Program Overview The issue of overlapping concession licenses is nothing new in Indonesia’s Natural Resources sector. Enabled by weak land-use governance, irresponsible parties have exploited the country’s natural resources without considering the environmental, legal, and social repercussions. Seeking to address these, the government of Indonesia issued the One Map Policy (OMP) in 2010 and called to accelerate its implementation in 2016. WRI aims to support the implementation of this policy at the local jurisdiction through a collaborative effort called the “One Map Initiative (OMI) at the Local Level”. The work spans until 2020, focusing on Riau, South Sumatra, Papua and West Papua. One Map Initiative (OMI) at the Local Level is a collaborative initiative for Sustainable and equitable land use and planning in Riau, South Sumatera, Papua and West Papua in order to support the government to implement low-emission development. Despite the name, OMI will go beyond the development of a unified, accurate, official, secured and up-to-date geospatial database with associated social and economic data of such provinces. Through a multi-stakeholder forum, OMI will be a people-oriented process that involves key stakeholders such as the government (Geospatial Information Agency, Coordinating Ministry of Economic Affairs and many others), CSOs, community groups and indigenous people to discuss conflicts typology regarding land use. From the communications perspective, WRI Indonesia seeks to inspire active participation of the stakeholders to help ensure successful implementation of both OMP and OMI. The stakeholders comprise of national and Local Government, private sector, indigenous groups, smallholder farmers, and the public. In order to develop the most effective communications strategy to promote the target audiences’ understanding of and active support as well as evaluate its effectiveness during and after the implementation, it is essential to understand the target audiences’ perception of and attitude toward the OMP and OMI, as well as the means to influence them. To achieve that, both baseline and endline perception survey is needed. The baseline perception survey has been conducted in 2017 to inform our 2-year communications strategy. The survey captured findings on target participants’ perception on OMP and OMI, attitude towards OMP and OMI, source and means of communications and information as well as challenges hindering communications and actions pertaining to OMP and OMI. We also conducted conventional and Social Media Analysis to understand coverage and discussion around OMP. The baseline study was conducted in four provinces, namely Riau, South Sumatra, Papua, and West Papua. It covered four stakeholder groups, namely government, private sector, smallholder farmers, and indigenous communities. Interviews of key opinion leaders, as well as a desktop research of conventional and social media, were also done to complement the data on a national level. Since the project is coming to an end, WRI Indonesia seeks to find an individual to undertake an endline perception survey to evaluate WRI Indonesia’s programmatic and communications activities in terms of target participants’ knowledge, perception and attitude towards OMP and OMI. The individual is also expected to conduct a conventional and social media analysis to understand coverage and discussion around OMP and how it has shifted from 2016-2017. - Develop an overall endline perception survey proposal as well as conventional and social media analysis;
- Develop the survey methodology with Covid-19 health protocol in place;
- Develop and apply a survey tool that captures such variables as participants’ knowledge, perception and attitude towards OMP and OMI and evaluate if WRI Indonesia’s programmatic and communications activities has led to improvement in the three variables;
- Identify the main profiles of participants that are targeted under this survey; Target participants include decision maker in the government institutions, private sector, smallholder farmers, indigenous communities and selective youth/media organizations at the national level as well as in Riau, South Sumatra, Papua, and West Papua.
- Collect, record, and analyze data;
- Present the results to WRI Indonesia;
- Develop a comprehensive report on endline perception survey as well as conventional and social media analysis. The consultant will have to submit the report and raw data to WRI Indonesia.
- Conduct an analysis of the endline survey findings compared to the baseline survey. To support the consultant in performing this analysis, WRI Indonesia will share proposals, list of questions, methodology, data, and results of the baseline perception survey.
- Extensive demonstrated experience in undertaking perception survey especially within the development sector
- A Master’s degree or equivalent experience in research, perception survey, evaluation, media analysis and development sector
- Familiarity with One Map Policy and land use governance is an advantage
- Knowledge and experience in applying qualitative evaluation methods as well as media analysis
- Good cross cultural communication ability and sensitivity.
- Fluent written and spoken English and Indonesian
