Job Description

  The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Emergency Operations Department of the Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive Coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.

DESCRIPTION OF DUTIES

The incumbent is assigned all or part of the following duties which are performed according to the needs and agenda: 1. Participate actively in the emergency reform development process including, but not limited to, providing technical and operational guidance and recommendations with respect to Design, strategy, policies and training, coordinate and ensure efficient collaboration mechanisms between OSL units and Regional Country and offices as well as external partners. 2. Carry out effective and efficient supply chain activities for emergency responses by: a. Coordinating activities across HQ, Regional and Country offices; b. Support Requestor with needs definition and quantification while performing end-to-end follow-up of requisitions; c. Ensure clear registration encoding to ease procurement processes; e. Dispatch proper requisitions between stockpile and procurement functions; f. Proactively submit list of items to the procurement unit for sourcing and/or long term agreements with suppliers; g. Participate on the standardization of items, codes creation and catalogue management; in coordination with operational plan, prepare procurement plan with the procurement unit; monitor the quality and accuracy of supply chain related data in relevant business systems; and provide necessary advice to logistics team in HQ, Regional and Country offices. 3. Support the development and management of Key Performance Indicators to monitor supply operation's efficiency by assisting the development of appropriate indicators, Data Collection and Analysis. 4. Provide regular reporting on emergency response activity to HQ management, donors and other stakeholders as necessary. 5. Ensure monitoring and evaluation processes and procedures are updated and refined to address ever-changing events. 6. Perform other related responsibilities as assigned, including replacing and backstopping for others as required, and/or any necessary training development.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in supply chain management, Business Management, or procurement or related field. Desirable: Degree or training in Disaster Management.

Experience

Essential: At least five years' experience in the delivery of logistics support to emergency operations with focus on Field Operations or project management. Desirable: Experience in governmental or intergovernmental organizations, institutions or NGOs. Skills: - Demonstrated operational planning and organizational skills complemented by a thorough understanding of emergency response mechanisms with track record in providing field logistics and operational support for outbreak response in the context of public health. - Ability to multi-task, identify and solve problems while working and producing results under pressure. - Ability to communicate and present factual information in a clear and concise manner. - Excellent personal skills, tact, diplomacy and discretion. REMUNERATION: WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4471 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children. ADDITIONAL INFORMATION
