Job Description

  The “Strengthening Capacity for Monitoring Environmental Emissions Under the Paris Agreement in Bangladesh” project is funded by Global Environmental Facility’s Capacity-building Initiative for Transparency (CBIT). CBIT aims to support developing countries to build institutional and technical capacity to meet enhanced transparency framework (ETF) requirements in the Paris Agreement. In the case of Bangladesh, there are critical data gaps (emissions factors, activity data) pertaining to AFLOU (Agriculture, forestry, other land use), waste, energy, and IPPU industrial processes and product use) sectors. Besides reliable and robust data, meta-data and quality control protocols, and better inter-ministerial Coordination are also needed to track progress against NDCs (Nationally Determined Contributions). Reporting Lines This is a SC 8 level position and will work under the overall managerial administrative leadership of the FAO Representative in Bangladesh, direct supervision of the Environment, Forest, and Climate Change Team Leader, and the technical backstopping of the Lead Technical Officer (LTO) at FAO Bangkok. Technical Focus The Forest Management and Assessment Expert will provide the technical assistance in the areas of Capacity Building, institutional strengthening, planning and implementation of forest-related projects. Tasks and responsibilities
  • Support government partners to collect and analyse baseline environmental data that can inform forestry related SDG’s;

  • Develop guidance documents for government partners on sustainable forest management for SDG’s;

  • Perform analyses and desk reviews for innovative sustainable forest management interventions that contribute to forest related SGD’s;

  • Provide technical and policy advice to FAO on activities related to forestry/environmental interventions at sub-national and national levels;

  • Ensure coordination and communication with Bangladesh government, especially Forest Department for implementing project activities and co-developing new projects;

  • Perform field visits for visiting forest dependent communities and understanding their needs in the face of climate change;

  • Develop project proposals in collaboration with government and other partners related to sustainable forest management;

  • Design elements of forest monitoring and assessment initiatives in collaboration with FAO regional experts;

  • Assist Forest Department in analysing forest carbon data for international reporting purposes;

  • Assist in enhancing/ improving web-based technical tools within forest information systems for forest monitoring purposes;

  • Prepare work plans, budgets, implementation guidelines for projects related to forest, environment, and climate change

  • Contribute to networking and collaboration with different international and national programmes, stakeholders and partners to identify needs and opportunities related to forestry and agricultural adaptation in the context of Food Security and overall Economic Development;

  • Support the establishing of  synergies between relevant land use mitigation actions, ecosystem-based approaches, forest management and restoration, draws lessons learnt and helps share information and knowledge among national entities;

  • Perform other tasks as required.

  • University Degree in Forestry or related field, at least 5 years of relevant experience in the field of forest resources management.

  • 5 years’ experience in forestry in the context of climate change and land restoration.

  • Appropriate English language skills, both spoken and written.

Technical/Functional Skills
  • Background in forest inventory design, forest monitoring and assessment and forest carbon reporting is highly desirable

  • Competency with using modern forest mensuration technologies and forest information systems;

  • Knowledge in databases and GIS an asset;

  • Ability to multi-task, work under pressure, and tight deadlines;

  • Ability to work independently, take initiative, and self-manage deadlines and deliverables;

Excellent computer skills (MS Word, Excel, Power point, Internet);
  • A good understanding on GOB policies on forest conservation, climate change and land restoration.

  • Demonstrated experience in capacity building and project implementation.

  • Strong writing and communication skills

  • Familiarity of working with the UN or development sector actors.
