The five-year (2019 – 2024) USAID-funded Feed the Future Policy Leadership, Interactions, Networks and Knowledge (Policy LINK) project implemented by DAI Global LLC will strengthen the capacity of local actors and institutions to lead and manage the agricultural transformation process and contribute effectively and collectively to improved, broad-based food security policy outcomes.

Specifically, the program aims to strengthen food security policy systems by investing in and reinforcing productive human and social capital and developing strategic partnerships that help bring these innovations and capacity investments to scale in order to achieve a critical mass of local actors with the ability and opportunity to effect positive policy change through collective action.

Policy LINK in South Sudan

The LINK project will open an office in Juba, South Sudan in order to provide backbone support to the Partnership for Recovery and Resilience (PfRR). PfRR is an unprecedented cross-sector, multi-donor, multi-agency platform and collective of partners established to increase the agency of local populations in select geographic areas to identify and respond to their priority needs for building resilience and reducing vulnerability. With this approach, the community, local governments, and donor agencies are improving their use of evidence to inform joint decision making at local, national, regional and global levels; however, the central focus is to strengthen the community’s ability to withstand and respond to shocks, including environmental, economic, political and those related to local conflicts.

The PfRR is grounded in the concepts of collective impact and collaborative governance. It intends to reduce the humanitarian burden in the targeted communities and make the use of donor resources more effectively by promoting greater self-reliance, reinforced by external assistance.

LINK will provide backbone support to PfRR partners in Juba and in select regions to enhance coordination and effectiveness towards the realization of resilience objectives. This includes support to PfRR structures and working groups with the establishment of core monitoring and evaluation frameworks and internal knowledge management practices, and establishment of partnership framework building blocks.

Position Objectives

The AREA PROGRAM MANAGER will be the principal point of contact between Juba and an assigned geographic location.

The position is expected to support the design, implementation, follow up and reporting of LINK activities in South Sudan (PfRR support) within the framework of Policy LINK established activity team structures, processes and systems.

The Area Program Manager will be based in Juba or the assigned regional area, and will be responsible for:

  1. Overall program management, delivery and achievement of program activities and deliverables in the program area.


  2. Very close coordination with PfRR structures, lead agencies, implementing partners, LINK South Sudan Country Lead and LINK activity teams to ensure program area activities are managed effectively and efficiently.


  3. Operations, scheduling, reporting and building relations with communities, local government officials and implementing partners;


  4. Training, facilitation, mentoring and accompaniment of the Inclusive Champions Group (ICG), community development committees (CDCs), the Coordination Units (CUs) and other organizations.


  5. Interlocution with all PfRR structures so as to advance in a coordinated and coherent manner the technical engagement process centered on a building block approach.


S/he will continually reinforce LINK’s agreed-upon core purpose and principles and approaches, and ensure all decision-making is rooted in the purpose and principles. S/he will contribute to a learning environment in which personal and team growth is supported, with a shared understanding that the “team” always comes before the “individual.”

Responsibilities

The Area Program Manager will be expected to understand and effectively communicate the PfRR “building blocks” approach and core principles to local stakeholders and will participate in a “bootcamp” in technical engagement prior to assuming field responsibilities. S/he must understand and consistently put into practice LINK principles, management and standard operating procedures.

The Area Program Manager will be responsible for the following primary tasks, though other duties may be assigned as appropriate:

Program Management:

  • Develop strong working relationships and lines of communication with LINK colleagues, local agencies and traditional authorities, PfRR counterparts and other implementing partners in assigned geographic region;

  • Serve as the principal point of contact between LINK’s Juba office and the assigned region, supporting PfRR co-creation and providing partners with day-to-day technical guidance;

  • Coordinate with LINK logistics, finance and operations and activity teams to ensure necessary preparations, logistics and payments are made for successful implementation of program activities;

  • Support implementation of “building block” activities at the regional level, including resilience profiling, assessment, joint workplanning, activity mapping, curriculum development and training;

  • Monitor the status and performance of assigned regional activities, sharing updates with colleagues as well as capturing monitoring, evaluation, and learning in program reports submitted internally or to USAID and partners as appropriate.

Community Level Analysis and Capacity Development:

  • Facilitate forums and “listening sessions” to collect feedback to inform community-level PfRR planning;

  • Assess the status of community institutions in assigned regional area, developing an understanding of where critical resilience capacities reside and how decisions are made;

  • Advise LINK colleagues and PfRR partners on target areas for capacity strengthening, joint community planning and execution, leading to development of focused regional “engagement plans;”

  • Advise LINK colleagues and PfRR partners on strategies for maximizing community ownership and contributions;

  • Lead the process of determining how inclusive, conflict sensitive, gender responsive, accountable and dynamic existing coordination structures within assigned communities are, and how to strengthen their capacities to engage with international partners;

  • Coordinate with regional PfRR structures and working groups to clarify Terms of Reference and implement joint work planning as well as monitoring, evaluation and learning;

  • Support trainings to be conducted at a community level, including playing the role of facilitator, trainer, moderator, and/or rapporteur as required.

Reporting

The Area Program Manager will report to the LINK South Sudan Country Lead.

Supervisory Responsibilities

The Area Program Manager may supervise short-term technical consultants, and will work closely with the South Sudan Technical Advisor, South Sudan Program Specialist and Operations Team.

Qualifications

Local South Sudanese candidates are highly encouraged to apply for this position. Additional qualifications:

  • Minimum of a Bachelor’s degree or equivalent experience.

  • Five (5) years of progressively responsible experience in program management, logistics, operations, community mobilization, monitoring & evaluation, research and/or international development.

  • A good understanding of resilience livelihoods and food security concept with a reasonable work experience on similar context.

  • Strong stakeholder relationship management skills and ability to engage with senior partner organization leadership.

  • Strong communication and representational skills.

  • Strong training and/or facilitation and program coordination skills preferred.

  • Good computing capabilities with working knowledge of MS Word and Excel.

  • Preferred experience working with local communities, NGOs and/or international organizations.

  • Experience in organizing and setting up public events and conferences.

  • Good English and Arabic writing and speaking. Demonstrated organizational and administrative skills and ability to multitasks under tight time constraints/deadlines.

  • Previous experience working in regions outside Juba.
