Job Description

UNDP Malaysia provides policy-oriented and technical advisory support to the Government of Malaysia in accordance to the approved Country Programme. The current Country Programme 2016 to 2020 is aligned to the development priorities of the 11th Malaysia Plan with sustainable human development agenda at the forefront, underpinned by two outcomes/priorities: (a) inclusive development and growth; and (b) sustainable and resilient development. The Country Programme 2016-2020 also provides support to the government to enhance institutional and technical capacity in development policy Analysis and implementation, evidence-based planning, monitoring & evaluation and reporting, and public participation through pilot initiatives and scaling up/promotion of sustainable development solutions at the sub-national, regional economic corridors and local levels. The Programme Assistant for Chemicals, Waste & Ozone Protection will provide support primarily to the Sustainable and Resilient Development outcome under the Country Programme and Action Plan 2016-2020. The Programme Assistant will support current and pipeline projects relating to chemicals, waste and ozone protection (and others, where relevant) across UNDP’s portfolios. Under the overall guidance and supervision of the UNDP Assistant Resident Representative (Programme) and/or appointed Programme Manager/Analyst, the Programme Assistant for Chemicals, Waste & Ozone Protection will work in close collaboration with Programme and Operations staff in UNDP Malaysia’s Country Office, and project staff based at respective implementing ministries/agencies. The Programme Assistant will provide support with background research, Data Collection and analysis, preparation and maintenance of monitoring and evaluation reports and knowledge products, and the programme delivery of chemicals, waste & ozone protection projects. The Programme Assistant for Chemicals, Waste & Ozone Protection will be based in the UNDP Malaysia Country Office in Putrajaya. Duties and Responsibilities1. Provision of technical and research support for the Country Programme, focusing on achievement of the following results:
  • Conduct background research and/or supporting studies in the areas of chemicals, waste & ozone protection (and others, where relevant);

  • Compile research materials in a systematic way and prepare background briefs/briefing notes as and when required;

  • Collect and analyse data, and perform synthesis of information;

  • Conduct preliminary review of reports;

  • Liaise with external stakeholders (such as research institutions, NGOs and government agencies) to gather data/information and input for relevant and timely research to guide the delivery of outputs/reports.

2. Provision of support to monitoring and evaluation reporting, knowledge documentation, focusing on achievement of the following results:
  • Evaluate and document best practices and lessons learnt;

  • Prepare project monitoring and evaluation reports;

  • Support the development of knowledge and communications products, working in consultation with the communications team;

  • Prepare content for UNDP projects’ webpage, and input to knowledge networks and Communities of Practice.

3. Provision of administrative and logistics support to programme and project implementation, focusing on achievement of the following results:
  • Assist with the preparation of budgets, tracking of project expenditure and the reconciliation of budgets and expenditure with implementing partners;

  • Assist with the planning and organization of consultations/conferences/events/site visits, including liaising with partners and logistics arrangements;

  • Prepare progress reports, meeting minutes, conference/seminar/workshop reports and maintain documentation and records;

  • Assist with project procurement, hiring and logistics processes;

  • Assist with documentation control and administrative work for all project matters;

  • Assist with the preparation of information for audits;

  • Perform any other duties assigned by Supervisor.

4. Support knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

Required Skills and ExperienceEducation:
  • A first-level university degree in environmental studies, engineering, chemistry or related discipline;

  • A Master’s degree in environmental studies, engineering, chemistry or related discipline is an advantage.

Experience:
  • Min. 5 years of relevant work experience (or min. 3 years for Master’s degree holders) at the national and/or international level;

  • Experience in conducting research, analysis and generating reports;

  • Experience in working with government agencies and and/or industry SMEs will be an added advantage;

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;

  • Knowledge in project management an asset.

  • Language Requirements: Fluency in written and spoken English and Bahasa Malaysia is required.
