Monitoring, Evaluation and Learning (MEL) Manager, Cuso International (Cuso) Location: Bogota, Colombia Reports to: Chief of Party (COP) Language requirements: Fluency in English and Spanish is required; if English is not a native language, ability must be documented, as per the request for applications Eligibility: Must be legally able to work in Colombia and minimum eight (8) years working in Colombia is required; relocation allowance is not provided Status: Full-time permanent position; *this position is contingent upon successful award of the program and the selection of final applicants is subject to USAID approval* Job Description: Cuso, created in 1961, is a development organization that works to reduce poverty and inequality through the efforts of highly skilled volunteers, collaborative partnerships and compassionate donors. Cuso works in developing countries in Africa, Asia and Latin America and the Caribbean and currently has programming in 12 countries, including Colombia, in the areas of Inclusive Sustainable Economic Growth (ISEG), Sexual Reproductive and Health Rights (SRHR) and Gender Equality and Social Inclusion (GESI). Cuso is seeking applications for a Monitoring, Evaluation and Learning (MEL) Manager for the anticipated five-year USAID Weaving Lives and Hopes (WLH) program in Colombia, the purpose of which is to “advance reconciliation among victims, ex-combats and other citizens” of the armed conflict. This program will provide support to community-based initiatives and Civil Society Organizations that represent conflict survivors and advocate for conflict survivor’s rights and access to critical services, particularly those related to mental health, social and community resilience and Conflict Resolution as well as economic empowerment and access to employment opportunities. The MEL Manager, working under the direction of the COP, will be responsible for designing and overseeing the implementation of the program’s MEL system in close Coordination with technical and programmatic staff. MEL Manager Main Duties: In coordination with the Cuso Colombia office and Cuso Headquarters (HQ) and under the supervision of the COP, the MEL Manager will be in charge of the following tasks: · Lead the Design and implementation of the program’s MEL and knowledge management framework and related information systems to track delivery against program targets, outcomes and impacts, including clearly defined objectives, indicators, learning mechanisms and the implementation of appropriate MEL procedures; · Develop, define and monitor program indicators and sources of data as well as contribute to annual work plans, quarterly and annual reports, and other program documents regarding MEL data; · Support the design and execution of the program’s Knowledge Management Plan; · Establish contract performance evaluation measures, collecting and analyzing performance information; · Prepare and ensure timely submission of program performance monitoring reports and learning products to USAID and Cuso HQ; · Develop and oversee research components related to program learning as needed; · Plan and manage evaluations and assisting the COP in using effective performance evaluation information for decision-making and resource allocation; · Travel within Colombia and/or internationally as needed; and · Other responsibilities as assigned by the COP. MEL Manager Required Qualifications: · Bachelor’s degree or higher in a relevant field. Master’s degree or higher preferred.
  • A minimum of eight (8) to 10 years of experience designing and implementing MEL systems for internationally funded programs related to public health, sexual and gender-based violence, productivity and Economic Development, social resilience and/or systems strengthening or similar subject matters as well as managing MEL activities for programs of similar size and scope ($20+ million), preferably in Colombia or the region;

· At least five (5) years of experience in USAID programs in the MEL and knowledge management area;
  • Prior experience leading, designing, managing, and/or commissioning performance and outcome evaluations and other types of research;

  • Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, as well as prior experience of analyzing qualitative and quantitative datasets;

  • Ability to work across various teams with excellent interpersonal skills, with demonstrated ability to build consensus and navigate complex operating environments;

· Strong oral and written communication skills; · Excellent interpersonal, writing and oral presentation skills in English, as well as in Spanish; and · Relevant Computer Software skills, including at a minimum MS Office and Excel.
