Support and strengthen child protection’s civil society engagement and partnership in refugee, IDP and children on the move contexts. Purpose and Justification The purpose of this consultancy is to support the output lead in three components of the partnership management for child protection under refugee, IDP, ‘children on the move’ and host communities work along the humanitarian-development nexus:
  1. Partnership development and managing/optimizing workflows

  2. Capacity building of partners and UNICEF colleagues in partnership development and management, including commitments to PSEA

  3. Information and knowledge management, including results reporting and management

The main challenge for child protection CSO partnership management is in striking the balance between supporting and strengthening the CSO space by engaging and building the capacities of smaller, local CSOs and managing the risks associated through close monitoring, while understanding the high transaction costs associated with having a high volume of small-scale partnerships. Therefore in the short term, it is important to support the development of more high-quality partnerships through dedicated capacity, while building the capacities of CSO partners and section colleagues in country level and field office locations to more autonomously take forward the identification, development and management of partnerships. Moreover, with the anticipated increase in partnerships, the need for systematic information management, including the Harmonized Approach to Cash Transfers (HACT) related information (Fund Reservations - FR, Funding authorization and certificate of expenditure - FACE, Spot checks - SC, Program checks - PC, etc.) and results tracking, as well as ensuring that lessons learned from different partnership experiences can be organized for maximum usefulness. Reporting The Consultant will be accountable to and report to the Child Protection Specialist (Refugees and Host Community), with secondary reporting lines to the Child protection Specialist (Child Protection in Emergencies) and Child Protection Specialist (Children on the Move). The Consultant will also work closely with the field office colleagues as part of the Standard Operating Procedure (SOP) to ensure their buy in on program design and tracking/management of results, as well as engaging them to support the internal capacity building of colleagues. Key Deliverable & Payment schedule Under the supervision of the Child Protection Specialist (Refugees and Host communities), the consultant will be responsible for the following key deliverables: Ongoing
  • Support the Child Protection Specialist in the review and support the optimization of the PCA development and implementation process, through mapping and testing out the most efficient way to monitor the PCA implementation and reporting in accordance to objectives and deliverables set out in the PCAs. This will include:
    • Reviewing the HACT monitoring process, which ensures HACT for current CP refugee, IDP and COTM partnership is on track through tracking of FRs, FACE payments, programmatic checks and spot checks, and support the specialist in the workflows through vision hub.

    • Reviewing and ensuring that supply plans attached to each Programme Cooperation Agreement (PCA)/Programme Document is monitored and implemented, including timely follow up for procurement and release to partners, and receipt of goods, and

    • Communicate/build capacity of partner to streamline/optimize workflows to ensure timely cash transfers and liquidations, with proper documentation, and minimizing the back and forth


  • Provide technical assistance to NGOs and Community Based Organizations (CBOs) to ensure quarterly reports capture meaningful, consistent information and that also contribute to UNICEF global reporting (sitreps, RAM etc.).

Timebound
  • Support the respective specialist to ensure that Partnership Cooperation Agreements (PCAs and SSFAs) are developed, reviewed, finalized and followed up (including budget and expenditure tracking) in line with the grant conditions and expiration of grants, especially DFID BSRP and COTM
    • Specific deliverables to include:
      • Minimum 1 PCA per Refugee hosting region ready to launch for BSRP phase 2

      • Minimum 1 SSFA with local CSO to strengthen host community civil society space per Refugee hosting region ready to launch for BSRP phase 2



  • Support outreach and capacity building of local partners and field colleagues to support the expansion of potential partners, including answering the call/expression of interest

  • Development and management of knowledge management platforms and tools for child protection, to help coordinate and organize Monitoring and Results tracking, including:
    • Develop PCA tracker, including reporting matrix, which tracks, collects and validates results and data

    • Organize NGO related data, including spreadsheet of who’s who in the organization, to support technical outreach

    • Develop and support PCA/HACT training schedule for NGOs and FOs, including organizing webinar series focused on trouble shooting and areas of common issues for child protection colleagues engaged in PCAs, and NGO partners


Monthly
  • Submit monthly report on PCAs and trainings to demonstrate progress

Final
  • Final report, which includes:
    • Analysis of key bottlenecks

    • Review of NGO/partnership landscape, and emerging opportunities,

    • Recommendations on how to improve the processes,

    • tracking tools

  • UNICEF will provide the necessary office space while the consultant is Addis and in the regions.

  • Teleworking considerations apply for the consultant, under COVID situations

  • The consultant is expected to use her/his own computer/laptop and communication equipment’s and stationery items required for the consultancy.

  • The consultant shall be paid DSA as per UNICEF rules and regulations while travelling outside of Addis.

Expected educational background, experience and competencies Background and experience
  • An advanced university degree preferably at an advanced level, in a subject area relevant to child protection, social work, development, or partnership management.

  • Extensive work experience relevant to child protection or social protection will be considered as a replacement for formal qualifications at an advanced level.

  • Experience in UNICEF and familiarity with UNICEF partnership rules and regulations will be considered as an asset

  • At least five (5) years progressive work experience within UN, NGO and government environment, preferably in the areas of child protection, social protection programmes, including monitoring and capacity building.

  • Excellent writing and presentation skills.

Core competencies
  • Strong understanding of result-based management concepts, including logical framework and programme monitoring.

  • Detail oriented with strong quality assurance skills to manage complex quantitative and qualitative details relevant to partnership agreements

  • Diplomatic skills and able to establish excellent working relations with partners in order to develop partnerships

  • Proven experience in delivering capacity building, including training.

  • Ability to perform several tasks in a timely manner with a focus on quality.

  • Ability to communicate key messages to different audiences.

  • Technical competencies

Policy both parties should be aware of
  • Under the consultancy agreements, a month is as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.

  • Consultants are not entitled to payments of overtime. All remuneration must be within the contract agreement.

  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.

  • For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorization is issued.

  • No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station

  • Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.

  • Consultant will not have supervisory responsibilities or authority on UNICEF budget.

  • Consultant will be required to sign the Heath statement for consultant/ individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.

  • The form “Designation, change or revocation of beneficiary’ must be completed by the consultant upon arrival, at the HR Section.

  • Please consult with HR on entitlements as many are set by UNICEF rules.
