ABOUT WFP ALGERIA WFP Support to Refugees from Western Sahara Algeria has been hosting refugees from Western Sahara since 1975. These refugees are located camps in the harsh, isolated desert environment of western Algeria where opportunities for self-reliance are extremely limited, forcing them to rely on international humanitarian assistance for their survival. Based on a request by the Government of Algeria in 1986, WFP assistance to the refugees from Western Sahara aims to address the refugees’ Food Security and nutritional needs. WFP’s Interim Country Strategic Plan (TICSP) is aligned with WFP’s 2017-2021 Strategic Plan, specifically Strategic Objective 1: “End hunger by protecting access to food.” and Strategic Objective 2 “Improve nutrition.” WFP implements four activities; (1) General Food Assistance, (2) school feeding, (3) nutrition support, and (4) complementary activities. STANDARD MINIMUM QUALIFICATIONS Education: Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses. Language:    Fluency (level C) in English, French and Arabic language. Knowledge of Spanish is an added asset Key Accountabilities and Duties The Partnership, Communication and OIM & Reporting position is based in Algiers, in the WFP Country Office and will be reporting to the Director" id="link" class="link">Country Director. Within delegated authority, s/he will be responsible for the following duties: Government Partnerships:
  1. Prepare and implement the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.

  2. Use data to present managers with well-researched ideas to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific Analysis with the aim to enhance the impact of WFP’s work and diversify the resource base.

  3. Solicit inputs, including operational updates, from other WFP entities to inform partner audiences on WFP’s programmatic offering; Draft quality briefs and proactively highlight strategic issues to senior staff to inform best course of action and nurture partnership growth.

  4. Contribute to partnerships strategies, including the development of Partnership Action Plans;

  5.  Prepare quality partner proposals and reports by engaging with other WFP entities and external stakeholders.

  1. Contribute to the development of communications methods and processes in order to improve their effectiveness and increase awareness of WFP’s work to the media and stakeholders.

OIM & Reporting:
  1. Support staff in assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardisation of information management and performance reporting across WFP.

  2. Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact

  3. Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.

  4. Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country, regional and corporate level.

  5. Support the preparation of Annual Country Reports (ACRs) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and Resource Management functions by coordinating to ensure coherence and quality of performance information.

  6. Collaborate with counterparts internally to ensure consistency in humanitarian information and to complement WFP analysis and information.

  7. Support the assurance of defined quality standards in all processes and products.

  1. Contribute to preparedness actions, providing technical recommendations and guidance, and monitor defined risks.

  2. Perform other related duties as required.

FUNCTIONAL CAPABILITIES Relationship Management Demonstrates ability to build and sustain effective collaborative relationships with appropriate stakeholders and contacts in area of expertise to raise the profile of WFP, build relationships and further organisational aims.Communication Expertise Collates accurate and timely information in required format (i.e. written or visual communications materials as well as verbally), to facilitate information flows and informed decision making on communications issues.Information Analytics, Reporting & Management Gathers, analyses and reports information in a manner that draws out fact-based insights to inform approach to partner relationships and support substantive discussion with partners. Captures relevant information and progress, and ensures internal information sharing.Resource Mobilisation Analyses relevant technical data and prepares briefs to raise resources for operations, negotiates contributions and keeps donors informed of key policies. Ensures and oversees timely registration of contributions and forecasts, aiming for accuracy and conformity with donors' documentation and WFP's rules.Business Process Support & Technical Guidance Provides Technical Support to other business areas, identifying procedural issues and solutions. Applies understanding to ensure system maintenance and to support the Design and implementation of system changes, supporting users and ensuring relevant training and materials are provided as necessary. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Typically, one year or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.

  • Has developed effective relationships with partners and explored new areas to scale-up existing activities and researched new opportunities.

  • Has developed powerful narratives by using data Analysis Visualization to enable action-oriented discussions with partners.

  • Has prepared briefs to raise resources for operations and collaborated for timely registration, maintenance and update of contributions and forecasts.

  • Strong written and oral communication skills, including substantive analysis and report writing skills.

  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

  • Contract Type :  Fixed-Term (FT), 12 months (renewable)

  • Grade: National Officer-A (NOA)

  • Remuneration: As per UN/FT salary scales

  • Duty station: Algiers - Algeria
