How can you make a difference? Monitoring will remain at the center of LACRO’s ability to support programmatic excellence and accelerate achievement of results for children across all priority areas. The office will do this through four main areas of focus: (1) Working with UNICEF regional office and country offices to ensure the use of best practices when collecting data and doing Analysis on the situation of children, (2) Promoting the measurement and use of children data as an important topic to be pursued in the region, (3) Providing direct support to monitoring efforts in humanitarian contexts and (4) Providing direct support to countries’ monitoring efforts. Under the general guidance of the Regional Chief of Programme and Planning, the Monitoring Specialist may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results. 1. Research Planning: LAC Country Offices and national partners have well-prioritised and realistic plans for research, developed collaboratively that provides all the relevant and strategic insights needed to manage the Country Programmes. 2. Monitoring Planning: LAC Country Offices and national partners have a well – prioritized and realistic monitoring plan, developed collaboratively, that provides all the relevant and strategic information needed to manage the country programmes. 3. Situation Analysis and Monitoring: LAC Country Offices and national partners have timely and accurate measurements and analysis of change in conditions of children, women, and their families. This information is available to inform the Design and monitoring of public policies and programmes for children. 4. Programme Performance Monitoring: The planning function of the Regional Office and LAC Country Offices have quality information collected and disseminated, including the progress of innovations, with the participation of all concerned partners to assess progress towards expected annual and multi-year results. 5. Monitoring, Research, and Analysis Capacity Building: The monitoring, analysis, and research capacities of Regional Office and Country Offices' staff is enhanced with the contribution of UNICEF knowledge partners meet the expectations and requirements of their positions and responsibilities. 6. Coordination and Networking: Ensure that the UNICEF office is effectively linked to wider UNICEF monitoring developments in a way that both contributes to and benefits from organizational learning on effective monitoring management. 7. To qualify as an advocate for every child you will have… • An Advanced university degree (Master) in demography, statistics, or in one of the social sciences with strong quantitative training. • At least 8 years of professional experience at the national and international levels in Data Analysis, Data Collection, measurement, methodological development and other areas of applied statistics, data interpretation and use in sectors of concern to UNICEF. • Expertise in the analysis of large-scale household survey data, data obtained from population censuses, from administrative records and other sources. • Experience in shaping and guiding research agenda topics of relevance to children and producing technical reports and/or peer reviewed journal articles. • Experience in designing and strengthening of results-oriented Monitoring Systems. • Managing international teams will be an asset. • Management experience working with universities and other, non-traditional knowledge centres will be an asset. • At least one instance of exposure to Emergency monitoring will be desirable. • To be fluency in English and Spanish (oral and written).
