Job Description

Creative Associates seeks an Operations Manager for an anticipated USAID-funded project in Tunisia focused on legislative strengthening. Based in Tunis, Tunisia, the Operations Manager is responsible to coordinate the project activities and support the Chief of Party (COP) and Deputy Chief of Party (DCOP) the project's day-to-day field presence in the areas of operations, including the project's facilities (such as office space, equipment and project vehicles), Administration, logistics, and procurement. The Operations Manager's responsibilities may include ensuring that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the Scope of Work, which may include monitoring grantee worthiness; assuring fair and transparent procurement processes; and reviewing financial management. Reporting and Supervision: The Operations Manager will report to the DCOP or their designee. Responsibilities
  • Lead all operations including but not limited to administration, logistics, procurement, budgeting, financial, and property;

  • Support, train, provide operations administrative guidelines

  • Ensure that the project's procurement systems and USAID approval, waiver, and other regulatory compliance processes are in place. This will include monitoring grantee worthiness, ensuring that all procurement processes are perceived as transparent by beneficiary communities, assuring fair and transparent procurement processes, review of financial management, and monitoring grant implementation;

  • Implement risk management functions such as routine file “spot check” reviews to ensure compliance by devoting approximately three days per month at each Project Office conducting file reviews;

  • Assist with developing key administrative Management Systems in collaboration with the DCOP and Finance Manager and monitor the introduction of the systems. Specifically, the systems will include Procurement Management, record keeping systems, various reporting, security, and inventory control;

  • Ensure project's compliance with U.S. Government (USG) rules and regulations regarding procurements of goods and services;

  • Supervise the development and maintenance of a filing system in electronic and hard copy format for technical, financial, and administrative documents;

  • Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Contractor Procurement Guide;

  • Supervise the project's day-to-day field presence in the areas of operations (including the project's facilities such as office space, equipment and project vehicles), administration, logistics, procurement, budgeting and financial accounting;

  • Supervise the operations officer, driver, and office cleaner;

  • Coordinate with the Home Office on all compliance issues, seeking legal and policy guidance on sanctions and other applicable restrictions; and

  • While not directly responsible for overseeing activity development, the Operations Manager will be expected to have a good grasp of the programmatic aspects of the project and be prepared to step in as needed to support the DCOP and other program staff in activity development aspects of the project while staying apprised of the evolution of the local political, legal, and economic situation and on how to continuously adapt the program. Qualifications

  • Bachelor's degree in Business Management, Analysis" id="link" class="link">Financial Analysis or accounting desirable; Master's degree preferred;

  • At least five (5) years of operations and administrative management experience on international development programs, preferably with USG-funded projects;

  • Advanced knowledge of office administration management, policy implementation, and business process improvement;

  • Experienced knowledge of USAID procurement rules and regulations, as well as post-solicitation vendor management skills;

  • Excellent interpersonal skills. Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail with strong ability to work under pressure, demonstrated through relevant project experience; and

  • Fluency in English and French is required.

Desired Skills and Qualifications
  • Prior operations management experience with USAID-funded projects; and

  • Proficiency in written and spoken French and Arabic.
