Location: Erbil Iraq Starting date: ASAP Country:Syria Line Manager: Head of Programmes About the mission: PIN has been working in Northern Syria since 2012, providing emergency relief and early recovery support to conflict-affected communities. Programmes for conflict-affected communities in Syria focus mainly on Emergency Food Assistance, WASH, and Education, in addition to Early Recovery and Livelihoods activities. PIN’s contribution to the Syria humanitarian response is amongst the largest, with an annual turnover of over $30 million, engaging over 350 full- time staff members across Northern Syria and cross-border response hubs in neighboring countries. About the role: The M&E Coordinator will be responsible for creating and aligning Data Collection, Analysis and reporting mechanisms across various modalities, including: cash for work; food vouchers; ready-to-eat rations; cash grants; TVET; emergency / formal education; WASH; bakeries; shelter; and Agriculture. The M&E Coordinator will focus on creating and adapting systems that both provide feedback to program teams based on findings and recommendations. The M&E systems will also focus on increasing the capacity of the mission to evaluate beneficiary outcomes resulting from humanitarian assistance and early recovery modalities. Duties and Responsibilities: M&E strategic leadership
  • Coordinate with the M&E managers to ensure an appropriate monitoring and evaluation (M&E) system is in place on the overall CP level for all modalities and is functioning satisfactorily. Periodically review and revise the system so that it is adapted appropriately to changing operating contexts;

  • Coordinate with the M&E Managers, Area Directors, Accountability Coordinator and program teams to create data collection systems and processes in line with donor requirements and internal assessments, focusing specifically on the following:
    • Market Monitoring

    • Needs assessments

    • Baseline assessments

    • PDM assessments

    • Program evaluations

  • Align data collection tools and approaches across Northern Syria, where applicable;

  • In close collaboration with M&E managers create Monitoring and Evaluation (M&E) framework (comprehensive overall results based framework and indicator tracking table on the overall mission level);

  • Reviews regional level M&E products, including needs assessments, monitoring reports, outcome and impact level reporting and analysis produced by M&E managers. Compile, develop lessons learned and actionable recommendations for additional monitoring and programme improvements.

  • Leads on the design and rollout of mission-wide programmatic evaluations to assess the impact of PIN’s programming in Northern Syria, in line with internal and donor minimum standards.

  • Liaise with PMs to create M&E SOPs for data collection procedures, quality assurance and ethical guidelines throughout the mission (WoS);

  • Ensure field teams across Syria follow M&E SOPs, communicate to Field M&E Managers about SOPs, and raise any concerns;

  • Track the implementation in practice of M&E systems and tools in all programmes;

  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E. In charge of providing technical input on M&E to project proposals;

  • Consolidate findings from all Northern Syria for donor reporting and proposal development preparation;

  • Supporting the introduction and application of PIN’s Beneficiary Information Management System (Humansis), in cooperation with the Global Innovations Advisor;

  • Conduct high-level analysis of trends to guide beneficiary and modality targeting, including the design of efforts to address systemic findings;

  • Contribute to organizational learning through sharing targeted Data Analysis reports, best practice and lessons learned;

  • Create reporting systems to ensure findings from data collection provide pragmatic and action-based recommendations that are easily accessible to program teams, including through Power BI or other data visualization tools;

  • Ensure relevant and timely M&E information is provided in user-friendly formats to key stakeholders, including SMT (Senior Management Team) and CMT (Core Management Team);

  • Align Complaint Response Mechanism Protocols across Northwest and Northeast Syria in conjunction with the Accountability Coordinator, including oversight of implementation among the M&E Department, where applicable.

Resource Management:
  • Technical Support of M&E Managers in respective program hubs, with a focus on ‘top level’ concerns (e.g. tool feedback, indicator reporting for donors, internal M&E processes, etc.).

  • Provide day-to-day support and Capacity Building for M&E Managers, while assisting in the development of capacity building approaches at lower levels of the department with the M&E Managers.

  • Supports HoP and M&E managers to develop and implement plans to build the capacity of programme staff in understanding of the value of M&E, especially planning and implementing M&E activities in projects – LFA and indicators, M&E plans, Results-based Monitoring (RBM).

Suitable candidates for this position should possess:
  • Significant experience of undertaking a MEAL related role in an humanitarian context (at least 3 years)

  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations

  • Capacity for analysing and synthetizing comprehensive information & technical data

  • Experience of working in complex and volatile contexts (familiarity with the humanitarian context in Syria is an advantage);

  • Strong organizational, critical analysis and Problem Solving skills;

  • Excellent communication skills, including fluent spoken and written English, including exceptional report writing and editing skills.
