Job Description

SALARY: PHP 1,440,942 per annum net of taxes Context: Under the overall supervision of the Chief, Human Resources Operations and direct supervision of the Head, Personnel Administration Unit, the successful candidate will act as the Deputy to the Head in managing Personnel Administration Unit. In particular, he/she is responsible and accountable in supervising the Senior Personnel Administrators. The Personnel Administration Supervisor will act as the Team Leader to Personnel Administrators and Senior Personnel Administrators in their performance of a variety of relatively complex duties related to Human Resource, identify gaps and propose solutions, review and streamline HR processes and propose possible enhancements. Core Functions / Responsibilities:
  • Deputize the Unit in managing and monitor the work of the Personnel Administration staff, HR administrative transactions, effective maintenance and administration of PRISM HR, staff records maintenance and preparation of unit reports.

  • Set-up and implement effective administrative procedures and internal controls reflecting the team’s needs; review audit recommendations on Human Resources matters and coordinate and implement them.

  • Participate in evaluation of Senior Personnel Administrators’ performance and monitor and review objectives.

  • Oversee administration of Human Resources modules in PRISM and HR records.

  • Monitor and facilitate timely implementation of the Staff Evaluation System (SES); encourage and guide Senior PAs for completion of the process within established deadlines.

  • Assess and promote staff training and development needs within the PA Team while suggesting improvements in collaboration with Head of PA Unit and Staff Development and Learning (SDL) Unit, including establishment of staff development and training priorities and plans.

  • Provide verbal and written guidance to all team members on recruitment, entitlements, leave administration and other Human Resources matters. As well as to support the PA Team by providing guidance and advice in resolving complex HR issues in Coordination with the Unit Head.

  • Oversee the preparation of reports pertaining to Human Resources administration; draft sections of special reports and participate in Human Resources projects as requested.

  • Reinforce the Standard of Conduct and respectful working environment. Promote commitment to maintaining mutual respect, safety and tolerance in the workplace.

  • Provide advice on the interpretation and application of policies, regulations and rules.

  • Coordinate extensively with Regional Offices and Human Resources Management Division (HRM) on a range of different Human Resources issues.

  • Recommend continuous development and enhancement of HR operations and administrative services to comply with the Unit’s Service Level Agreements (SLAs).

  • Review and monitor regularly and provide recommendation to Unit Head revision of Unit’s Standard Operating Procedures (SOPs).

  • Perform other related duties as may be assigned.

Required Qualifications and Experience  Education
  • Master’s degree in Human Resources, Business Administration or a related field from an accredited institution with two years relevant work experience; or

  • University degree in the above fields with four years of relevant professional experience in large international organizations.

  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;

  • Attention to detail, ability to organize paperwork in a methodical way;

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
