HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Since the organisation was first founded in 1982, we have set up development programmes in 62 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide. HI is engaged in an employment policy in favour of disabled workers. JOB CONTEXT: HI Afghanistan operating framework is depicted in the operational strategy (“Stratop”) developed at the end of 2019 for a 3-year duration. The 3 pillars are:
  • Physical rehabilitation and health

  • Armed Violence Reduction

  • Technical Assistance for disability inclusion

HI is currently supporting the development of the national disability inclusion strategy, and is involved in: Physical and functional rehabilitation (both on service provision and training – tech assistance), in development and chronic crisis settings ; Mental Health and Psycho-Social Support (MHPSS) ; Support to inclusive governance through victim assistance project; Inclusive livelihood; Mine Risk Education; Health through COVID response. HI has 4 offices located in the different provinces of intervention. Central office is located in capital city (Kabul) and gathers the management team (including operations, support services, technical unit, MEAL and security), as well as some project’s staffs, most of the projects having institutional components. 3 bases, located in Herat (West), Kunduz (North) and Kandahar (south) are fully operational with dedicated support services and project’s management teams. HI operates in Nimroz through embedded modality with other organizations, and is under the supervision of Kandahar Base. Operational partnerships are established with INGOs (Swedish Committee for Afghanistan Norwegian Afghanistan Committee), and further partnership with national NGOs are expected in the framework of the support to civil society activities. Support is also provided to 20 Organizations of People with Disabilities (OPDs), including nearly half of women-led OPDs, through Capacity Building and support to advocacy on disability inclusion. HI Afghanistan program is also strongly involved in rolling-out institutional policies, particularly regarding PSEAH, code of conduct, Child Protection, fraud and corruption policy. Operationally, objectives are to mainstream DGA (Disability / Gender / Age) policy, as well as operationalizing the PSEAH policy in all projects. The total budget of Afghanistan is roughly 3.7 million, including 75% of the volume directed towards activities. HI Afghanistan is looking for a new Operation Manager for 12 months. YOUR MISSION: Under the supervision of the Director" id="link" class="link">Country Director (CD), your responsibilities are:
  • Developing (Fundraising effort) and supporting the implementation of all projects (Emergency and development) part of the Programme operational strategy

  • Manages the Project’s manager teams to ensure the effectiveness and efficiency of projects implementation, and to build the PM’s capacity based upon the identified needs.

  • Ensuring**, in close link and with the expertise of the Technical Unit,** the quality of the projects and accountability towards beneficiaries.

  • Deploying all adequate tools that will allow project monitoring, financial controlling and compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy), and the respect of contractual obligations towards donors.

  • Contributing to monitor and analyze context developments in his/her geographical area, in order to identify operational risks and opportunities, and proposes actions to CD

  • Contributing to organizational transformation in line with Lean, Shared Services and ROOTS projects.

  • With a Master or equivalent degree in international relations, political sciences, or project cycle management or development studies, you have 5 years of experience in emergency/protracted emergencies / transition / development contexts

  • You have professional experience as Programme/Operations Coordinator, Field Coordinator or equivalent position

  • You have experience in at least 1 of the following HI intervention sector is an asset : physical and functional rehabilitation, MHPSS, VA, armed violence reduction, peacebuilding and conflict transformation is an asset, and in working in Islamic contexts/in Central Asia

  • You are fluent in English, French is an asset

CHARACTERISTICS OF THE POSITION: The position is based in Kabul. The climate in Kabul is continental with hot and dry summers, and cold winters with a high altitude of 1,800 meters. International s as well as afghan employees are allowed to travel to bases in all provinces and to some project’s location, upon ad-hoc assessment of the security situation, and follow-up on daily basis. Security is a major concern in Afghanistan with potential for kidnapping, regular terrorist attacks in the cities and severe conflicts in Eastern, Northern and Southern Areas and to a less extent Western areas apart from most provincial and district capitals. Thus, limited recreational and leisure activities are available. Freedom of movement is limited in all bases and international staff always travel in cars with accompanied national staff member all the time adhering to security protocols. Accommodation is in a secure guesthouse, close to the office, with other international staff. The guesthouse is spacious with independent rooms; however, acceptance of collective life is required. There is a cook (except during the weekends) and other staff who do the laundry and cleaning. It remains possible to visit some places (park, shopping places, restaurants, INGOs etc.) upon security assessment and green light from relevant staffs. Both women and men have to dress and behave as per local culture standards, which particularly includes wearing scarf in all public places for women. There is no specific measures or restrictions put in place by the government in regard to Covid-19 pandemic. However, safety measures (hand-washing, wearing masks) are implemented in HI offices. CONDITIONS:
  • 12 months international contract starting from 15thof January 2021 ideally

  • Salary from 2750€ gross/month regarding the experience of the candidate

  • Perdiem : 456.01€ net/month ; Hardship allowance : 500€ net/month
