Job Description

Position Title: International Consultant (individual / firm) – Lesotho Migration Profile Type of Contract: Consultant / Consultancy agreement Duration of Assignment: 45 working day / October 2020 to March 2021 BACKGROUND: The United Nations (UN) and other international organizations, governments and regional stakeholders recognize deficiencies in Data Collection in understanding the migration development nexus. A Resolution on International Migration and Development was adopted by the General Assembly on 19 December 2014, emphasizing the need for reliable, accurate, disaggregated, nationally relevant and internationally comparable Statistical Data and indicators on international migration, including, when possible, on the contributions of migrants to development in both countries of origin and destination and in order to facilitate the Design of evidence-based policymaking and decision-making in all relevant aspects of Sustainable development. In context of the SDGs, migration is a cross-cutting issue, relevant to 10 out of the 17 goals. The need to prioritize the collection of timely and reliable migration data for policy and programming purposes has also been emphasized in the Global Migration Compact (GCM), whose first object pertains to data collections enhancement, as well as in the context of the 2017 and 2019 inisterial Migration Dialogues for Southern Africa (MIDSA). The Government of Lesotho has requested the assistance of the International Organization for Migration (IOM) to strengthen its capacity to collect, analyse and utilize migration data, and ultimately to prepare a Migration Profile. Improving Migration Management at a national level has been identified as a priority for the Government of Lesotho. IOM Lesotho intends to provide support to the Government of Lesotho to start the process towards enhancing migration data in Lesotho through an IOM Development Fund (IDF) project. This project has the overall objective of supporting evidence-based policy making in Lesotho and will include support to mainstreaming migration data into migration and related policymaking and planning processes. Through the project, the first stage of this process will be the collection and Analysis of existing migration-related data in Lesotho. IOM and partners will collect, analyze, and report on existing migration-related data that is currently scattered across a wide range of ministries, departments, and agencies. This effort will also allow IOM and partners to highlight critical data gaps and propose ways to address long-term data collection and management practices.
