Job Description

  UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, Humanitarian Action and peace, and security. In line with UN Women’s Strategic Plan 2018-2021, the UN Women Egypt office is contributing to three interdependent and interconnected outcomes:
  • Women lead, participate in and benefit equally from governance systems

  • Women have income security, decent work, and economic autonomy

  • All women and girls live a life free from all forms of violence

Women’s economic empowerment is central to realizing women’s rights and gender equality. Women’s economic empowerment includes women’s ability to participate equally in existing markets; their access to and control over productive resources, access to decent work, control over their own time, lives, and bodies; and increased voice, agency, and meaningful participation in economic decision-making at all levels from the household to international institutions. Empowering women in the economy and closing gender gaps in the world of work is key to achieving the 2030 Agenda for Sustainable Development and achieving the Sustainable Development Goals, particularly Goal 5, to achieve gender equality, and Goal 8, to promote full and productive employment and decent work for all; also Goal 1 on ending poverty, Goal 2 on food security, Goal 3 on ensuring health and Goal 10 on reducing inequalities. To achieve SDS objectives and SDGs targets by 2030, and secure a sustainable society and economy, Egypt is resolved to invest in several key sectors, including some SDG accelerators identified as part of UN-supported SDGs MAPS engagement (2018-2019). The need to secure for these multi-year investments, financing that is adapted, predictable, and resilient over the next decade is critical. At the same time, new financing flows can and must be harnessed into these investments, and solid measurements are needed to track that investments are well-timed and remained balanced between the chosen commitments. As such, UN Women in partnership with UNDP, UNICEF, ILO, and UNCTAD will implement a two year UN Joint SDG Fund to support Egypt Integrated SDGs Financing. UN Women’s component will focus on ensuring the following results:
  • Budgetary and fiscal decisions related to SDGs are more effective and efficient;

  • Fiscal decisions on gender equality are understood;

  • Young girls are capacitated and consulted when it comes to allocating budget;

  • The common understanding about the cost of achieving the SDGs and impact of narrowing the gender gap in selected sectors is promoted

Duties and Responsibilities
Reporting to the Programme Specialist overseeing the SDG Joint Programme and under the overall supervision of the Deputy Country Representative, UN WOMEN Egypt Country Office is recruiting a Programme Analyst to contribute to the effective management of the UN Women component under the “UN Joint SDG Fund to support Egypt Integrated SDGs Financing.” The Programme Analyst is expected to be responsible for the programme’s implementation, monitoring, reporting and evaluation. She/He will guide and facilitate the delivery of the UN Women components by liaising with partners, monitoring results achieved during implementation and ensuring appropriate application of systems and procedures as required. She/He will work in close collaboration with the programme and operations team, government officials, UN partners and Civil Society Organizations ensuring successful implementation of the programme. Main Responsibilities Provide programmatic and operational input to the development of programme strategies in the area of gender mainstreaming and gender-responsive budgets
  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to gender mainstreaming in national plans and gender-responsive budgeting (GRB);

  • Oversee technical assistance and Capacity Development to partners in the area of gender mainstreaming and GRB:

  • Build, manage and expand relationships with national and regional partners to support implementation and expansion of the UN Women components of the Joint Programme and respond to any potential problems;

Provide Technical Support to the planning, management, implementation and monitoring of the UN Women component in the joint program such as the following:
  • Organize annual consultations with stakeholders and target beneficiaries

  • Provide inputs to the annual workplan and budget revisions

  • Coordinate and monitor the implementation of programme activities;

  • Conduct capacity assessment of potential implementing/responsible parties;

  • Review and coordinate the submission of implementing partner financial and narrative reports;

  • Prepare needed documentation for internal review committees such as the Project Appraisal Committee (PAC)

  • Ensure programme components are implemented in a coherent and integrated manner by selected partners in accordance with the agreement and UNWOMEN procedures.

Provide technical assistance and capacity development support to project/programme partners:
  • Train implementing/responsible parties on UN Women standard rules and regulations

  • Provide technical support to and technically oversee the implementation of programme activities with partners;

  • Identify opportunities for Capacity Building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project:
  • Follow-up on programme activity, results and indicators;

  • Monitor the implementation of proposals by responsible partners;

  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results and outcomes as required

  • Conduct financial and substantive monitoring and evaluation of projects, identify operational and financial problems and develop solutions.

  • Finalize the annual workplan and budget and oversee implementation;

  • Ensure adherence to standard UN Women in the implementation of the project;

  • Ensure synergies within and with other programmes/project teams;

  • Manage the submission of partner financial and narrative reports;

Provide technical inputs to the management of people and finances of UN Women’s component in the SDG Fund:
  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;

  • Write terms of reference for new staff, consultants and contractors and oversee the recruitment process, as necessary.

Provide inputs to advocacy, knowledge building and communication efforts:
  • Provide technical inputs to background documents, briefs and presentations related to the SDG funds

  • Coordinate and support the organization of advocacy activities and campaigns events, training, workshops and knowledge products in the area of gender-responsive planning and budgeting

  • Provide inputs to the development of knowledge management in the area of gender-responsive planning and budgeting.

  • Soft Skills: Excellent communication, presentation, and writing skills in Arabic and English. Knowledge of any other official UN language would be an asset.

Required Skills and Experience
  • Master’s Degree in Economics, Business, Entrepreneurship, social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • 7 years of progressively responsible work experience at the national or international level

  • Technical experience in governance systems/planning /budgeting including gender mainstreaming

  • Experience coordinating and liaising with government agencies and/or donors;

  • Solid knowledge of gender equality concepts;

  • Strong concept development, presentation, and reporting skills

  • Experience working in the UN System is an asset;

  • Experience in using computers and software packages (word, excel, PowerPoint)

Language Requirements:
  • Fluency (written and verbal) in Arabic and English
