STANDARD MINIMUM QUALIFICATIONS EDUCATION: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. EXPERIENCE:
  • Minimum 5 years of experience in programme, out of which at least 3 years in implementation of projects working in the private business sector, government agencies, UN, non-profit national or international organizations. A focus on Social and Education sphere will be considered as an asset;

  • Experience in liaison with national counterparts such as local authorities, state agencies and ministries;

  • Proven ability to develop and maintain effective relations with counterparts and staff within the office and external stakeholders, including donors, NGO partners, other UN agencies and/or private businesses;

  • Ability to plan and organize work, resourcefulness, initiative and Problem Solving skills.

LANGUAGES:  Fluency in both oral and written communication in English and Tajik. Good knowledge of Russian is an asset. KEY ACCOUNTABILITIES (not all-inclusive)
  • Provide Project Management and administrative support to the School Feeding Programme to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.

  • Liaise with field offices and cooperating partners overseeing their performance in compliance with agreements and contracts. Troubleshoot and resolve operational issues as they arise and report any significant issues which could impede implementation, and that require higher level input, in a timely manner to supervisor.

  • Regularly review and registry of the cooperating partners reports according to WFP policies and procedures.

  • Work and exchange information with internal counterparts to support effective collaboration,implementation and monitoring of ongoing project activities.

  • Assist in facilitating the discussions with national counterparts, particularly with education sector with the view of designing the new approaches of implementation of SFP, such as greenhouses, domestic animals breeding, beekeeping, partnership with private sector, centralized bakeries.

  • Collect and collate of information on school feeding processes, especially the pilot schools to demonstrate best practices during meetings and relevant events.

  • Provide administrative and Operational Support to the secretariat of the Inter-sectoral Coordination Council on School Feeding under the Ministry of Health and Social Protection of Population and the relevant unit of the Ministry of Education and Science of Tajikistan.

  • Conduct field visits to monitor the implementation of the SFP, especially to the schools where WFP has additional activities, such as renovation of canteens, re-equipment of school canteens, and/or income-generating activities.

  • Participate in coordination meetings with partners and external stakeholders upon the need.

  • Perform Translation from/to English, Tajik and Russian on short documents, presentations and written correspondence.

  • Act as a point of contact for resolution of general operational queries requesting assistance where necessary.

  • Good interpersonal skill, sound judgment, ability to extract, interpret, analyse and resolve operational problems;

  • Ability to work with minimum supervision, strong trouble-shooting and communication skills;

  • Ability to interpret and analyse a wide variety of programme issues and statistical information for further production of accurate and precise records;

  • Ability to work hard and effectively in Emergency situations and under the pressure; strong organizational skills to keep and implement several tasks as per identified priorities.

TERMS AND CONDITIONS Selected candidate will be employed on Service Contract. WFP offers an attractive compensation, 16 weeks of maternity leave is part of the package.
