Job Description

UNDP works in more than 170 countries and territories, helping to achieve the eradication of poverty and the reduction of inequalities and exclusion. UNDP has worked in India since 1951 in all areas of human development, from democratic governance to inclusive growth, to sustainable energy and climate and disaster resilience. The Inclusive Growth portfolio is anchored in the national priority of ‘accelerated growth with inclusion and equity, employment generation, and skill India’, aligned to outcome 1 of the UNDP strategic plan. While the focus of outcome 2 is on decent work and economic growth (SDG 8) and reducing inequalities (SDG 10), the UNDP Comparative Advantage in the sector as a facilitator and knowledge leader will be leveraged to strengthen institutional linkages between enterprise and skills-training providers and to identify synergies between national programmes and missions to assist marginalized groups’32 access to sustainable skills, jobs, livelihoods and productive assets. Solid gains can be expected in SDGs 1, 5 and 10, as well as the environmental SDGs 6, 7, 11, 15 and 17. The focus of the portfolio has been primarily women and youth from the marginalized communities across the country. It takes into consideration that women face significant social and economic barriers in participating in India’s workforce. Under the portfolio, there are a number of projects being implemented, and one of the most significant being the project “Creating Employment and Entrepreneurship Opportunities for Women in India” (Disha) which is a multi-year partnership project between United Nations Development Programme (UNDP) and India Development Foundation (IDF), supported by IKEA Foundation. Apart from this, the partnership with the State Government departments, with private sector entities like the L&T Hero, and others, and with bi-lateral agencies like GIZ have lead to successful projects being conceptualized and implemented in the area of career guidance and counselling, apprenticeships promotion (with industry clusters), micro-enterprise development, strengthening of the farm/non-farm and artisanal values chains, and developing second generations managers. UNDP intends to engage a Monitoring Evaluation and Learning (MEL) Officer to support the overall framework of the Inclusive Growth programme’s, including the design of Data Collection and Analysis tools, analysis and reporting, documenting learnings from the various projects implemented (like SAP, PROSPER, JEEVIKA, and others) under the programme and support alignment of M&E activities with program and Country program goals. S/he will also be an integral part of the Inclusive Growth team and contribute towards achievement of project results. While the MEL Officer will work under the overall guidance of the Team Lead, Inclusive Growth, s/he will work directly and in Coordination with Project Analyst, State project heads and the Senior Communication Office to ensure implementation is monitored, results are documented, reported and learnings disseminated appropriately. The position is based in New Delhi with travel across India. Duties and Responsibilities The specific roles and responsibilities of the MEL Officer are: Monitoring:
  • Develop and implement the programme and project’s M&E plans from results based management perspective along with indicators, targets, means of verification and monitoring steps at output and activity level in multi-year work plans and annual work plans, develop plans and monitor the project’s risks and issues matrices in line with UNDP guidelines

  • Ensure that the Inclusive Growth team has quality information to assess progress towards expected results established in the annual and multi-year work plans.

  • Coordinate with the Inclusive Growth team, partners and field staff for data collection, analysis and evidence gathering to feed into to programme and project performance monitoring;

  • Actively monitor programme and projects through field visits, remote monitoring tools to assess progress, identify bottlenecks and potential problems, and take timely action to resolve issues and/or refer to relevant colleagues in the Inclusive Growth team for timely resolution

  • Participate in monitoring and evaluation exercises, programme & project reviews and annual reviews, both internal and external, to assess progress and to determine required interventions to achieve the results

  • Support M&E system establishment, data management plans and maintain the programme database (MIS).

Evaluation:
  • Develop the Terms of Reference and evaluation design of high quality in line with UNDP’s programme and project evaluation policies and guidelines

  • Make available quality documentation, information , reports, evidences to the evaluators

  • Monitor and ensure quality of the field work and data management during the implementation phase, and the quality of the analysis and ease of understanding during the report writing phase.

  • Monitor and ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and followed up for implementation.

  • Disseminate evaluation findings and recommendations to the stakeholders.

Learnings, Reporting and Documentation
  • Prepare project progress reports, such as quarterly reports, annual report, project results pathway, donor-specific reports, inputs to corporate reporting capturing in a comprehensive analytical manner project progress against the project Results Framework; including the documentation of success stories, achievements, lessons learned, risks and issues; corporate reporting requirement

  • Ensure that the Team has quality information to assess progress towards expected results established in annual work plans.

  • Identify and document lessons learned, best practices, and use knowledge gained to fed into the ongoing as well as future programming and for developing/managing knowledge products (knowledge management).

  • Promote awareness and understanding of the shared responsibility of M&E function among team members including the field staff through communication, training, learning and development activities

Functional Competencies: Monitoring and Evaluation
  • Knowledge of methodologies, assessment tools, systems and apply practical experience in planning, monitoring, evaluating and reporting and ability to apply to practical situations

  • Familiarity with RBMS, LOG FRAME, RESULT CHAINS, etc.

  • Knowledge of analytical tools, market research and methods for undertaking substantive research on various policy related issues

  • Demonstrable experience in developing monitoring, evaluation and learning frameworks.

  • Proven capacity for analysis of complex, cross-sector programmes.

  • Practical development programme experience and understanding of field realities.

  • Ability to prepare quality reports and excellent communication skills.

Knowledge Management:
  • Ability to capture, develop, share and effectively use information and knowledge;

  • Ability to prepare briefs from the field for communication and reporting purposes;

Required Skills and Experience Education:
  • Bachelors Degree in in social science, management or related field is essential.

  • Masters degree in social science, management or related field is desirable.

  • Certification in Project Management will be an asset.

Experience:
  • Demonstrated experience working on livelihoods or related projects;

  • Minimum of 5 years of monitoring and evaluation, planning, and programming related work experience;

  • Proven experience in conducting M&E, analyzing data and preparing high quality reports and evidence-based notes;

  • Strong knowledge of monitoring and evaluation tools is required, in particular Results-based Management and impact evaluations;

  • Substantive knowledge of development issues, local governance, skill development, entrepreneurship is desirable;

  • Experience in the development and implementation of quantitative and qualitative methodologies would be considered an asset;

  • Experience in developing and facilitating participatory, competency -based trainings would be considered an asset.

  • Field experience in high value programme/project is desirable;

  • Experience is usage of office software packages and in handling web-based Management Systems.

  • Experience working with UN agency on similar role is desirable

Language Requirements: Excellent knowledge of written and spoken English and Hindi is essential Remuneration package is INR 98,492/- per month (taxable).
