Job Description

  The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh. This project will have three components: 1. Institutionalizing Public Service Innovation and Improving Accountability 2. Catalyzing Digital Financial Services and Fintech Innovations 3. Incubating Private Sector-enabled Public Service Innovation Aspire to Innovate (a2i) is looking to recruit a National Consultant-Research, Monitoring and Evaluation (Data) who will be responsible to conduct Qualitative & Quantitative research for data, bring data innovation for decision making, develop knowledge management products and disseminate nationally and internationally. He/ She will also be responsible for supporting to fund raising, resource mobilization and maintaining international partnership for data. The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division and Cabinet Division. Objectives: The overall objective of the assignment will be the following: 1. Conduct various qualitative and quantitative research for data project 2. Support to bring Data Innovation for Data Driven Decision making 3. Develop high quality knowledge products and disseminate to the national and international audiences 4. Contribute to fund raising and resource mobilization activities of the project 5. Strong communication with UNDP for dealing with the donor requirement 6. Maintain International Partnership for the development of data 7. Support in various need based operational activities to ensure smooth functioning within the team
Duties and Responsibilities
The assignment will focus on the following areas and activities:Conduct various qualitative and quantitative research for data project
  • Conduct desktop research and analytical discussion for the conceptualization of the study areas

  • Develop the research framework for each study

  • Develop Data Collection plans and tools (questionnaire, checklist, etc.)

  • Keep close communication with internal teams and external partners such as BBS, GED, PMO, etc. for conducting different data research

  • Organize and facilitate the orientation program to guide that particular research team

  • Finalize the research report and disseminate with concerned people

Support to bring Data Innovation for Data Driven Decision making
  • Conduct needs assessment research within the govt. organization (all govt. agencies) for data innovation

  • Organize needs assessment events within the whole of society including Academia, Civil Society, NGO/INGO, Private Sector, etc. for the use of their data

  • Support to disseminate and institutionalize the event decisions for data innovation

  • Support to develop Data Analytics using Tableau, R, etc.

  • Support to bring data innovation through the use of Big Data, Artificial Intelligence (AI), etc.

Develop high quality knowledge products and disseminate to the national and international audiences
  • Write high quality reports based on the Analysis and maintain international standard

  • Document learning, risk, challenge and mitigation plan for the project initiatives

  • Write various need based data progress reports

  • Develop Process Documentation of various new initiatives of a2i.

  • Document case studies and PPT for internal and external people

  • Develop articles based on the research report and data set for national and international audience

  • Develop Innovation Briefs, Results Brief, promotional materials based on the initiatives taken by the projects

  • Collect the knowledge products and ensure the availability in various websites such as SDG Tracker, a2i website, etc.

  • Disseminate the knowledge products with govt. such as BBS, GED, PMO, other govt. agencies; Private Sectors; Civil Society; Academia; and other international organizations such as UNESCO, UNICEF, DFID, WHO, Vital Strategies, GATES Foundation, Google, etc. through ensuring availability in the relevant websites and notifying them through online platform.

  • Develop concept note and program outline for the data related events/workshop

  • Develop Talking Points/Speech for the events’ guest, speakers and moderators

  • Collect notes and prepare high quality report of the events

Contribute to fund raising and resource mobilization activities of the project
  • Gather information on a2i’s funding requirement with relevant data on priority Sub sectors

  • Compile and maintain a database of international and local donor organisations (international foundations, bilateral and multilateral agencies and private corporations) which fits into a2i’s requirements

  • Organize and attend meeting with the potential donors for understanding their requirement

  • Write concept notes/ proposals and develop draft plan and share the plan with respective units to finalise the plan

  • Maintain an overview of funding across the organisation and analyse fund sources to inform fundraising strategy and assess progress against targets

  • Undertake independent research in finding alternative resources for long-term sustainability of the organisation

  • Assist in continuous ideating and writing concept notes, project ideas, project proposals & ensure their timely submission

Strong communication with UNDP for dealing with the donor requirement
  • Work closely with the UNDP Knowledge management unit for developing various knowledge products according to the requirement

  • Take their feedback and finalize accordingly

  • Communicate and work with communication unit for various promotional activities, publication, events documentation, etc.

  • Keep close communication with Monitoring and Evaluation unit.

  • Develop, update and implement comprehensive Monitoring, Evaluation and Results Management Framework for the project in line with UNDP guidelines on planning, monitoring and evaluation

  • Provide support in developing donor report.

Maintain International Partnership for the development of data
  • Deal with international partners such as Peru, Thailand, etc.

  • Manage regular meeting for sharing the progress, challenge and way forward

  • Provide necessary documents to them and collect their products as well

  • Keep liaison for the development of data in the country context

  • Exchange knowledge of various internal data initiatives for the betterment of data for decision.

Supervision and Performance Evaluation: The National Consultant- Research, Monitoring and Evaluation (Data) will be working with the Results Management Officer of Aspire to Innovate (a2i) Programme. Head of Results Management and Data will be responsible for reviewing the performance and approve the deliverables. Timeframe and deadlines: The assignment will be for 220 working days for over 11 months. Reporting authority: The National Consultant- Research, Monitoring and Evaluation (Data) will closely work with the Results Management Officer of Aspire to Innovate (a2i) Programme. Therefore, the activities of the incumbent will be regularly monitored by the Head of Results Management and Data of Aspire to Innovate (a2i) Programme.

Required Skills and Experience
Academic Qualifications: Minimum Master’s in Development Studies/Social Welfare/Social Work/Sociology/Anthropology/ Statistics/ Economics/Public Administration or any other relevant discipline of the Social Sciences. Years of experience: At least 04 years’ working experience in research, monitoring, evaluation and knowledge management related activities. Proven experience of working with Government/UN organizations/International development agencies. Demonstrating experience in conducting writing report, proposal, concept notes, briefs, etc. Well experienced of organizing national and international events and workshops. Tentative Payment Schedule:
  • The incumbent will be paid on deliverable basis.

Financial Proposal Total lump sum: The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days). 220 days after signing the contract 10% Travel All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel to a higher class, he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs, including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. Evaluation of the Candidates: Individual consultants will be evaluated based on the following methodology: Cumulative analysis: The candidates will be evaluated through Cumulative Analysis method. The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for Financial Evaluation. Technical Evaluation Criteria (Total 70 marks)
  • Educational qualification (20 marks)

  • Work experience in development sector (25 marks)

  • Experience in conducting Qualitative and quantitative research study, Sample designing & Statistical Analysis (25 marks)

  • Experience in organize events, workshop, training, Capacity Development events (30 marks)
