OVERVIEW OF THE FUNCTIONS OF THE POST The incumbent will work under the overall authority of the UNESCO Representative in Mozambique Head of the Office and the direct supervision of the CapED Coordinator in Mozambique. She /he will provide secretarial and administrative support to the implementation of CaPED Programme. In accordance with the project work plan for the CaPED Programme, the incumbent will be responsible for the collection of information, maintenance of records and preparation of documentation and correspondence pertaining to support the planning and implementation of the programme activities. More specifically, the incumbent will:
  • Provide secretarial and administrative support to the CapED Programme officers and other Education Officers at the Country Office when it is necessary.

  • Ensure required data entries for the creation and follow up of requisitions the UNESCO ERP system.

  • Review and follow up on request for purchase orders submitted by the implementing partners.

  • Support on preparation of supporting documentation for the hiring of consultants and follow up on delivery of services and payments.

  • Prepare all international and in country travel and DSA (daily subsistence allowance – per diem) requests and follow up on related payments and liquidations of outstanding advances of DSA.

  • Place, receive and screen telephone calls and answer with discretion.

  • Collect data and information on programme matters pertinent for the implementation of the programme; distributes relevant material to programme officers and to counterparts and implementing partners.

  • Distribute work assigned to the various programme officers and maintains a follow-up system.

  • Draft, types and ensures follow up of routine correspondence and attends matters of clerical nature for the programme.

  • Manage and maintains a filing system of projects and of counterparts and implementing partners.

  • Organize training events, meetings and workshops (including sending out invitation, photocopying and organization of background material on agenda contents, attendance lists, following up with vendors, etc.).

  • Assist assigned programme officers in controlling the status of reporting of component projects in particular with regards to annual final reports and to donors.

  • Prepare background material, working papers and logistical support for all related to the programme.

  • Take minutes at the programme meetings.

  • Translate working documents from Portuguese to English and vice versa as required.

  • Carry out any other duties as may be required by the Head of Office and Representative.

REQUIRED QUALIFICATIONS Education
  • Completed secondary, technical and/or vocational school.

Work experience
  • At least five (5) years of relevant administrative work experience in administrative, secretarial support of project/programmes or related field.

  • Excellent interpersonal and communication skills, including ability to draft correspondence and correct documents.

  • Excellent organizational and Coordination skills.

  • Discretion and capacity to deal with people of different cultural backgrounds efficiently and tactfully.

Languages
  • Excellent knowledge (oral and written) of English.

DESIRABLE QUALIFICATIONS Work experience
  • Working experience in similar functions in the UN system.

  • Experience in programme/Project Support in an international environment.

  • Experience in Project Management and implementation.

Skills & competencies
  • Knowledge of UNESCO's rules and its programme fields of competence.

  • Good working knowledge in education (especially in the field of adult learning and education and Non Formal Education).

Languages
  • Excellent knowledge (oral and written) of Portuguese.

  • Knowledge of another official language of UNESCO (Arabic, Chinese, French, Russian, Spanish).
