervised by the Assistant Country Director and Portfolio Head—Resilience and Inclusive Growth. Duties and Responsibilities Supporting project formulation and resource mobilization:
  • Drafting concept notes, presentations, project documents and other documents relevant to climate change programme;
  • Assisting in authoring research reports, brief notes, presentations, and other documents;
  • Managing appointments and coordinating with external contributors and agencies;
  • Support in conducting various CO, Cluster and High-level mission.
  • Engage with the climate change portfolio of the cluster and provide technical support in design, quality improvement, communication, advocacy etc.
  • Social campaign design for policy advocacy.
  • Secretarial support in meeting, workshops and field.
  • Anchor and launch an ongoing concept of resilience marketplace through a virtual market structure and networks; prototype the resilience marketplace and process document to materialize a pre-feasibility study report.
  Supporting UNDP’s thought leadership:
  • Assist the Programme Leaders in preparing and disseminating high quality opinion pieces and policy briefs related to climate change issues;
  • Conduct reviews of literature and documents relevant to the climate change programme;
  • Collection of primary and secondary data and information and analysis on various climate change issues, problems and information;
  • Identify and develop possible areas for partnership with private sector, and universities, research institutions, think tanks, civil society to promote low carbon climate resilient development.
   Assist in programme management:
  • Regularly monitor and keep an overview on hot-button topics related to the Resilience and Inclusive Growth Portfolio, such as climate change and urbanization;
  • Assist knowledge management of the Resilience and Inclusive Growth Portfolio;
  • Participate in meetings, conferences/workshops/roundtable, training, etc.; prepare meeting minutes;
  • Managing corporate requirement of planning and reporting for the cluster;
  • Conduct monitoring visits and document lessons and key results;
  • Assist the Climate Change Specialist for preparation of quarterly, annual progress reports, CO ROAR report, Project Quality Assurance (PQA) report etc;
  • Provide logistical support to Cluster, Project Managers, and international consultants in organizing training events, workshops, and seminars;
  • Draft ToRs, support recruitment and procurement of consultants, and coordinate consultants when needed.

Required Skills and Experience Education:
  • Bachelor’s degree in business management, social and environmental sciences, urban planning, development studies or related discipline.
Experience:
  • Preferably 2 years practical experience in the relevant field of climate change or climate finance.
  • Preference will be given to those who have experience and education in the field of climate and disaster related field.
  • Experience in the use of computers and office software packages, (i.e. MS word, excel, PowerPoint etc.) and experience in the use of spreadsheet and database packages are required.
  • Experience in GIS and data science will be an added advantage.
  • Experience to work with Python and R Programming will be an asset.
Language Requirements:
  • Excellent knowledge of English and Bangla, both written and verbal.
