The Information Management Officer (ERM) position is part of the Enterprise Risk Management unit in the UNHCR and reports to the Snr ERM Officer. The incumbent is responsible for the existing and future IT systems and infrastructure owned by the ERM unit; primarily, for the Risk Register web application, the Business Intelligence and Reporting system and the self-service reporting site(s) of the ERM unit.
The incumbent works closely with the other members of the ERM unit to make sure that the ERM IT systems are fit-for-purpose and aligned to the overall risk management strategy in UNHCR. The incumbent serves as the focal point in the ERM unit for liaising on IT and related matters with both internal and external entities. The incumbent plays a key role in compiling and analysing data from the risk registers of Field Operations and HQ entities.
The incumbent operationalizes and improves collection and management of risk information at the central level and in field operations. S/he will support the ERM Unit and the network of Risk Management and Compliance staff by providing technical advice and by developing and enhancing self-service reports and dashboards. The incumbent keeps frequent contacts with staff at various levels in field and Headquarters, to provide support and advice on queries related to ERM IT systems and reports. S/he will support the Chief Risk Officer in all aspects of development, deployment and maintenance of the ERM technical tools in UNHCR.
We are seeking a dynamic and proactive team player, with strong technical and analytical skills to complete a six-month Temporary Appointment, with a prospect for a Fixed-Term Appointment.
The present incumbent of the position will be leaving as of 1 September 2020, therefore there is an urgent need to identify a suitable candidate for the Temporary Appointment to ensure knowledge transfer, continuity and operability of the key ERM platforms, prior to the departure of the present incumbent.
The position is a stand-alone without a back-up in the ERM unit, performing critical tasks including running Risk Register web application and the Business Intelligence and Reporting system.
Duties and responsibilities
Within the Area of Responsibility, the candidate with be responsible to:
¿ Oversee and manage the work of service providers or consultants when assigned to activities under area of responsibility.
¿ Serve as primary focal point for end-user and operational issues (incidents & service requests); and coordinate with service providers to expedite resolution of issues.
¿ Create and maintain functional and technical documents related to the usage, maintenance and enhancement of the IT systems.
¿ Track expenditures against budgets, verify invoices from service providers and consultants against the established contracts or ToRs before payment is approved.
¿ Provide support and guidance to the team, senior advisors and the wider community of users in the field.
¿ Compile, aggregate and analyse data to contribute to the various standard reports; create ad-hoc reports and data Analysis as and when required.
¿ Draft reports on the data in a clear and concise manner and present reports when required.
¿ Facilitate the sharing and analysis of information and integration with other IT systems in the organization.
¿ Develop reports and dashboards using the available reporting system in the organization, for example Microsoft Business Intelligence tools.
¿ Perform other duties as required.
Essential minimum qualifications and professional experience required
The ideal candidate will:
¿ Possess a bachelor¿s or advanced degree in Computer Science or related fields
¿ Proven experience in requirement analysis, creation of functional and technical Design documents
¿ Proven experience in Data Collection, analysis and visualization using Microsoft Business Intelligence tools (SSIS, SSAS, SSRS, PowerBI)
¿ Experience in managing IT service providers, consultants or contractors
¿ Experience in one or more Software Development methodologies
¿ Experience in working with relational databases and advanced SQL skills
¿ Experience in working and coordinating work with multiple internal and external IT teams
¿ Very good presentation and communication skills, especially with non-technical audience
¿ Very good teamwork skills and experience in working in diverse and multicultural organizations
¿ Advanced Microsoft Excel skills; especially in the area of data collection, analysis and visualization
¿ Advanced knowledge of English language
The successful candidate will be based with the team in the UNHCR HQs in Geneva, Switzerland.
The Temporary Appointment is for a period of up to six months. It is a full-time role with working hours starting from 9 am to 6 pm Monday to Friday (40 hours per week). The Fixed Term Position will be advertised and the Temporary Appointment candidate could apply to this upcoming vacancy.
