Introduction Since 2014 the ILO has supported Myanmar’s small and medium enterprise (SME) sector through entrepreneurship development and Business Management trainings. Project interventions have primarily focused on enhancing national implementation partners’ capacity to deliver SME trainings, based on the ILO’s Start and Improve Your Business (SIYB) and Sustaining Competitive and Responsible Enterprises (SCORE) programmes. With funding from the Norwegian Agency for Development Cooperation (NORAD) and the Swiss State Secretariat for Economic Affairs (SECO), these Capacity Building interventions have established a pool of 800+ certified trainers which in turn have served 41,000 + entrepreneurs, in businesses ranging from agri-fisheries and food production to tourism and hospitality services. The current SCORE project (2017-21) aims for these training and capacity building interventions to contribute to SME development outcome for improved: 1) productivity, 2) working conditions, and 3) decent work. It seeks to achieve this project target through immediate outcomes consisting of: • SIYB training available to SMEs, policy support to SMEs improved, and capacity of BDS platform developed. • SCORE training embedded in national programmes of implementation partners, and national policies influenced. • Lead buyers develop and collaborate with suppliers through SCORE training. • Complementary sector interventions have addressed systemic constraints in target value chains. The National Project Officer (NPO) will contribute to overall SCORE project in achieving target outputs and outcomes by supporting communications planning and implementation. He/she will work closely with the project team, the ILO country staff, and national implementing partners. Reporting lines The NPO will report to the Project Manager under the overall supervision of the ILO Liaison Officer in Myanmar and contribute to project team efforts by working in Coordination with other staff and partners involved in achieving communications-related functions and results. Description of Duties Main duties and responsibilities i. Lead implementation of the SCORE project work plan for communications sub-component. ii. Coordinate team planning and execution of communication strategies, products and events to support project engagement with key stakeholders and audiences. iii. Prepare and produce multi-media communication materials including copy-writing and editing, visual/graphics Design, and proofreading and quality assurance. iv. Assist senior staff and/or consultants in overall project management, team coordination across project components, and liaison with external service providers. v. Facilitate internal communications among colleagues in ILO project and country teams. vi. Contribute to project documentation, report preparation and knowledge sharing. vii. Perform other duties as may be assigned by the supervisor. Required qualifications Education University degree in communications, information management, development studies and social sciences; or other related fields. Experience i. At least two years of professional experience at the national level in communications-related functions for development-oriented organizations and programmes, mass media and Public Advocacy entities, and/or private-sector business firms and associations. ii. Exposure to an international working environment and familiarity with policies and procedures of international organizations, preferably the UN. iii. Experience in providing communications support to projects/activities with multiple implementing partners, stakeholders and funders. Languages Excellent command of English and Myanmar. Competencies i. Ability to write and edit for formal, professional and/or business purposes. ii. Skills in conceptualizing and designing communication materials, including Data Visualization and infographics. iii. Proficiency in the use of MS Office software’s, Computer Applications for media production, and online tools and platforms. iv. Good knowledge of the role and operations of UN system activities for development particularly in relation to SME support, market development and private-sector partnership. v. Ability to work independently with minimum supervision, as well as to demonstrate effective teamwork and interpersonal interactions. vi. Public presentation and team facilitation skills. vii.
