The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions. The Department of Management and Finance (DMF) is responsible for managing the material and financial resources of the Organization. The objective of DMF is to provide efficient and effective management of non-staff resources in support of OSCE programmatic activities. It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial Administrative Instructions. DMF consists of Budget and Finance Services, Mission Support Section, Information and Communication Technology Section and the Information Security and Co-ordination Unit. The post is located in the Facilities Management Unit with task to provide on-going daily support for functioning of the OSCE premises in Vienna, overall guidance to institutions and field operations on premises related issues. It includes providing technical assistance and advice of the design and implementation of various capital projects and related cost control in collaboration with program managers. Tasks and Responsibilities The Facilities Management Unit (FMU) is responsible for providing essential facility management services and ensuring the operation and maintenance of the OSCE Secretariat premises located at Wallnerstrasse 6-8, 1010 Vienna. The FMU provides preventive and corrective maintenance of all building and technical systems, and performs general services, such as mail and reception services, and provision of various supplies for the premises of the OSCE Secretariat. The Unit also supports planning and co-ordination of adaptation of premises to OSCE's needs and standards, provides support to Missions in premises-related issues, develops the regulatory framework for premises management and building standards for the OSCE. Under the overall supervision of the Chief, Facilities Management Unit and under the direct supervision of the Senior Building Maintenance Assistant, as Manual Worker, you will perform tasks that are related to the manual maintenance works in the Secretariat building, as well as the maintenance and relocation of furniture requiring the use of tools. More specifically, you will be responsible for the following:
  1. Performing manual tasks to support the maintenance and repair of mechanical and sanitary installations in the Wallnerstrasse 6-8 (WNS 6-8) premises, including heating, ventilation, air conditioning, water distribution systems and outdoor installations, including cleaning of façade surfaces and inner courtyards;

  2. Carrying out moving of furniture and equipment in connection with office relocations, re-decoration, cleaning, repair and refurbishment of offices;

  3. Moving, dismantling, assembling and installing furniture, partition walls and heavy equipment, transporting and storing them in appropriate storage areas;

  4. Inspecting furniture and equipment for damages and carrying out minor repair works using hand tools or initiating repairs by external vendors;

  5. Mounting hanging rails in offices, drilling holes in walls to hang-up notice boards, cupboards, pictures, signs, etc.;

  6. Maintaining storage areas in WNS 6-8;

  7. Repairing minor damages of walls, floors and ceilings;

  8. Supporting waste disposal;

  9. When required, monitoring stock levels of office supplies, stationary and other supplies, and initiating and assisting with re-ordering;

  10. Performing any other duties as required.

  • Completed secondary education;

  • Vocational training in painting, woodwork, electricity or plumbing would be an advantage;

  • Minimum of one year of practical experience in manual work in a building and facility management environment;

  • Working knowledge of English and German;

  • Physically fit and able to carry out demanding strenuous activities;

  • Ability to comply with safety regulations and deal with hazardous substances in a safe manner using protective clothing;

  • Ability to work well with external maintenance persons;

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

  • Computer literate with practical experience with Microsoft applications.

Remuneration Package Monthly remuneration, subject to social security deduction, is EUR 2,504 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
