Job Description

The conduct of a post clearance socio-economic Impact Assessment in previously cleared areas will provide valuable indicators of the success of post land release developments and may serve as an effective tool in humanitarian demining tasks prioritizing for state decision-making bodies and a good reference tool for the whole mine-action community in the country. This is a long-term perspective activity which will stress an important concern of what happens to the land post-clearance and provide a view for state interlocutors how to align mine action with broader development priorities and to monitor its impact in terms of livelihoods, peace-building and broader development investments. The study will show if the mine action has a critical role to play in progressing sustainable development in a variety of fields that are so vital to and connect the clearance to local Development Projects. Objective The OSCE POiD Countering Security Threats and Regional Cooperation Unit therefore aims to conduct socio-economic impact assessment through the hiring of qualified consultant who will collect baseline socio-economic data and post clearance impact data to assess the long-term impact of mine clearance and humanitarian operations in five districts of the regions. The results will be consolidated and presented to TNMAC (Tajikistan National Mine Action Centre) who in turn will conduct discussions with local administrations (hukumats), business resource centres etc. Tasks and Responsibilities       The consultant should:
  • Conduct a socio-economic impact study and provide a thorough Analysis report (assessment report) of the findings reflecting past, current and projected socio-economic impacts that is the result of the demining activities and peoples access to cleared lands;

  • Meet with stakeholders in the field to collect primary data and operational/Coordination stakeholders to collect primary and secondary data;

  • Analyse primary and secondary data in terms of Social impact, Economical impact and Cultural impact;

  • Identify and report on examples of socio-economic success cases and if identified, the lack of success from lands cleared from mines in the form of photo stories;

  • Provide an assessment of the impact from OSCE’s contribution to mine action in Tajikistan and elaborate on how clearing mines contributed to the Economic Growth in areas previously contaminated by mines in the form of report. Provide the Office with a qualitative understanding of other perceived social impacts and economic impacts of the change;

  • Provide recommendations for further engagements in mine action in Tajikistan.

Deliverables By 28 December 2020, the National Consultant should provide the OSCE POiD with the following deliverables: - Soft copy in pdf and word/excel of the Final Assessment Report with main findings and recommendations; - Soft copy in ppt of the Power Point presentations of the Final Assessment Report; - Soft copy of photo stories showing success cases. Duration of Special Service Agreement (SSA): From 15 October to 14 December 2020 (2 months). Necessary Qualifications       
  • Advanced university degree in economic or social sciences, public policy, evaluation, management or other related field(s); preferably a PhD level;

  • A minimum of 10 years of relevant professional experience;

  • Good report-writing skills and the ability to convey complex information in a clear and concise manner;

  • Demonstrated good research and analytical skills including ability to establish rapport;

  • Fully proficient computer skills and ability to use relevant software and other applications involved in work, including, but not limited to: MS Office and internet skills;

  • Professional fluency in Russian and English languages is mandatory.

Remuneration Package        The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates.
