Job Description

The United Nations World Food Programme (WFP) is the largest humanitarian organization fighting hunger in the world. Since 1968, WFP has been working in Niger to support poor women, men, boys and girls. We aim at reaching the Zero Hunger Goal by 2030 by supporting the Government’s efforts on two fronts : saving lives and changing lives. To save lives, we work in crisis affected areas. We are present in the Lake Chad Basin where the violence instigated by the conflict with Boko Haram has caused the displacement of thousands of people. This crisis has had a negative impact on the stability of the Diffa region, located in the southeast of Niger. Consequently, the local population has become more vulnerable to Food Insecurity. The situation around the border with Mali is also very volatile and increasingly instable. WFP provides food assistance in these areas to support victims of this conflict, refugees, displaced persons, returnees and host local populations. To change lives, we work throughout Niger to make people more resilient to shocks, particularly those induced by Climate Change, which threaten the Agricultural Production and livelihoods of the most vulnerable Nigeriens. Our package of integrated activities covers nutrition, school canteens and technical assistance for land restoration. WFP purchases part of its food supplies locally and from smallholder farmers in order to revitalize the national and local economy. We focus on Capacity Building with the government and communities, victims of repeated shocks. People manage to break the vicious circle of poverty and look towards a better future for themselves and their children. WFP manages the United Nations Humanitarian Air Services (UNHAS). Some regions are far from the capital and more difficult to reach. Thanks to its aircrafts, UNHAS enables all humanitarian personnel working in Niger to quickly and safely reach locations where they have ongoing operations. It enables us to reach vulnerable people even in the most remote areas. Independent studies have shown that WFP's interventions in Niger are bearing positive effects on the population. These results confirm that our efforts in support of the Government contribute, with the help of our donors, to the development of Niger. JOB DESCRIPTION Title: Partnerships Officer Step/Contract type: NOB/Fixed-term Duty Station: Niamey Number of position: 1 Job Purpose: The Partnerships Officer will provide substantial value to WFP’s effective positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP Niamey Country Office. KEY ACCOUNTABILITIES (not all-inclusive) 1. Implement work plan to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives. 2. Proactively contribute to a partnerships portfolio, including partner profiling, data/trends Analysis and outreach activities, with the aim to maximize resources and leverage policy and Technical Support for WFP’s work; Ensure partner visibility and that partner conditions are met. 3. Use data to propose options to managers to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific analysis, with the aim to enhance the impact of WFP’s work and diversify the resource base. 4. Gather and share partner intelligence (including forecasting), using key information systems (e.g. Salesforce, WINGS, WFPGo). 5. Solicit inputs from other functional entities, RBs and COs on WFP’s programmatic offering that can gain traction with individual partner audiences; Conduct analysis and draft quality briefs in support of outreach opportunities. 6. Gather socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda. 7. In the context of the UN system and multilateral fora, support the development of partnerships and joint events with member states, civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda and advance WFP priorities and objectives, based on a basic understanding of member states’ dynamics and interests. 8. Provide inputs to partnerships strategies, including the development of Partnership Action Plans; Draw up quality partner proposals and reports by engaging with other WFP entities and external stakeholders. 9. Contribute to the preparation of strategic agreements, joint strategies and MOUs in order to promote the SDGs and Zero Hunger on the national, regional and global agenda and to reach advantageous outcomes for WFP 10. Facilitate corporate dialogue with partners through networking and information sharing; Proactively highlight strategic issues to senior managers and propose options for the best course of action to nurture trust and partnership growth. 11. STANDARD MINIMUM QUALIFICATIONS Education:Advanced University degree (Master) in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses. Language:Fluency in both oral and written communication in French and English language. Computer skills: Proficiency in MS Office (Word, Excel, Powerpoint). DESIRED QUALIFICATIONS
  • Minimum three or more years of relevant professional work experience in partnership roles, international humanitarian development or Fundraising, marketing and sponsorship, planning and strategy, project management or communications.

  • Has a basic understanding of government and corporate trategies and priorities and experience in developing multi-stakeholder partnerships.

  • Has explored new partnership opportunities, provided inputs into developing solutions with prospective partners and explored new areas to scale-up existing activities.

  • Has programmatic experience in Resilience and/or Emergency response projects.

  • Has provided advanced technical support and identified opportunities for service delivery excellence to strengthen partnerships.

  • Has motivated team spirit and contributed to a gender-balanced, inclusive and sound working environment.

  • Has implemented the resource mobilisation work plan by delivering specific activities as defined.

  • Has participated and assisted in negotiations for contributions and partnership agreements with donors and host governments, in line with internal policies and external regulations.

  • Has broadened and strengthened WFP Niger’s engagement with global and thematic funds.

  • Has assisted in drafting resourcing analysis and collaborated with accurate and timely briefs as well as reporting to donors.
