Context of project implementation

UN Women is the United Nations agency mandated with gender equality and women’s empowerment. UN Women supports Member States set and implement global standards for achieving gender equality and coordinates gender within the UN.

UN Women’s Strategic Plan 2018 – 2021 focuses on: A comprehensive and dynamic set of global norms, policies, and standards on gender equality and the empowerment of women is strengthened and implemented; Women lead, participate in, and benefit equally from governance systems; Women have income security, decent work, and economic autonomy; All women and girls live a life free from all forms of violence; Women and girls contribute to and have greater influence in building sustainable peace and resilience, and benefit equally from the prevention of natural disasters and conflicts and Humanitarian Action.

UN Women’s HQ is New York. It has 6 regional offices, a presence in 76 countries, and 5 liaison offices.

In LAC, UNW has a presence in 15 countries and its regional office is located in Panama.

UN Women’s mandate is guided by its triple mandate (normative, coordination, and operations) through a ‘3x3x4 approach’: the triple mandate supported by three programs: GIR (gender inequality of risks), LEAP (leadership, empowerment, accountability and participation), and the WPHF (Women’s Peace and Humanitarian Fund) implemented under four principles: localization, coordination, evidence and targeted actions. UN Women is co-chair of IASC’s Gender Reference Group. We lead the Gender Policy and Gender Accountability Framework, and coordinate gender issues in the Humanitarian Country Teams. Our engagement in humanitarian action quadrupled from 2014 to 2017 from 8 to 36 countries. LEAP responds to the urgent needs of women, provides durable solutions and promotes resilience. UN Women has improved the lives of 120,000 women, girls and their families through creating empowerment hubs for them to access cash-for-work, services, protection and empowerment support. GIR addresses preparedness and disaster risk reduction related to natural disasters.

UN Women Haiti country program 2018-2021 declines global priorities through a programming strategy articulated around the following priorities:

Women’s economic empowerment with a focus on increased participation and leadership in the development of climate-resilient Agriculture, water, renewable energy and service markets and equal access to resources and services;

Strengthening women and girls participation in the design and delivery of gender-responsive risk reduction strategies in a view to strengthening resilience and recovery of communities;

Reduction of the violence faced by women in electoral contexts in a view to fostering women’s leadership and political participation;

realizing humanitarian actions during crisis to help women and girls:

Strengthening women and girls access to the justice system and quality, gender-sensitive legal services.

Throughout its interventions, UN Women ensure linkages are built between operational components and its normative and coordination mandates. Programming data and Analysis therefore also feed sectorial advocacy processes, institutional and legal reform processes in order to address the identified structural barriers to gender equality and women’s empowerment.

As the lead of the Gender Thematic Group and a member of the Donor table on gender, UN Women also contributes to ensuring gender equality and empowerment remains high on the development agenda both within the United Nations and beyond.

UN Women’s partnership strategies leverages the agency’s experience and knowledge of civil society, capacity to work with a wide-range of actors, across sectors and excellent knowledge on both national institutional process and multilateral cooperation mechanism. The strengthening of local capacity at the individual, community and institutional levels is a key aspect of UN women’s intervention strategy in Haiti.

Background

Agriculture is the sector that in the most active in Haiti, with 60% of households engaged in agricultural activity and approximately 75% of rural households engaged in a form of agriculture such as fishing or beekeeping (MARNDR, 2010).

Only a third of farms in Haiti are managed by women, even though they represent 44.2% of the agricultural workforce. Most of their Agricultural Production is for sale, which highlights not only the potential of agricultural production and processing in Haiti, but also the fact that the production of women is market oriented. Indeed, among the farmers whose production is mainly intended for self-consumption, that is to say subsistence agriculture, women represent only 27.7% and men 71.9%.

However, producers and small agro-entrepreneurs are often left behind and their contribution to the national economy is rarely recognized, valued and rewarded. The unequal distribution of services between urban and rural areas and the difficulties to access to public services, both physical and economic, tend to reinforce the weight the work of care represents for women living in rural areas. Women pay a higher price associated with their reproductive role, with repercussions in terms of economic opportunities, prejudices in the capacity to exercise decision-making functions, limitations on negotiation spaces, constraints on their reduced mobility, and limited access to resources, and sometimes health.

Besides working the land, women also play a key role in the processing and marketing of food products. Yet it is at these stages of the value chain that their potential is least realized.

Despite the existence of agricultural sectors in Haiti which are appreciated both on the national market and on the export market, women involved in agriculture and agricultural transformation often face several obstacles, particularly in terms of accessibility to land, information, credit, infrastructure, technology and markets.

This project aims to support female entrepreneurship in the castor, honey, cocoa, fishing and small processing (soap, peanut paste, ground corn) sectors by catalytic investments and capacity building of women producers on the South Coast and the Macaya Park buffer zone. Faced with the recurrence of natural hazards in Haiti, the project also explores initiatives aimed at strengthening the shock preparedness of women farmers and agro-entrepreneurs and their capacity to adapt to the effects of climate change.

Recognition of the diversity of Haitian agricultural systems, as evidenced by the practice of Creole gardens, an agroecosystem based on the combination of several cultures and the coexistence of agriculture of subsistence and farming income, will also be sought.

The project will be implemented in the South and Grand’Anse departments, the stigmata of category 4 Hurricane Matthew, which hit Haiti in October 2016, are still tangible. Many women organizations and individuals’ farmers are still trying to recover from the losses in terms of livestock, agricultural inputs, equipment and infrastructures.

The Ministry of Women’s Affairs and the Ministry of Agriculture at centralized and decentralized levels have been consulted in the design-stage of this intervention and provided recommendations in terms of priority needs, approaches and value chain. These recommendations are reflected in the proposed intervention.

The Ministry of Trade has participated in the presentation of the new developed Buy from Women platform and has expressed support and interest in future partnerships.

All relevant Ministries will be closely involved during the implementation of the project and will participate actively in : 1) the creation of advisory groups along with the CCFEH to promote local economic development and establish connections between women involved in targeted value chains; 2) preparation and rolling out of campaigns on climate smart agriculture and international celebrations on October 15th and March 8th; 3) organizations of agricultural fairs to promote women’s entrepreneurship; 4) regular monitoring visits (2 to 3 times a year) to assess and advice on the implementation of the project. Local authorities and representations of Ministries at department-level will also take part in these activities. UN Women will also ensure that local authorities are involved in the targeting process of production and transformation initiatives to be supported.

This intervention also provides an opportunity to build the capacity of the Ministry of Women’s Affairs and more particularly its department in charge of Women Economic Empowerment in cross-sectorial coordination and to strengthen coordination with the Ministry of Agriculture and exert its leadership in line with its transversal and sectorial mandate.

While women’s economic empowerment is a priority of the Ministry of Women’s Affairs, it still lacks credibility as well as substantive access to strategic interlocutors within relevant ministries.

Agriculture extension workers being mainly men is also a source of challenge to ensure that women have access to extension services. This intervention will provide an opportunity for the agriculture sector to collaborate and benefit from the technical guidance of the Ministry of Women’s Affairs through a constructive, non-adversarial collaboration, while the Ministry of Agriculture and its technical services will benefit from increased knowledge and skills on gender and women access to agricultural services.

This dynamic of institutional collaboration, enriched with data collected on women’s participation in agricultural value chains, will be key in the identification of gender-responsive policies in agriculture and the implementation of the Gender Equality Plan.

Given the fact that this intervention also aims at facilitating the marketing of products through the development of adequate strategies and packaging, the Ministry of Trade and Industry, the Chamber of Commerce and Industry and the CCFEH will have a key role in providing guidance in terms of quality standards and facilitating networking with the private sector. UN Women will also seek synergies and guidance with the Ministry of Trade and Industry for the establishment of delivery contracts between cooperatives and private companies and chain store through the Buy from Women Platform.

UN Women will also work with different Implementing Partners with expertise in the targeted value chains and areas to support adequately women farmer organizations and cooperatives. In addition to FED, UN Women will work with at least four Implementing Partners that will be respectively responsible for: 1) support to the production of castor oil and small storage and transformation initiatives; 2) apiculture and fishery; 3) cocoa and creation of “creole gardens” 4) financial inclusion. These implementing partners (IPs) will be selected through a competitive process according to UN Women’s procedures.

It is in this context that UN Women seeks, through these Terms of Reference, the technical services of a consultant for 45 days of work spread over three months to develop the baseline of the project.

2. Objectives of the consultancy

This study will establish the baseline for the key project indicators and set the target before the intervention to better monitor and evaluate the project implementation, also this study will give tools and elements to measure the magnitude of the change realized thanks to the implementation of the project during the final evaluation of the project. The consultant will be asked to present an overview of the relations between the targeted value and the other value chain of the area of intervention.

The baseline study will mainly focus on collecting and evaluating data on the targeted value chain such as maize, peanut, castor, honey and fishing in the areas of intervention of the project. It will cover the key institutions with which the project will collaborate directly or indirectly in the context of the implementation of the project, in particular: public bodies, cooperatives, local grassroots organizations, private sector institutions, as well as a sample of beneficiaries from the agriculture and fishing sectors in the target areas. The consultant will present a report of findings coming from the meetings with key partners such as producers, processors and consumers.

In addition, this consultancy will present a sufficient description of the current state and future potential of the selected sectors and will identify the bottlenecks and opportunities that can be addressed through the intervention of the project, thus allowing to increase production, income and employment. The project document including the logical framework and all other relevant internal documents will be shared with the consultant so he-she can proceed to the review of the project objectives, activities, and indicators, so the project coordination can have better elements to guide and realize the final evaluation of the project.

Duties and Responsibilities
  • Identification of the main production pockets, growth potential, market trends and the competitiveness of the target sectors (supply and demand), including its future prospects on the local, national and international market through the creation of the Buy From women platform.

  • Analysis of constraints and opportunities within the selected value chains especially in the context of the Covid-19 pandemic spread and its effects on the food security sector.

  • Analysis of the dynamics of processing and value creation, governance of the value chain, power relations structures and knowledge transfer.

  • Identification of underlying political, institutional and infrastructural problems that affect the competitiveness of the selected sectors, with reference to the role of the government and the private sector in the targeted regions. Also develop a matrix showing priority areas where the public sector can intervene and areas of private sector support.

  • Gender analysis and social inclusion at all stages of the Mapping of targeted sectors in order to know the relative proportions of women and men at all levels. This analysis will focus on differentiated opportunities, capacities and constraints faced by men and women to access and participate in these value chains (Access to Finance, entry to cooperatives, extension services, etc.) and control the benefits.

4. Expected results

The consultant will provide a full analysis report of the targeted sectors with disaggregated data, including but not limited to the following:

  • Detailed analysis of each selected sector with quantitative and qualitative description and possible multiplier effect such as impact on production, introduction of processing technology, income increasing and employment of the intervention of the project on the targeted value chain;

  • Mapping of the actors' value chain, stages of the process, monetary flows, governance and power structures, flow of information and knowledge from inputs, production, processing to consumption level;

  • Economic analysis, production and market costs and revenues, value added and profit margin along the chain, including income and employment;

  • Identification of production areas and main markets, growth potential, market trends (supply and demand), including cross-border trade (export and import) and competitiveness of the selected value chains which will help to stoke the buy from women platform;

  • The study will make a complete analysis of the targeted value chains pointed out the capacities, existing opportunities and/or potential markets for climate-smart and crisis-resilient agriculture, and other innovative green technologies that can contribute to improve the performance of each value chain.

  • Identification of constraints and opportunities at each stage of the value chains and presentation of capitalization on strengths (how to take maximum advantage of them);

  • List of potential agro-industries interested in collaborating with the project through contractual arrangements and their contact details and designing strategies to linking them to the Buy from women platform;

  • List of stakeholders consulted (based on informed consent) and list of references (studies and other works used) as appendices.

5. Deliverables

  • Definitive intervention schedule which specifies the missions in the field;

  • Preliminary report and final report of the baseline study and value chain analysis including comments (digital and hard copies);

  • Digital and/or paper copy of the data collected and analyzed, model, diagrams, including photographs and contact list of interviewees, participants in possible workshops and main merchants / buyers.

6. Methodology

The study includes a review of the literature (consultation and presentation of a summary of the existing documentation relating to the thematic area), qualitative methods, as well as quantitative research methods. Through this consultation, we are seeking to have elements that present the situation of each targeted value chain and give tools and elements based on analyzed data that will help to evaluate the change attributable to the implementation of the project.

The consultation will take into account the following (non-exhaustive list) to gather information at each level of the supply chains: questionnaire for interviews with key players, group discussions, participatory evaluation, observation, etc. Primary information and analysis of secondary data are also required. Technical tools and participatory methodologies will be considered for the collection and verification of available information.

The financial proposal will take into account all aspects of the consultation including the cost of maintenance, photocopies, travel to the field, protection materials and tools for the participants in the presence-based meetings, etc. Invitations and other logistical tasks can be carried out with the support of UN Women.

Technical Evaluation Criteria

The technical commission will assess, for each application, its aptitude and capacity to exercise consultation in a satisfactory manner. The assessment will be based on the assessment criteria set out below.

At the request of the rapporteur, with the agreement of the committee, candidates must provide in writing, within the allotted time, any additional information that may be deemed necessary. This information must not change the basic offer in any way.

Financial offer

The financial offer must indicate the overall cost of the consultation, with a detailed description of all the related costs including the logistics of training sessions, the mobilization of participants and forecast their travel costs.

1. - Analysis of financial offers

Only the selected proposals, having received a score greater than or equal to 70 points after analysis of the technical offers will be taken into account for the opening and analysis of the financial offers. Financial offers must not bear signs indicative of the consultant.

2.- Corrections of errors

When there is an inconsistency between the unit price and the total price obtained by multiplying the unit price by the quantity, the unit price quoted will prevail, unless the evaluation committee considers that it is a gross comma error in the unit price in which case the total price as presented will prevail and the unit price will be corrected.

Method of payment

Payment will be made by tranche negotiated on the basis of a duly justified work schedule. The release of the next tranche is linked to the provision of all required progress reports. Also, it should be noted that there will be no adjustment of costs or addition of days related to market fluctuations or an underestimation of the work and which would have occurred after the conclusion of the contract.

The technical proposal will include a detailed activity schedule based on but not least the following methodology:

  • Preparatory phase (literature review; internal documents consultation, analysis of government of policy frameworks; survey instrument development; etc.);

  • Field work (Meeting and interviews of key actors of the sector, observation, field survey);

  • Data analysis ;

  • Presentation of first Draft report;

  • Submission of final report.

2) Curriculum Vitae presenting a) similar work already carried out; b) professional references; c) copies of the consultant's certificates , tax certificate and academic skills and studies 3) A detailed financial offer indicating the costs necessary to carry out this mandate.

Submission

All submissions must be made in the system. However, technical and financial offers must be submitted on the same date by email to: info.haiti@unwomen.org

The two offers (technical and financial) must be sent in two separate files.

However, the financial offer will have to be coded and only the candidates whose offers pass the technical stage will be contacted so that they send the code to open their financial offers. In the event of non-compliance with these instructions, UN Women can, in no way, be held responsible if the proposal is opened prematurely.
