IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Organizational Context And Scope: The Asia Regional Migration Programme is a regional programme which aims to strengthen the capacities and resources of governments in Asia to manage complex migration flows in the region and to support migrants in vulnerable and crisis situations, through enhanced structures, policies, processes, safe and legal migration pathways, and effective partnerships at the national, subregional, and regional levels. In Thailand, IOM implements this programme in close cooperation and partnership with the Ministry of Social Development and Human Security (MSDHS). In 2018, IOM supported MSDHS to conduct a baseline assessment on referral practices for victims of trafficking and vulnerable migrants, with findings presented to government representatives from relevant agencies in early 2019. Building on the results of this baseline assessment, and in line with commitments made in the framework of the Coordinated Mekong Ministerial Initiative against Trafficking (COMMIT) Process, the Division of Anti-Trafficking in Persons (DATIP) is now looking to establish a National Referral Mechanism (NRM) for domestic and international victims of trafficking in Thailand, with the Technical Support of IOM. Under the overall supervision of the Programme Coordinator of the Migrant Assistance and Counter-Trafficking Unit of IOM Thailand and the direct supervision of the Senior Programme Assistant, the consultant selected for this position will be responsible for supporting an International NRM Consultant in developing a National Referral Mechanism Strategic Document for Thailand, outlining the structure, stakeholders and procedures of the NRM, as agreed by Thai government officials through a series of consultation and validation meetings. The National NRM Consultant will be expected to follow the technical guidance of the International NRM Consultant, who they will work closely and collaboratively with, in order to deliver a product in line with both international protection standards and the Thai context.

  2. Tasks to be performed under this contract: The Consultant will undertake the following responsibilities:

• Review any background literature and documentation as requested by the International NRM Consultant; • In consultation with DATIP, support the identification of government and non-governmental stakeholders to contribute to the development of the National Referral Mechanism Strategic Document and to be represented on the NRM Steering Committee; • Review and provide feedback to the Data Collection tools developed by the International NRM Consultant, ensuring applicability to the Thai context; • Coordinate and facilitate the logistical arrangements for the NRM Steering Committee’s inception meeting, taking minutes to document feedback on the data collection tools, work plan, and outline of key stakeholders; • Using the data collection tools designed by the International NRM Consultant, directly engage and coordinate with relevant Thai counterparts to collect data and verify information on current referral practices, the roles, mandate and capacities of each counterpart, relevant forms and documents used in screening and referral, timeframes in place for identification and referral processes, and budgets allocated to screening, referral and the delivery of protection services; • Review the draft NRM Strategic Document and Annexes developed by the International NRM Consultant and provide feedback and technical inputs in accordance with the Thai context; • Coordinate and facilitate the logistical arrangements for the NRM Steering Committee’s midpoint review meeting, taking minutes to document feedback on the draft NRM Strategic Document and Annexes; • Review the revised NRM Strategic Document and Annexes, and verify, in Coordination with DATIP, that relevant feedback has been implemented; • Coordinate and facilitate the logistical arrangements for the NRM Steering Committee’s validation meeting, taking minutes to document feedback on the revised NRM Strategic Document and Annexes; • Review the final NRM Strategic Document and Annexes, and verify, in coordination with DATIP, that final adjustments have been implemented; • Provide progress updates as required. Tangible and measurable output of the work assignment: At the end of the contractual period, the following outputs will be delivered: • Document outlining key stakeholders to be included in the NRM Steering Committee and NRM structure; • Completed surveys and data collection tools; • Detailed feedback on the draft NRM Strategic Document; • Detailed feedback on the revised NRM Strategic Document. Education and Experience: This position is only open to Thai nationals. The qualified candidate should possess: • University degree in International Affairs, Political Science, Law, Human Rights, Migration Studies or a related field; • At least three (3) years of progressively responsible work in the field of migrant protection and/or trafficking in persons; • Demonstrated experience in liaising with government agencies, international organizations and non-governmental organizations at central and local levels; • Knowledge of trafficking trends, government structures and protection mechanisms in Thailand; • Experience in organizing and coordinating technical working groups and/or facilitating meetings with government and non-government counterparts will be considered an advantage; • Excellent ability in writing and drafting of reports; • High level of computer literacy, including Microsoft Word, PowerPoint and Excel; • Excellent analytical, communication and negotiation skills; • Ability to work under tight timelines; • Ability to multi-task and work efficiently with minimal supervision; • Strong intrapersonal skills demonstrated by the ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; • Prior experience with IOM or a relevant UN agency will be considered an advantage; Languages: Fluency in Thai, as well as an excellent command of written and spoken English is required.
