ORGANIZATIONAL CONTEXT HR Technology and Analytics Branch (HRMOI) is responsible for the development and implementation of the HR Technology strategy and Roadmap that enables efficient and effective HR business processes and activities while ensuring compliance with HR Policies and legislative requirements. Our strategic priority is to create value for the Organization by supporting evidence-based decision making through workforce analytics, reducing administrative burden through automation and self-services, and making life at work better through digital technologies for awesome candidate and employee experience. The HRMOI Branch consists of three workstreams:
  1. HR Technology Strategy and Deployment

  2. HR Systems Administration and Support

  3. HR Reporting & Analytics.

JOB PURPOSE WFP is seeking a qualified candidate to fill the role of Workforce Analyst. The incumbent will also be responsible for the supervision of the HR Reporting and analytics team of data analysts and will oversee the build of data products to extract valuable business insights. This role will analyze large amounts of raw information to find patterns that will help improve decision making at WFP. This includes the modelling of moderate to complex business problems, the supervision of Data Collection, pre-processing and Analysis, the discovery of insights and identification of opportunities using statistical, algorithmic, mining and visualization techniques. The successful candidate will be a highly analytical individual with a knack for mathematics and statistics. Critical thinking and problem-solving skills are essential for interpreting data. In addition to advanced analytic skills, this role is also proficient at integrating and preparing large, varied datasets, architecting specialized database and computing environments, and communicating results clearly. KEY ACCOUNTABILITIES (not all-inclusive) Under the supervision of the Branch Chief, the HR Officer (Workforce Analyst) P3 will be responsible for the following duties:
  • Undertake data collection, preprocessing and analysis of structured and unstructured data

  • Query data from HR information systems and review reports to ensure data integrity.

  • Analyse HR data and respond to quantitative information requests received from HR and other WFP colleagues as well as external bodies, including member states and United Nations organisations.

  • Identify valuable data sources and automate data collection and visualization processes

  • Build models to address business problems

  • Analyze large amounts of information to discover trends and patterns, and communicate highlights and trends from data

  • Present information using data visualization techniques

  • Supervise the creation, maintenance and support a variety of moderate to complex reports and dashboards utilizing appropriate reporting and visualization tools

  • Continuously evaluate methods of data collection and maintenance and recommend improvements.

  • Research, troubleshoot and resolve data anomalies.

  • Work with HR and corporate stakeholders and subject matter experts to identify business requirements, expected outcomes and relevant internal and external data sources.

  • Supervise the preparation of corporate HR statistical reports for WFP management and staffing information reports for the ad-hoc enquires from various internal and external customers

  • Drive quantitative analyses to support HR strategic, policy and operational decisions.

  • Participate in the implementation of HR projects including testing and validation of the IT solutions before these are implemented

  • Support HR in the identification of best-fit technology solutions and IT architectures

  • Research HR technology and analytics best practices and innovations;

  • Support HRMOI management with priority activities as and when required.

  • Assist in the preparation of project proposals, implementation plans and presentations to management/project leads

  • Supervise and motivate a team of data analysts, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance.

  • Advanced University degree (or equivalent) with a focus in mathematics, statistics, finance, economics or information systems preferred or First University degree with additional years of related work experience and/or training/courses.

  • Minimum five years of postgraduate relevant experience in a similar role, preferably with experience in an international context;

  • Previous experience in data collection and analysis is essential.

Technical Skills & Competencies: 
  • Knowledge of Human Resource business processes.

  • Experience in ERP Systems, statistical software packages and business intelligence tools.

  • Experience in the analysis of HR and time-dependent data and the creation of workforce analytics.

  • Technical SAP HR experience, with knowledge of underlying data assets (master data tables, configuration tables, logical databases).

  • Advanced use of Microsoft Excel and/or Access.

  • Experience with data visualization tools.

  • Strong mathematical skills (e.g. statistics, algebra).

  • Knowledge of SAP HR PA/OM/TM modules. Knowledge of SAP Payroll and Budget modules an advantage.

  • Knowledge of R, SQL, Python, data blending/transformation tools and data frameworks (e.g. Hadoop) an asset.

  • Analytical mind, problem-solving aptitude and strong business acumen.

  • Excellent communication and presentation skills, organizational and problem-solving skills and the ability to work well under pressure.

  • Experience supervising a small team.

  • Working knowledge (proficiency/level C) of English is required

  • Intermediate knowledge of the following WFP working languages (Arabic, French, Spanish, Russian, Chinese or Portuguese).

  • Knowledge of WFP & UNDP HR business processes, practices and procedures.

  • Knowledge of UN & FAO HR rules and regulations.

  • Experience in data mining.

  • Experience in predictive analytics and Machine Learning.

TERMS AND CONDITIONS Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.  Selected candidate will be employed on a fixed-term contract with a probationary period of one year. He/she will be required to travel abroad sometime to remote and difficult locations.
