Desired start date: ASAP Duration of the mission: 12 months Location: Amman, with frequent travel in Northeast Syria


Syria mission is working into 2 heavily affected areas of Syria by the last years of conflict: Northeast (NES) and Northwest (NWS). Syria mission is dedicated to provide lifesaving activities to the most vulnerable population. Main activities include emergency wash (water distribution and rehabilitation, distribution of essential NFI (winterization, hygiene, shelter, new arrival kits, etc..) and cash, and WAHS and Health infrastructures rehabilitation. The mission has been expanded in 2018-2019 through a major consortium with 4 partners led by SI. The consortium will support equitable and safe access to essential basic services including WASH, Shelter and Health in NES. There are 4 implementing bases in Syria with the Coordination in Amman and 1 support base in Erbil. The total financial volume of the mission is 26 million EUR till the end of 2020. There are 40 expatriates and 250 national employees on the mission.


SI is looking for a Human Resources Coordinator, based in Amman and with regular visits to project locations. Based in Amman with regular visits in project locations, the HR Coordinator will placed under the line management of the Deputy Country Director for Supports. He/she will work in close collaboration with the other Technical Coordinators (Logistics and Finance notably) and will be the functional referent for one Logistician/Administrator, one HR Manager and one Administrator. Number of persons under direct management: 1 deputy HR coordinator under direct management. A team of 5 in Amman (liaison supervisor, HR officer, 2 cleaners and 1 deputy HR coordinator) Functional management of 4 admin managers (Erbil, Azaz, Raqqa and Amuda bases) GENERAL OBJECTIVES:
  • Review the HR strategy and processes to reflect the mission ambitions / expansion; work on conceiving a Learning and Development procedure, and an ISR for Jordan base;

  • Review the contractual conditions of national staff in Jordan and its impact on field visits in Syria,

  • Enhance team building activities;

  • Design an Expatriate HR management manual;

  • Challenge existing processes to improve accountability and optimize HR management of the mission

  • Be the focal point and the link between headquarters and the mission for all HR national staffs matter and Expat administrative ones

  • Provide necessary guidance, support and training to the Log/Admin Manager, Admin Manager and HR Managers

  • Follow up of several countries (Turkey, Jordan, Syria, Iraq) for HR related topics and issues with very different contexts and constraints;

  • Administrative situation in Syria is uncertain and changing with big impact on the HR (labor law, contract status, staffs at risks…)

  • Diffuse (roll out) the Syrian ISR and conceive a Jordanian ISR

  • Follow up on training plans and implementation for all bases

  • Make sure all expats have their residences and work permits

Follow up and support Azaz base in their partnership endeavor and/or closure


  • HR / Administrative master degree (or relevant field)

  • At least 2 previous missions as a HR / Admin coordinator. And minimum 3 years of experience in challenging HR positions and set up.

Technical skills and knowledge:
  • Strong management / coordination skills

  • Experience on creating / reviewing HR processes / policies

  • Ability to work on several countries contexts

  • Ability to provide remote Technical Support

  • Ability to work under pressure and to prioritize

  • Solid organizational / initiative / communication skills

  • Knowledge of SI rules and processes is an asset

  • Fluent English with excellent writing capacities is mandatory


The salary starts from 2640 euros gross per month, and a monthly Per Diem of 785 USD. To this will be added the valorization of your experience. The salary is not negotiable with SI. Vacation : during the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs). Social and medical cover : Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded. LIVING CONDITIONS Accommodation will be in SI apartments; this position is also open to accommodation and family package. Living conditions are very good and staffs have access to a wide range of restaurants, cafes and bars. Most of occidental products (food, clothing…) are easily accessible in Amman. The country also proposes several destinations for weekends. Security inside NES is volatile and justifies specific arrangements for accommodation and displacements in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.
