Tetra Tech International Development Services (http://www.tetratech.com/intdev) headquartered in Arlington, VA is currently accepting expressions of interest from qualified Program Analyst candidates for the Workplace Advancement for Gender Equality (WAGE) program. Position Description/Summary: In August 2019, USAID awarded the Workplace Advancement for Gender Equality (WAGE) program. The objective of this $17.8M five-year program is to continue adapting and scaling up USAID’s efforts to increase gender equality and women’s economic empowerment opportunities within traditionally male-dominated sectors, as pioneered in USAID's Engendering Utilities model. Engendering Utilities seeks to strengthen utility operations by identifying and implementing gender equity best practices in order to help utilities meet their core business goals. By partnering with 29 utilities across 21 countries, it improves gender equality and business performance outcomes in utilities by implementing organizational Change Management interventions throughout the employee life cycle (ELC). Through customized best practices, demand-driven coaching, and a Gender Equity Executive Leadership Program (GEELP), Engendering Utilities builds the capacity of utility leaders to implement gender equality interventions in their organizations. Responsibilities: Logistics * Coordinate logistical support for project events, including conferences, meetings, onboarding trips and training workshops. * Coordinate WAGE team travel calendar and schedule meetings and events. * Maintain filing system for general correspondence, information and program files. * Support project recruitment efforts for consultants, including contacting candidates to determine availability and collecting CVs, salary histories and references; performing reference checks. documenting decisions leading to consultant selection. * Maintain Tetra Tech inventory control system and carry out annual property physical inventory verification on the contract anniversary date. * Respond to pertinent information requests from project partners and other relevant organizations/institutions as needed. Finance * Process consultant travel advances, payment requests, and expense reports. * Perform first review of subcontractor invoices to confirm all rates are correct and all costs allowable. * Assist the COP in managing the project budget, monitoring expenditures and preparing projections. * Support preparation of draft activity budgets and financial reports, including accruals, quarterly financial reports and work plan budgets. * Review draft invoices to USAID, working with the PMT to make necessary adjustments; * Purchase items as needed using the p-card and reconcile expenses each month. * Ensure compliance with USAID and Tetra Tech procurement regulations and processes, consulting with the home office to maintain compliance with Tetra Tech's Procurement Handbook procedures. * Oversee annual VAT reporting. Contracts/Grants/Procurement: Liaise with the Home Office Contracts, Grants and Procurement (CGP) Specialist to achieve the following: * Coordinate with the technical team in developing scopes of work and bid documents for procuring goods and services. * Draft request for proposal (RFP) or request for quotation (RFQ) documents. * Participate in evaluation and award of proposals to ensure compliance with RFP/RFQ terms and conditions. * Support implementation of the WAGE grants program including participating in assessing proposals, supporting collection of documentation, monitoring grant activities, etc. Technical * Support utility onboarding process for the GEELP through scheduling and managing interview schedules, coordinating logistics, and coordinating travel and visa arrangements. * Conduct research and undertake analyses related to energy, water and gender including for utility selection and onboarding, utility profile formulation, and baseline assessments. * Support management of the Women in African Power Network, in conjunction with COP and Communications Specialist, including managing preparation of the monthly WiAP newsletter. * Assist in the preparation of work plans, budgets, and procurement plans. * Assist in the preparation of reports and presentations, including developing draft content. * Provide technical assistance to the Change Management Coaches as required; * Support project databases and Knowledge Management activities. * Manage project information and Communication Technology to ensure information is broadly available and shared within the project, partners, collaborators, USAID and Tetra Tech Home Office. This position can be based in either Arlington, VA or Burlington, VT. Qualifications: * Degree in International Development or relevant field. * Minimum of 1-2 years project management experience with an international donor. * Previous experience supporting projects of similar magnitude and complexity. * Must be computer literate (in Microsoft Office applications such as Word, Excel, Power Point, etc.) * Proficiency with InDesign and/or Adobe Creative Suite strongly desired. * Strong organizational and communication skills. Demonstrated ability to multi-task in a high-pressure work environment and work well in multi-disciplinary teams. ** * Must be able to work in the US.
