Project Summary:

The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds in an efficient and cost-effective manner, with a focus on: (1) Performance and Contextual Monitoring and Verification Services; (2) Evaluation Services; (3) Analysis and Reporting Services; (4) Collaboration, Learning, and Adaptive Management Services; and, (5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:

The Knowledge Management/database manager will support the Mission's portal for performance information, including the eventual shift to the Development Information System (DIS). This assistance will include the creation and maintenance of databases and websites, and assistance to project stakeholders for reporting and aggregation of indicator data and for transition to utilizing new online software to report performance results.


  • Work with project staff and project stakeholders to ensure that ongoing M&E and strategic secondary data are compiled in a database and made available to the Mission and implementing partners as required (e.g. demographic, household-level, and national economic indicator data from sector-specific surveys)

  • Work with project staff and local contractors as required to program data collection tools for baseline, midline and endline surveys and any other periodic surveys required by the Mission

  • Design and carry out project staff and stakeholder training on AID tracker software and support Mission data entry requirements

  • Develop systems and support training programs for data quality assessment to determine the validity, reliability and integrity of performance data gathered to monitor program performance

  • Manage and manipulate data for results-based performance analysis and performance reports

  • Meet regularly with project staff to ensure accurate and timely data analysis and reporting

  • Other tasks as required


  • University degree in IT systems, statistics or a related field

  • A minimum of two years' experience in database and program management

  • Or alternatively, an equivalent combination of relevant training and experience in monitoring and database analysis

  • Experience in liaising with technical teams, and

  • Experience in analyzing and presenting data, and producing corresponding reports

  • Fluency in English and Arabic for report writing and editing
