Job Description

The Office of Human Resources (OHR) develops, recommends and facilitates the implementation of human resources policies, procedures and services and advises management on appropriate measures and strategies to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce. OHR administers the Organization's Human Resources Management programmes, in particular in the areas of human resources policy development, position management, recruitment, mobility, training and social security. It supports the HR Units and staff throughout the Organization, in the SSC and the Regional Offices, to ensure that HR processes and programmes are delivered in a consistent, effective and efficient manner.   The position is located in the Recruitment Branch (OHRR).   FAO International Consultant   A consultant is engaged by the Organization to provide expertise, skills and/or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment will involve full-time functions. The possibility of extension is subject to satisfactory performance and dependant on the availability of resources and the needs of the Organization.   Reporting Lines   Selected applicants will work under the overall guidance of the Senior Human Resources Officer/Chief Recruitment, working in close collaboration with other HR units.   Technical Focus   Area: Recruitment and Staffing, Policy Focus: Develop and implement streamlined, transparent recruitment procedures and guidelines for all staff that support strategic partnerships, projects, and the needs of technical and non-technical functions.   Tasks and responsibilities   The Consultant will coordinate the development, implementation and dissemination of recruitment policies and procedures in FAO. The assigned tasks and responsibilities can include the following elements:  
  • Conduct a review of existing recruitment and selection policies and procedures for all categories of staff (including Director and above, Professional, General Service recruitment)

  • Research relevant regulations, rules, policies, and practices of other UN entities to identify needs for changes in FAO’s recruitment policies and procedures

  • Manage the timely development, production and dissemination of recruitment policies and guidelines for all categories of staff (including Director and above, Professional, General Service recruitment)

  • Develop a communication strategy for the revised recruitment policies and conduct briefings/trainings to colleagues both in HQ and the field offices

  • Coordinate the implementation, dissemination, and communication of guidelines for Reference Checks with the Shared Services Center, including the use of the UN Clear Check database

  • Prepare presentations, talking points and other inputs for Chief Recruitment and Director, OHR on recruitment processes and procedures

  • Monitor and provide quality assurance, ensuring consistency of messages and rapid response to inquiries and information requests related to recruitment policies and procedures

  • Perform other relevant functions as required

  CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements
  • University degree in human resources management, Law, social sciences, or related field

  • At least seven years of proven extensive experience in drafting recruitment policies and guidelines

  • Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian).
