Job Description

The United Nations Development Programme (UNDP) has been active and present in eastern Ukraine for the past decade, prior to the conflict, with a focus on Community Development, civil society development, and Environmental Protection. Work on addressing the specific conflict-related development challenges built on this earlier engagement, established partnerships, and started in 2015 through the United Nations Recovery and Peacebuilding Programme (UN RPP). UN RPP is a multi-donor funded framework programme formulated and led by the UNDP in collaboration with the Government of Ukraine and in cooperation with a number of partnering UN agencies (UN Women, FAO, UNFPA). UN RPP was designed to respond to, and mitigate, the causes and effects of the conflict in the east of Ukraine. It is an integral component of the UNDP Country Programme and is therefore fully aligned with the United Nations Partnership Framework (UNPF). In October 2018, four UN agencies (UNDP, UN Women, FAO and the UNFPA) have countersigned a new joint project document, funded by the EU. The overall objective of the project is to restore effective governance, support economic recovery and promote reconciliation in the crisis-affected communities of Donetsk, Luhansk and Zaporizhzhia oblasts in Ukraine, thereby enhancing the credibility and legitimacy of local governments in the government-controlled areas of the regions. It will contribute to peacebuilding and prevent further escalation of the conflict in Ukraine through effective and accountable decentralization, gender-responsive recovery planning and equal Access to Services, as well as enhanced economic recovery and development. Component 3 of UN RPP “Community Security and Social Cohesion” aims to reach some of its goals through small grants and mini-initiatives fund establishment. This includes implementation support of the projects strengthening community security and social cohesion through testing innovative legal aid, Access to Justice, Conflict Resolution and peacebuilding mechanisms at local level. One of the objectives of the Project is to improve the efficiency of justice at the local level and trust building to justice institutions. Effective communication with media and civil society is crucial in reaching this goal. Each local court has the appointed judge for sharing information with media (so-called judge-speaker). At the same time professional lawyers lack respective communication skills to be effective in information sharing. Moreover, training and enhancing communication skills are not a part of the national legal education program. For this reason, the UN RPP seeks a highly qualified professional who could deliver the training on the effective communication for judges of the local courts. Scope and Objective of the Assignment Under the supervision of UN RPP Community Security and Social Cohesion Specialist, the Consultant is expected to complete the present assignment, including the following:
  1. Preparation of the Concept Note and Agenda of the training on effective communication for judges-speakers;

  2. Delivering of two 2-days training on effective communication (20 participants per training, 40 participants in total);

  3. Preparation of the Report on completed assignments, including recommendations and lessons learned.

Due to the present quarantine measures and respective restrictions the delivery of training will be conducted after complete premovement of these measures by both government of Ukraine and World Health Organization. For this reason, it is expected that the Consultant will prepare the training materials and be ready to deliver the training services during 6-month period after lifting of the mentioned measures.
Duties and Responsibilities
Preparation of the Concept Note and Agenda of training on effective communication:
  • Goals and Objectives;

  • Skills and Knowledge to be obtained;

  • Methods to be used;

  • Duration of training;

  • Information about trainer;

  • Hand-out materials.

Pre-/post-training questionnaire should consist of at least ten questions. The Concept Note and Agenda, pre-/post-training questionnaire, hand-out materials should be approved by the UN RPP. The training should include the transfer of skills and knowledge on:
  • Personal (face to face) communication with representatives of media;

  • Personal (face to face) communication with representatives of the civil society;

  • Communication in social networks;

  • Preparation of the articles on the judiciary activity.

Delivering the training:
  • Number of training: 2 two-days training sessions (four days of training in total);

  • Number of participants – 40 (20 participants per 1 training);

  • Time frames for training delivery – during 6-month period after lifting of the quarantine measures and respective restrictions.

Preparation of the Training Report, which should include:
  • Pre-training questionnaire and its result;

  • Trainees’ feedback on training – lessons learned and recommendations;

  • Conclusions.

All materials, training delivery and communication under this assignment should be in Ukrainian. Deliverables
  • The contractor will provide following deliverables:

Preparation of the Concept Note and Agenda of training on effective communication by September 30th 3 days Training provision during 3-month period after lifting of the quarantine measures and respective restrictions. 4 days Training Report Within one week after the second training delivery 1 day Total 8 Proposed Payment Schedule UNDP will pay the negotiated amount in 2 tranches as per delivery of the outputs outlined above. Deliverable 1 50% of the total payment Deliverables 2-3 50% of the total payment Payments will be processed upon full completion and acceptance of contractual obligations where the UN RPP Rule of Law and Access Justice Specialist signs certification of acceptance. Monitoring and Reporting Requirements The Consultant shall work under the overall guidance and direct supervision of the UN RPP Community Security and Social Cohesion Specialist under the terms of deliverable submission through meetingscallsmails with operational communication with the Rule of Law and Access Justice Specialist. Electronic versions of reports and duly completed timesheets should be prepared and submitted for clearance and approval by the UN RPP Community Security and Social Cohesion Specialist under the terms of deliverable submission. The Consultant should clearly and concisely identify the work that has been carried out during this period, list major accomplishments, and difficulties/problems encountered during the process. The report should also indicate whether the result was achieved or whether there is a delay in the implementation of the planned activities. In the case of a delay, the reasons and advised solutions should be clearly stated.

Required Skills and Experience
  • Education: At least a Masters’ degree or equivalent in communications, journalism, public relations or another related field;

  • At least 5 years of relevant professional experience in communications, journalism, public relations or another related field;

  • At least 1 year of relevant professional experience in the field of communications, journalism, public relations with the judiciary or other state authority;

  • At least 3 years of teaching/training/coaching experience;

  • At least 2 years of teaching/training/coaching experience in the field of communications, journalism, public relations or another related field;

  • Languages proficiency: Professional fluency in Ukrainian, Intermediate level of English.

Documents to Be Included When Submitting the Proposals Applicants shall submit the following documents: Letter of interest/proposal, providing a brief methodology on how the work will be conducted and/or approached; Professional CV or P11, including information about experience in similar projects/assignments; Financial proposal (according to defined deliverables); At least two positive references from previous customers Financial Proposal Lump-sum contract The financial proposal shall specify a total lump-sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. To assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump-sum amount (including travel, per diems, and a number of anticipated working days). Travel costs UN RPP will not provide travel/accommodation, these expenses should be included in the proposal. This includes all travel to join duty station/repatriation travel. In general, UN RPP should not accept travel costs exceeding those of an economy class ticket. UN RPP, however, may help (if needed) with logistics on mentioned issues around Ukraine. Should the Individual Consultant wish to travel in a higher class, he/she should do so using their resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, before trip and will be reimbursed.
