Visit www.worldbank.org. Background DIGITAL DEVELOPMENT GLOBAL PRACTICE The Digital Development Global Practice (DD) is part of the Bank’s Infrastructure Practice Group. Digital Development is critical factor of competitiveness, economic growth and inclusion. It plays a critical role in enabling the achievements of the Twin goals and the Sustainable Development Goals. Digital technologies are transforming firms, governments and people’s lives; and with the digital economy growing at a rate significantly higher than that of the global economy, it offers emerging economies a unique opportunity to leapfrog traditional paths for development through digital solutions. Yet, close 4 billion people lack access to the internet and lack the foundations for digital economy. Collaborating across technical, geographic and institutional boundaries, the Digital Development team helps design and deliver ICT-enhanced solutions to a diverse range of clients. The team supports clients to establish foundations of digital transformation including institutions and policy and regulatory environments cybersecurity, data governance. The team also focuses on investment solutions); digital infrastructure to connect the unconnected, enabling digital government shared platforms (cloud, digital, identification, etc.). The team supports other GPs/Groups in mainstreaming digital applications by leveraging digital enablers such as big data analytics, sensors, cloud computing, mobile platforms and location services for smarter development solutions. The DD Global Practice has been led by a Director supported by three Practice Managers (PMs) for the delivery of Digital Development Operations and a program Manager for the cross GP ID4D initiative. The Digital Development GP also manages the Digital Development partnership (DDP). This Practice Manager position is a new position. The Practice Manager will have the primary responsibility of managing global initiatives and global teams in dealing with next generation issues on digital infrastructure, next generation reforms, new regulatory initiatives, innovative business models for connectivity, digital applications, and other priorities related to managing risks. These are new topics in the digital sector that require in-depth analytical work and strong partnership to establish the bank leadership role. The candidate will be working very closely with other PMs in DD as well as with other GPs interested in the digital agenda and in mainstreaming Digital solutions in their programs and will be managing the staff mapped directly to the Global Director, including the Global Expert teams. Duties & Responsibility: The Practice Manager will manage a team of approximately 18-20 staff and ETCs to support the thought leadership on digital development matters including innovative models for broadband connectivity, data infrastructure priorities, new frontier for policy and regulatory reforms for digital economy and dealing with digital economy risks around data, privacy, cybersecurity, risks of exclusion etc. the main focus will be in shaping the though leadership and research and analytical agenda in these and other emerging topics, and shaping global public goods and convening global partners (e.g. UN, foundations, CSOs and the private sector) to build awareness and answer key operational questions on the direction we should take in this emerging area. More specifically, the roles and responsibilities include: Strategy, Vision & Operationalization
  • Manage the scale up and momentum of the Bank’s global digital agenda, grow the Bank’s global leadership role in this area, and effectively meet the internal demands for deep technical expertise in order to drive the Bank’s operational responses.

  • Continually shape the strategic direction on key digital topics and provide technical leadership on the operationalization and translation of the strategic vision into actionable programs to be implemented by the regional and country teams, and in consultation with external partners.

  • Closely monitor progress in the implementation of the work program.

People/Talent Management:
  • Provide leadership, effective management and mentoring for a team of professionals (18+ staff and consultants) that form the global expert team, ensuring diversity in functional and technical backgrounds.

  • Proactively manage the career development and mentoring of the team. Effective onboarding of new staff and creates an inclusive environment for staff

Advance key global public goods, global platforms, and Partnerships
  • Building on the current momentum in the Bank's leadership role in digital development, develop and pilot new innovative approaches.

  • Work closely with the DD director to mobilize donor partnerships to grow the DDP.

  • Build and foster partnerships with relevant stakeholders, including with developing country governments, development partners (e.g. bilateral donors, foundations, UN agencies); help convene the group of stakeholders to refine shared principles and solidify shared agenda;

Thought Leadership
  • Promote global knowledge and ensure the Bank Group is at the fore front of the development debate on this agenda.

  • Shape the strategy for cutting-edge analytical products, research projects, and data collection efforts designed to increase global evidence and knowledge on

  • Collaborate the research and analytical agenda with a range of GPs/departments, IFC and external researchers and other partners:

  • Manage high-profile analytical products, papers, and tools to help countries and other partners better understand and implement good practices and international norms related to digital development

  • Oversee the global analytical agenda and work with regional PMs to translate the findings on global research to country and regional programs

  • Work closely with the VPU Chief economist and with other GPs and VPUs to coordinate the research and knowledge agenda of Digital development.

Resource Management:
  • Manage within available budget constraints, restructure unit as needed and establish funding priorities.

  • Provide leadership in fundraising efforts.

  • In consultation with relevant stakeholders within the WBG, decide on the best use of internal and external resources for maximum client and developmental impact.

  • Be accountable for delivering the agreed upon work program through cost-effective use of resources (human and budget) within the agreed parameters and in compliance with internal controls and policies, and ensure timely delivery and overall quality of the GP’s outputs.

Selection Criteria
  • Masters or PhD degree in economics with proven track records on work in ICT, Digital development, technology field

  • 12-15 years of relevant experience in positions of increasing complexity and responsibility.

  • Strong technical knowledge and experience of delivering complex analytical work in one or more fields of Digital development is essential, given that the role of this unit is to establish clear thought leadership.

  • Solid managerial and influencing skills are at a premium for this position, given the need to build a new team from scratch and establish effective partnership dynamics across boundaries.

  • Excellent leadership and supervisory skills with established track record managing multi-location and virtual teams.

  • Strong operational and development experience and track record, including experience in more than one Global Practice/VPU (including IBRD, MIGA, and IFC),

  • Technical knowledge and experience in one or more of the areas of focus of digital economy

  • Demonstrated in-depth experience and track record of results and successfully working across practices, disciplinary and institutional boundaries.

  • Ability to influence dialogue and policy reforms in sectors without direct control or authority.

  • Strong sense of strategy, including ability to prioritize and exit some activities; track record in streamlining and rationalizing product offerings.

  • Good partnership experience, including involving multiple stakeholders – both public and private – in building collaborative alliances for results.

  • Experience in applying practice know-how and effective policy dialogue to achieve development results.

  • Strong written and oral communication skills with proven experience in dealing with the media, external constituencies and expert groups.

  • Fluency in English is required. Other languages is an advantage
