Job Description

The Office of South-South and Triangular Cooperation (OSS) was established to support the achievement of the 2030 Agenda for Sustainable Development.  The work of OSS focuses on a number of key areas as fostering an enabling environment for effective South-South and triangular cooperation (SSTC) in the Agriculture sector, promoting the uptake of sustainable Agricultural Practices, technologies, and innovations to address challenges in agriculture and rural development facing developing countries, establishing a hub for knowledge generation and documentation, promoting partnerships and collaborations with knowledge networks and platforms, and facilitating the exchange of development solutions in support of the implementation of Sustainable Development Goals (SDGs).

Reporting Lines

Under the overall guidance from the OSS Director, the consultant will technically report to the OSS Programme Officer.

Technical Focus

The incumbent will be responsible for compiling an M&E package comprehensive of indicators catalogue, sample results frameworks, examples of Data Collection tools, based on the OSS portfolio of closed/ongoing projects and in line with the OSS strategy.

Tasks and responsibilities

In collaboration with the relevant OSS staff in HQ and the Dos the incumbent will:

  • Conduct a document desk review (here including project documents, evaluation reports, progress reports, scale-up notes, etc.) of past/ongoing FAO SSTC projects and of some selected projects implemented by Rome-based agencies

  • Assess the quality of the M&E information/data available from past/ongoing FAO SSTC projects

  • Develop an overall FAO SSTC  Theory of Change, in line with the OSS Strategy

  • Develop a catalogue of FAO SSTC results frameworks. performance indicators and data collection tools

  • Prepare a scoping analytical report summarizing gaps, opportunities and direction for future OSS M&E efforts

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING   Minimum Requirements   
  • Advanced University degree in development studies, social sciences, International Relations

  • Have at least five (5) years of relevant experience in Monitoring and Evaluation

  • Working knowledge (Level C) of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants. Working knowledge of English for PSA.SBS.

  • Computer skills in Office Applications Including Excel, Word, Outlook, Power Point necessary
