Job Description

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work, carried out at headquarters, regional and country office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS staff provide technical advice to country offices; advocate for UNDP corporate messages; represent UNDP at multi-stakeholder fora, as well as government and civil society dialogues; and engage in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Bureau to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. The Effectiveness Group assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. It seeks to do so by enabling UNDP and others to be more innovative and knowledge and data driven by identifying, testing, learning, sharing and institutionalizing what works. It acts as a hub on quality UNDP programming, all aspects of results-based management and development performance monitoring, analysis and evaluation, south-south cooperation and global effectiveness partnerships (including the Global Partnership for Effective Development Cooperation and the International Aid Transparency Initiative). The Effectiveness Group is composed of the following teams:
  • Quality programming

  • Results and performance analysis

  • Global partnerships

The teams work closely together to understand and deepen UNDP’s and the international community’s understanding of what works and what does not work in effecting development change at country level in UNDP’s Strategic Plan programme priority areas, and how this understanding can drive knowledge creation and dissemination, innovation and scaling up, and more productive partnerships. Role: The staff member will support the functioning of the Global Partnership for Effective Development Co-operation with a view to work towards advancing the Global Partnership’s enhanced country support and increasing the availability of relevant data and evidence of country-led effective development cooperation efforts that inform global policy dialogue.

The staff member will work as an integral part of the OECD/UNDP Joint Support Team. S/he will report to the Global Policy Advisor, Effective Development Cooperation, under the overall direction of the Chief, Effectiveness Group. Duties and Responsibilities Lead support to the Global Partnership monitoring framework of the OECD/UNDP Joint Support Team
  • Develop and implement a strategy for increased use of effectiveness monitoring results, with an emphasis on their use at country level.

  • Develop policy and programme guidance and related toolkits relating to the interpretation of results and taking forward of monitoring results.

  • Design, implement and manage a work stream on strengthening the Global Partnership monitoring framework and its processes, including designing monitoring guides and tools, supporting country-led monitoring processes, providing helpdesk functions and conducting trainings as well as analysis of results, preparation of global and country-specific reports.

Support anchoring effective development cooperation at country level
  • Contribute to a design and management of Global Partnership’s institutional mechanisms and process to anchor effective development cooperation efforts at country level.

  • Conduct scanning and undertake mapping of country experience, examples in the area of, but not limited to, establishing and/or strengthening national development cooperation and policies, inclusive multi-stakeholder coordination and dialogue mechanisms, strengthening of country-level mutual accountability processes and development finance information management systems

  • Undertake synthesis and analysis on issues related to effective development cooperation and draft related knowledge products, including policy briefs and guidance notes, in the above areas.

  • Contribute to development of a new policy and programme initiative as relevant in context of scanning of country experience in effective development cooperation as well as the Global Partnership’s work programme.

Analysis and contribution to global policy dialogues, knowledge sharing and advocacy related to effective development cooperation
  • Provide substantive input to global policy dialogues, including identifying opportunities for engagement on effective development cooperation, preparing briefing notes for senior management and supporting substantive and logistical preparation for various events.

  • Provide substantive input Global Partnership communication and knowledge products, including newsletters and the website and contribute to the preparation of briefing materials and speaking notes for Global Partnership Co-Chairs and Steering Committee members, as requested.

  • Facilitate knowledge sharing, including peer learning, on effective development cooperation issues, including working with communications and knowledge management colleagues to solicit and share good practice examples and manage related communities of practice.

Contribute to project management, strategic partnerships and resource mobilisation
  • Contribute to development/revision of a global project document, and identification of partners and networks for strengthened collaboration.

  • Contribute to resource mobilisation efforts, including preparing background documentation, including budgets, and facilitating the signing of grant agreements.

  • Implementation of grant agreements, including supporting budget management and playing a leading role in preparing narrative annual progress report and donor reporting, liaising with finance and operation colleagues to compile financial reports.

  • Facilitate human resource and procurement processes.

  • Master's degree in social policy, public policy, politics, economics, development studies or a related area.

  • A minimum of 7 years of work experience in international development, at least 3 years of which is focused on effective development cooperation issues at country level.

  • Experience directly advising/supporting national governments in designing, implementing and monitoring development interventions in the area of effective development cooperation, multi-stakeholder development coordination, and public finance management and development planning.

  • Experience providing support a global multi-stakeholder initiative. Familiarity with the Global Partnership for Effective Development Co-operation and its monitoring framework is an asset.

  • Experience contributing to the production of knowledge and communication products, including newsletters, web pages, issue briefs and guidance notes.

  • Experience in multi-donor funded project management, including preparing background documentation and budgets for grant agreements and preparing donor reports.

Language Requirements:
  • Proficiency in English. Working knowledge of other UN language desirable.
