Job Description

 
Background
(a)         BACKGROUND The United Nations Development Assistance Framework (UNDAF) formulated in 2017, is a common operational plan for United Nations System Agencies in Bangladesh. It provides a collective response to national development priorities presented in the 7th Five Year Plan of the Government of Bangladesh and the Sustainable Development Goals (SDGs). It builds on the areas of the UN’s comparative advantage, overall normative agenda and the core UN programming principles, such as human rights, gender equality and women’s empowerment, sustainable development, resilience, leaving no one behind and accountability. It was conceived as a concise framework to provide strategic vision to the UN System, contribute to an enabling environment for sustainable development in Bangladesh, and frame the contribution and role of the UN System within Bangladesh’s overall development. Specifically, in this context, the UNDAF was meant to effectively address the interconnected nature of 2030 Agenda through national ownership and inclusiveness, strategic focus on key areas, effectiveness and technical excellence, and strengthening and building new partnerships. The UNDAF 2017-2020 identified three priority/outcome areas:
  • People– All people have equal rights, access and opportunities
  • Planet – Sustainable and resilient environment
  • Prosperity– Inclusive and shared economic growth
Furthermore, the UNDAF 2017-2020 took on board lessons learnt from the implementation of earlier development assistance frameworks, including the recommendations of an evaluation of the last UNDAF (2012- 2016). The UNDAF evaluation will focus on the overall results expected from UN cooperation in the country during three years of the current programme cycle. The evaluation findings are expected to inform the design of the next programme cycle. The users of this evaluation are expected to be a broad audience of the UN system in Bangladesh, UNDAF partners including non-resident agencies, government partners, civil society, agency executive boards as well as multilateral and bilateral donors. (b)         OBJECTIVE OF THE ASSIGNMENT The objectives of the evaluation are as follows:
Duties and Responsibilities
(c)          DELIVERABLES: Under the overall guidance from the UN Resident Coordinator (UNRC) and general supervision of the Head of RCO/Team Leader, RC’s Office the evaluator will be accountable for producing the following deliverables: Deliverables Required Days Completion of the Inception Report and Field Phase Report 10 Working Days Completion of the draft evaluation report 5 Working Days Completion of the Final Evaluation Report 5 Working Days (d)         DOCUMENTS: All deliverables will be in English. The main tasks are outlined in the UNDAF 2017-2020 Evaluation Roadmap with a timeframe for each of the above deliverables. (e) Travel and DSA: Payment of travel costs including tickets, lodging and terminal expenses should be mentioned clearly in the price offer. The fare will always be “most direct, most economical” and any difference in price with the preferred route will be paid for by the expert.

Required Skills and Experience
REQUIRED EDUATION AND EXPERIENCES
  • Master’s degree in International Development, Economics, Public Administration, Development Programme & Evaluation or any related social science discipline. Doctorate degree will be an asset.
  • Minimum 10 years of technical expertise in the field of international development, development programming, implementation and evaluation.
  • Proven experience in conducting evaluations at programme and/or outcome levels with international organizations
  • Experience in implementing a range of qualitative and quantitative data collection techniques and methods in programme evaluations
  • Good knowledge of the United Nations System mandate and the political, cultural and economic contexts of the region and the country.
  • Demonstrative ability to assess the application of the five UN Programming Principles: human rights; gender equality; environmental sustainability;      Result Based management ; capacity development.
  • Strong analytical and strategic thinking skills with ability to conceptualize, articulate, write and debate about relevant issues.
  • Excellent interpersonal, communication and teamwork skills.
  • Excellent written and spoken English and presentation skills.
Language:
  • Fluency in spoken and written English;
(h)         DURATION OF ASSIGNMENT: The assignment will be completed in the period from March - May 2020. The overall duration of work has been estimated to not exceed 20 days, including 1 (one) mission to Dhaka. (i)           REPORTING: The consultant will report to the UN Resident Coordinator through the UN Coordination Officer and the deliverables and feedback required will be provided in line with the milestones noted above. (j)          PAYMENT SCHEDULE: Payment shall be made in accordance with the financial offer of the successful applicant
  • 20% upon receipt of the approved inception/design report
  • 20% upon completion of the field phase
  • 20% upon submission of the draft evaluation report
40% upon submission of the final evaluation report (k)         EVALUATION Individual Consultant will be evaluated based on the following methodologies: Cumulative analysis The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as
  • responsive/compliant/acceptable;
and b) having received the highest score out of set of weighted technical criteria (70%), and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment. * Technical Criteria weight; 70% (Detail break down furnished below) Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. There is a possibility for an interview. Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be invited for an interview. Candidates shall be called for an interview which will be used to confirm and/or adjust the technical scores awarded based on documentation submitted. The interview will be given a maximum of 30 points (30%). When combined with the technical review of 70 points (70%), only candidates who pass 70% of technical and interview evaluation will be evaluated further. For those passing technical and interview evaluation above, offers will be evaluated per the Combined Scoring method: a) Technical and Interview (70%) b) Financial evaluation (30%) Applicant receiving the Highest Combined Score and has accepted UNDP's General Terms and Conditions will be awarded the contract.
