BACKGROUND:

People in Need is one of the largest non-profit organizations in Central and Eastern Europe active in humanitarian and development aid, human rights and social inclusion. In 2019, more than 1300 employees worked in our Humanitarian and Development Section in 20 countries (Asia, Africa, the Middle East and Eastern Europe). Our growing team in Prague (with turnover of more than 80 million EUR per year) is looking for a new colleague to become Finance Manager for our country programmes.

ABOUT THE POSITION:

The Product Owner and Innovations Advisor is a multi-faceted position, contributing to the management of the Humansis information management platform, while also assisting with advice and specialisation relating to technology and innovations within People in Need programming around the globe.

BENEFICIARY MANAGEMENT SYSTEM PRODUCT OWNER

(80% FTE) Manage the entire process of the design, consultation, development and implementation of the Humansis Beneficiary Management System for People in Need. Including, but not limited to;
  • Conduct Analysis of needs in PIN Country Programs;

  • Identify focus areas for system improvement and development of additional features and functions.

  • Project manage the delivery of the platform, from design through to implementation, including desired features and installation options, aligned with available budget;

  • Organize procurement of all stages of the Software Development process;

  • Oversee software contract writing, editing and execution;

  • Coordinate validation of system architecture and functionality, adapting it to requirements of future users;

  • Coordinate implementation of the system in to mission programming, including its presentation, training and launch support;

  • Provide monitoring and performance evaluation of the system;

INNOVATIONS & TECHNOLOGY MANAGEMENT

(20% FTE) Assist PIN missions worldwide to identify and assess new Innovation initiatives, or new phases of on-going initiatives, with immediate potential to improve PIN programming, including but not limited to:
  • Investigate the potential for other technology solutions to provide development solutions, including but not limited to web tech, sensor tech, lo-fi solutions etc;

  • Identification of appropriate mobile options, including suitable solutions (SMS, USSD, IVR, Social Media Apps), that will correspond to country specific program needs;

  • Analysis of potential for web or mobile applications which could support existing PIN programming;

  • Analyse existing GIS and other map-based technologies to contribute to PIN programming;

  • Collect data, undertake analysis and prepare reports on existing initiatives and solutions. Capture lessons learnt from various programs and share resources with other partner and donor organizations where possible;

  • Disseminate information on technology and innovation projects and resources to PIN HQ and other missions.

GENERAL RESPONSIBILITES:

Technical Support

  • Provide technical inputs to identify new solutions and innovations to support stakeholders (e.g. humanitarian organizations, government ministries, households and individuals);

  • Support process of selection, negotiation and communication with Telecommunications Companies, Government Regulatory authorities and other corporate, not for profit and government bodies;

  • Support contracting of external service providers and provide technology advice and direction where required.

Project Management

  • Oversee the support of existing PIN technology specific programs, including sensor based IoT project, information Management Systems, IVR/SMS based projects and more;

  • Research, advise and assist with relevant funding opportunities for future programmes worldwide, including the identification of suitable programming and helping write proposals where required;

  • Provide all necessary assessment, reporting and budgeting for current and future technology specific programming.

Partnerships and Communications

  • Research, identify and engage with potential technology and innovation partners (including, but not limited to, the private sector) and explore areas of engagement to promote and enhance PIN goals;

  • Represent PIN at exchange forums, conferences, workshops etc;

  • Preparation of content of communication materials for publication and dissemination;

MAIN REQUIREMENTS:

  • A minimum of three years of relevant experience at a comparative organization in identifying, designing and implementing technology solutions for projects with technical components is required

  • An advanced university degree in Management Information Systems, ICT Management, Computer Science or related field is required. A first level university degree in combination with two (2) years additional qualifying experience may be accepted in lieu of the advanced university degree

  • Previous hands on experience in ICT related projects is required

  • Fluency in English (written & verbal) is required

OTHER DESIRABLE ATTRIBUTES:

  • Experience in supporting and coordinating project activities in an NGO and/or humanitarian environment

  • Experience with ICT hardware, mobile phones and web-based technologies, particularly designing or deploying tools appropriate to low-bandwidth or sub-standard infrastructure environments

  • Experience in open source, mobile and emerging technology is extremely desirable

  • Exposure to PIN programmatic areas, including (but not limited to) emergency response, disaster preparedness, livelihoods and natural resources management and experience in applying technical solutions to address programmatic issues

  • Expert knowledge or significant interest in one or more of these areas is desirable: Digital Identity and Biometrics / Web and Mobile Applications / Geographic Information Systems / Information Management Systems / Blockchain and distributed ledgers
