1. Introduction aboutthe UN–Habitat

The United Nations Human Settlements Programme, UN–Habitat, is the United Nations agency for human settlements development. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and the Resolution 56/206 and the New Urban Agenda 2016. It contributes to the overall objective of the United Nations to reduce poverty and promote sustainable development within the context and the challenges of a rapidly urbanising world.

By working at all levels and with all relevant stakeholders and partners, UN–Habitat contributes to linking policy development and capacity–building activities with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies in national policies and programmes in human settlements which conform with international practices and covenants.

UN–Habitat is headquartered in Nairobi, Kenya,? with regional offices for Asia and The Pacific (ROAP) in Fukuoka, Japan, for Latin America and the Caribbean in Rio de Janeiro, Brazil (ROLAC), and regional office for Africa and the Arab States in Nairobi, Kenya (ROAAS). The regional office for Eastern Europe and Transition Countries is also based in Nairobi, Kenya.

In the Philippines Country Office (CO), key programs and projects include national urban policy support, Capacity Development to manage urban development and settlements, Climate Change, post-disaster shelter recovery, urban planning, urban poverty reduction and slum upgrading. Support to climate change programs and projects started as early as early as 2008 under the MDGF Project of the UN. Since then, the climate change program has evolved and grown into a strategic and regular technical assistance component of the Philippines Country Office.

2. Project Background?

The Asia Pacific region is home to more than half of the global population and by 2018, half of the population in the region will be living in urban areas, estimates the UN. Statistics show that currently two billion of the region’s total population live in cities and towns, and one billion more will likely be added by 2040. Notably, cities in Asia and the Pacific are now already generating 80per cent of gross domestic product in most countries.?

In the face of this urban growth and development trends, cities in the region are faced with risks and vulnerabilities due to climate change. As the 2015 State of the Asian and Pacific Cities Report notes, “coastal cities in the region are extremely vulnerable to the impact of climate change - in particular sea-level rise and stronger storms and storm surges - putting fast-growing and globally-connected cities in harm’s way. Inland cities and land-locked developing countries across parts of Central and South Asia are facing increased heat and drought periods. This will undoubtedly increase energy costs related to cooling and the costs of water distribution”. Within the urban context, the poor, elderly, women, youth are particularly vulnerable to climate change.

As countries and cities in the region are increasingly investing in measures towards improving their resilience, models to fully maximize the adaptation benefits of sustainable urban plans and designs must be developed to ensure that the region remains competitive and productive in a rapidly urbanizing world. Government institutions across Asia and the Pacific require strengthened adaptive capacities, especially on knowledge and policies, to aid in managing urban growth as pressures and opportunities due to climate change are experienced across levels of governance. These issues are reflected in the Philippines.

The Philippines has been identified as one of the countries which is extremely vulnerable to climate change, thus making climate change a serious development concern in the country.? Cities are especially vulnerable with as much as 70% located along the coasts. These urban settlements are exposed to worsening hydro-meteorological hazards that are attributed to climate change like sea level rise, stronger typhoons and storm surges. The regular flooding in cities is undermining infrastructure, hampering economic activity and impeding the delivery of services. This increases the vulnerability of the urban poor as well as new migrants who tend to live in informal settlements located in environmentally fragile and dangerous areas and who are without resources to bounce back when disaster strikes.?


The project aims to support the Philippine government by providing technical assistance in improving policies, regulations, and capacities to adapt to climate change through the promotion of climate-responsive sustainable urban development plans and designs. In support of the National Climate Change Action Plan and the NFSCC, it will enhance national and subnational government representatives’ institutional capacities on climate adaptation in urban areas considering sustainable urbanization principles and practices as well as the growth prospects of urban areas in the country. The project will supplement existing urban planning guidelines and develop knowledge through policy inputs, capacity development interventions, and project finance linking. Demonstration of innovative urban planning and Design approaches in five cities with different ecosystems will showcase contextualized processes and schemes on building urban resilience considering balanced economic and ecological sustainability in the face of rapid urbanization.

This Terms of Reference (TOR) encapsulates the scope, tasks and responsibilities of the Module Development Expert to augment the capacities of the project team on the formulation of appropriate training modules (on climate change and urban planning and design) tailored fit to the Department of Human Settlements and Urban Development (DHSUD) and Department of the Interior and Local Government (DILG). The consultant’s services will contribute directly to Project Output IV: A set of guide and modules on urban adaption planning and design supplemental to the Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP) of HLURB and DILG, respectively.

Duties and Responsibilities

Scope of Work

Consultant Tasks and Roles

The Consultant will have responsibility for a thematic area in the capacity development program for DHSUD and DILG by providing technical inputs in the development/enhancement of training modules. The modules that will be developed will serve as a training of trainers for national and regional offices that are tasked to build LGU capacity on physical and local development planning. The expected tasks and roles are as follow:

  1. Attend meetings, related trainings and capacity development activities of the project;

  2. Work closely with the UN-Habitat team, especially with the training and capacity Development Officer, and DHSUD and DILG on the development/enhancement of module (outline, content, and delivery);

  3. Review of existing modules/training materials such as, but not limited to CLUP Guidebooks, CDP plus, Rationalized planning System, and other local planning resources and documents of DHSUD and DILG.

  4. Develop a training module (in English) in close collaboration with the training and capacity development officer on Climate Resilient Urban Plans and Design course customized for DHSUD and DILG;

  5. Develop a delivery and evaluation strategy;

  6. Assist UN-Habitat Team in organizing the conduct of module pre-testing and ToT session based on the overall project work plan;

  7. Provide course materials such as slide presentations, required and suggested reading, and case studies;

  8. Together with the UN-Habitat team and partner agencies, evaluate the module content; and

  9. Give recommendations as needed, particularly on the development of the Detailed Facilitators’ Guide to be used for LGU Capacity Building.

Institutional Arrangements:

The consultant directly reports to the National Project Coordinator and any authorized staff of UN-Habitat Philippines.


The duration of the assignment is Three (3) months.

Required Skills and Experience

Qualifications of the Successful Individual Contractor

The Consultant to be hired shall have the following minimum qualifications. Passing score is 70 out of 100 obtainable points.

Education of the Consultant/STE

Master’s degree in Development Communication, Education, Mass Communication, Environmental Management, Urban Planning or any other relevant discipline


Knowledge and experience in module/Curriculum Development and learning materials

At least 5 years work experience in developing training module/curriculum, drafting reports, and development of knowledge products and other related materials


Understanding of the assignment and outputs

Understanding of the project, assignment/tasks and expected outputs; Must at least four years of experience with city and municipal land use and development planning processes;


Training Experience

Must have at least six years of experience in leading and facilitating learning activities in the field of urban planning and design, and/or climate change and local planning


Language/English Proficiency

Good communication skills, interpersonal management and working with and in teams; Proficient in written and spoken English

Criteria for Selection of the Best Offer

The offer will be evaluated based on a Combined Scoring method where the qualifications will be weighted a maximum of 70% and combined with the price offer which will be weighted a maximum of 30%.
