Job Description

  Within South Eastern Europe the impact of uncontrolled proliferation and possession of Small Arms and Light Weapons (SALW), ammunition and explosives continues to constitute a major threat to public safety, as well as social, and Economic Development. Poorly controlled and illegal SALW contribute to the continued proliferation of armed violence in the public and private domain as well as to criminal elements and instability, by acting as the enablers of violence and insecurity. The use of trained service dogs (K-9) as an additional technique for detection of SALW and explosives could be optimised throughout the region in order to serve as an effective support towards the activities of prevention and suppression. The OSCE Mission in Kosovo (Mission) / Police Development and Monitoring Section (PDMS) in co-ordination with Conflict Prevention Centre / Forum for Security Cooperation Support Section Support Section (OSCE FSC SS) developed the ExB project titled “Support to the strengthening of the Canine (K-9) capacity of the police services to detect and confiscate SALW, ammunition and explosives” aimed at supporting and improving the detection capability of Kosovo Police (KP).Unit that once combined with other investigative methods could significantly improve the investigative capabilities to tackle the proliferation and possession of SALW, ammunition and explosives throughout the region. The project is contributing to the implementation of the SALW Roadmap adopted after the EU-Western Balkans (WB) Summit, held in London on 10 July 2018, where the leaders from the WB and like-minded European partners pledged to strengthen their security co-operation with the WB counterparts. The SALW Roadmap is a guiding and consensual document developed and owned by the regional institutions, in an effort to achieve a sustainable solution to the illegal possession, misuse and trafficking of SALW/firearms, and its ammunition, in the WB. The project foresees various activities designed to enhance the existing K-9 capability of Kosovo Police and its direct contribution towards prevention, suppression and investigation of SALW, ammunition, and explosives misuse and trafficking in the WB. In order to ensure the objectives are met, a Comprehensive Needs Assessment will be conducted by an international and a local consultant. Objective The objective of this activity, which will be delivered by a local expert hired by the OSCE Mission in Coordination with an international expert, is to review the current situation in relation to legal, procedural, organizational, operational, and infrastructural capacities of the K-9 police unit. In particular the local consultant, in coordination with an international consultant, will assess the existing budget allocations of police for maintenance of their K-9 capability, and develop appropriate proposals/projections of budget requirements for further incremental development and sustainment of this capability Tasks and Responsibilities Under the supervision of the Project Team, the local expert shall:
  • Support the international consultant in drafting and finalizing the methodology for the assessment of the existing budget allocations of police for maintenance of their K-9 capability, and develop appropriate proposals/projections of budget requirements for further incremental development and sustainment of this capability

  • Perform in-depth desk review of necessary OSCE normative and project documentation as well as Kosovo Police normative and other relevant subject matter documents;

  • In coordination with the international expert, perform remote and face-to-face (via assessment visit) consultations with the relevant local stakeholders; on site visits will be organized in an efficient and dynamic manner limiting the number of travel days only to the absolute requirement, interlocutors involved, distances and other potential requirements. Each visit will be organized in a time span of maximum 5 days;

  • In coordination with the international expert, record initial baseline information, analyze gaps and provide recommendations for further enhancement of local K9 capabilities in the form of a feasibility needs assessment report for the assigned task;

  • In coordination with the international consultant, to perform the assessment of the existing budget allocations of police for maintenance of their K-9 capability, and develop appropriate proposals/projections of budget requirements for further incremental development and sustainment of this capability;

  • Together with the international consultant, produce a final report containing an overall Analysis of the assessment mentioned above;

  • Draft expected outputs / deliverables and submit those to the Activity and Project manager for approval;

  • Other duties that might arise in connection with the above.

Deliverables
  • By 22 December 2020 submit the draft of the assessment methodology as per the task mentioned above, satisfactorily incorporating the Project Team comments, if applicable, to the Activity Manager in electronic form;

  • From 11 to 20 January 2021 perform remote and face-to-face (via assessment visit) consultations with the relevant stakeholders;

  • By 29 January 2021 submit to the Project/Activity Manager his contribution to the final report which will be co-produced together with the international consultant, containing an overall analysis of the tasks assigned including the perspective of integrating gender considerations into the project.

Performance Indicators
  • Submission of the assessment methodology, work plan and the schedule of meetings incorporating the Project Team comments, if applicable, to the Activity Manager on time, in the agreed form and of satisfactory quality to the Activity Manager;

  • Conducted consultation with relevant stakeholders in coordination with the international consultant;

  • Submission of the contribution to the final report which will be co-produced together with the international consultant incorporating the Project Team comments, if applicable, to the Activity Manager on time, in the agreed form and of satisfactory quality to the Activity Manager;

Necessary Qualifications
  • University degree in Business Management, economics, statistics, information technology, business Administration, law studies, graduated from Police Academy or other similar qualification relevant to the topic;

  • Minimum 10 years of professional experience at Kosovo and/or international level in the field of budgeting, auditing, research, including Data Collection, qualitative analysis and report writing;

  • Experience in reviewing budget allocations, developing proposals/projections of budget requirements, research or Data Analysis;

  • Profound proven knowledge of local public administration and related laws, administrative instructions, etc.;

  • Excellent oral and written English language skills and the ability to draft documents clearly and concisely;

  • Strong ability to carry out work independently;

  • Flexibility and ability to work under pressure in a challenging environment and within limited time frames;

  • Professional competence with MS Office and Windows applications, including word processing and e-mail;

  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender;

  • Flexibility, adaptability and the ability to work under pressure and with limited time frames.

Remuneration Package Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
