Job Description

Background: The UN General Assembly, and all its 193-member countries, in September 2015 adopted a global development vision entitled Transforming Our World: The 2030 Agenda for Sustainable Development. This 2030 Agenda was designed as a plan of action for people, planet and prosperity. It lays out 17 new Sustainable Development Goals (SDGs) and 169 targets, to stimulate global action over the next 15 years on issues critical to humanity and the planet. India committed to these SDGs at the September 2015 UN Summit and the SDGs officially came into force on 1 January 2016. The UNDP India Country Programme Document (CPD 2018-2022) signed with the Government of India aims at transformative change and development impact at scale. In line with this, UNDP has initiated active support to many state governments in mainstreaming SDG’s within their schemes and programmes as a part of a UN system-wide to SDG roll out for visioning and planning in India. In view of India’s commitment to the 2030 Agenda, Punjab has set ambitious targets for itself for achieving the SDGs within the state and has formulated its Vision 2030 document. To implement the ambitious targets set for itself in SDG VISION 2030, the Government of Punjab has partnered with UNDP to establish Sustainable Development Goals Coordination Centre (SDGCC) under the aegis of Department of Planning, Government of Punjab. Civil society organizations (CSOs) and Non-Governmental Organizations (NGO’s) have a vital role to play in reviewing progress toward achieving SDGs. They can provide supplementary, citizen-orientated data on national progress or stagnation. Enabling constructive dialogue between different stakeholders is at the heart of sustainable development, and where civil society can analyse and supplement government reports. We shall be better able to ensure that no-one is left behind during the implementation of the SDGs. Similarly, it is critical to rope in Industry and CSR entities in the state to support the state in achieving it SDG Vision 2030. These entities can not only provide Punjab financial and technical support, but also help the state innovate and research in order to come up with innovative, novel and cost-effective solutions to improve the quality of life for one and all.
Duties and Responsibilities
Scope of Work: To meet Punjab SDG – 2030 objectives, it will be critical to leverage and mobilize NGOs/CSO entities in the state to ensure the Sustainable Development Goals are implemented at the National as well as at the State Level. NGOs/CSOs are expected to play a key role in ensuring on-ground implementation of projects and engaging with a larger and localized audience base. Similarly, it is critical to engage youth to achieve these targets and build a sustainable society. Thus, engaging relevant Academic Institutions in the state would be a critical step towards the same. Assignment 1 – Details The services of an Individual consultant are required to assist the state in conducting a mapping study and drafting a detailed report to understand areas of engagement for NGOs agencies in the state. The report is expected to deep dive into the top 100 NGOs that are working in Punjab and should be able to give a snapshot, basis secondary research, along the filters (not limited to) described below:
  1. Name of the non-profit

  2. Districts in which the organization is working

  3. Parent organization that funds the NGO (Government/ Private Sector/ International foundation)

  4. Linkages to SDGs (mapping their projects with SDGs at goal and target level)

  5. Details about their flagship projects of FY 2017-18 and 2018- 19

  6. Linkages to any government schemes

  7. Number of people impacted by the NGO/Impact numbers

  8. Size of the NGO (Identifying Sr. Management team/Main project heads)

  9. Organization Financial Capacity (On the basis of Avg. of FY 2017-18 and 2018-19) (Subject to reporting of data)

  10. Date of establishment of the NGO

Key deliverables:
  1. Comprehensive report finalized after proof-reading

  2. A PowerPoint presentation deck with no more than 25 slides showcasing the important points of the report

Assignment 2 – Details
  1. The services of an Individual consultant are required to assist the state in conducting a mapping study and drafting a detailed report to understand areas of engagement for Academic Institutions in the state. Observations and details from the Academic Consultation organized by SDGCC Punjab to also feed into the report.

  2. The report is expected to map details of the Public and Private Institutions in the State; Highlight presence of Research Centers and Centers of Excellence in the State.

  3. Spatial Distribution of all the Universities and Research Centers/Projects in the State

  4. SDGs covered by the Public and Private University's Research Centers/Projects (If any).

  5. Details of projects across key SDGs covered by the Research Centers/Projects

  6. 3-5 Case Studies (Dive deeper into the research centers in Punjab and see how their project activities are aligned to the SDGs and the Vision 2030 of the state).

  7. Way Forward Plan

Key deliverables:
  1. Comprehensive report finalized after proof-reading

  2. A PowerPoint presentation deck with no more than 25 slides showcasing the important points of the report

Required Skills and Experience
Required Qualification and Experience: Education: Master’s Degree or equivalent in Development, Public and Business Administration, Statistics, Economics, Political Sciences, Social Sciences or related field. Experience:
  1. Minimum of four (4) years’ work experience in development sector. Relevant work experience in the field of building and nurturing partnerships with various stakeholders.

  2. Previous experience of working on projects pertaining to Sustainable Development Goals.

  3. Proven track record in writing quality academic papers, mapping studies and reports.

  4. Excellent oral and written communication and presentation skills, analytical and interpersonal abilities.

Language Requirements: Fluency in written and oral English. Proficiency in Punjabi would be preferred. Travel: Travel not required for this assignment. Evaluation criteria: The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. • Technical Criteria weight - 70%. • Financial Criteria weight – 30 % Technical Criteria (70% of total evaluation)
  1. Master’s Degree or equivalent in Development, Public and Business Administration, Statistics, Economics, Political Sciences, Social Sciences or related field – 20%

  2. At least four years of experience of working in development sector especially on SDG based projects - 20%

  3. Excellent demonstrated documentation skills and prior experience in developing concept notes / mapping studies, etc. - 30%

Management Arrangement / Other details:
  1. The Consultant will report to Resource Mobilisation and Partnership lead, SDGCC Punjab.

  2. The Consultant will need to be self-sufficient in the use of information and communication technologies. Costs related to communication equipment, phone, laptop etc. (if any), will have to borne by the consultant.

  3. There will not be any additional reimbursements for miscellaneous charges like internet, phone, relocation charges, local travel etc. by UNDP.

  4. The consultant can work from home.

Payment Schedule: Payment will be made on submission and acceptance of following deliverables. 1. First cut collateral of the mapping report (in word format) plus the list with details (in excel) within 20 working days 2. Final Deliverables – NGO/CSO Mapping Report within 35 working days 50% 3.
