Duration of the mission: 2 months

Location: Colombia, Bogota/Bucaramanga

The present position is open to national and international staff

ABOUT THE MISSION

Brief overview of Solidarités International’s work in the country:

Solidarités International is operational in Colombia since October 2019. The mission is currently working on reinforcing WASH conditions in the shelters (refugios) along the route between Cucuta and Bucaramanga. Venezuelans are walking along this route aiming at reaching one of Colombia’s major cities or a third country. They are very vulnerable at this stage and SI plans, together with PUI, to reinforce access to basic services along the route, particularly in the shelters managed by local organizations.

How the mission is organized:

The mission is currently limited in size and its footprint in only 4 “refugios”. The upcoming project will drastically increase the operational/financial and HR volume of the mission. The operations are managed from Bucaramanga and a small Coordination structure will be created in Bogota.

The base will grow up around 35 national staffs and 3 to 4 international staff.

Specific context of the area in which the expatriate will be working:

The Security context is stable in this part of Colombia. Besides usual criminal risks (existing in the country generally), the social context is tense with some of the Local Communities that feel pressured by arrival of Venezuelans and those who help them. This balance and necessary dialogue is a key to understand the context dynamics and adapt the response to Venezuelans needs but also to local communities’ perceptions and vulnerabilities. The context of living in Bucaramanga is good and leaves the expatriate with few restrictions. The program being multisectoral and implemented with several partners (PUI and local organizations), the coordination is key.

OBJECTIVE 1: DEFINITION OF A NATIONAL HR FRAMEWORK FOR SOLIDARITÉS INTERNATIONAL MISSION IN COLOMBIA:

Deliverable:

  • an internal staff regulation (ISR)in line with SOLIDARITÉS INTERNATIONAL standard and in line with local regulation validated by the lawyer and ready to be submitted to local authorities

  • a payroll calculation(under Excel) in line with the validated ISR and local regulations (social and fiscal contribution, end of contract provision) validated by the lawyer and ready to be parameter in HOMERE by HQ

  • a contract formatin line with SOLIDARITÉS INTERNATIONAL standard and in line with local regulation validated by the lawyer and ready to be submitted to local authorities

  • an internal procedure on social contributions in line with SOLIDARITÉS INTERNATIONAL standard and in line with local regulation validated by the lawyer

Activities:

  • Collection, Analysis and summary report of local regulations to which SOLIDARITÉS INTERNATIONAL mission in Colombia is subjected to – with the support of the lawyer of SOLIDARITÉS INTERNATIONAL mission in Colombia

  • Collection, analysis and summary report of other INGOs HR frameworks in Colombia

  • Definition and redaction of the framework (ISR, payroll calculation, contract, procedures) for HQ validation

  • Validation of the documentation by the lawyer and submission to local authorities

  • Registration of SOLIDARITÉS INTERNATIONAL to all local authorities to which SOLIDARITÉS INTERNATIONAL mission in Colombia is subjected to regards to social contributions as an employer

  • Definition of all tools and process necessary for SOLIDARITÉS INTERNATIONAL in Colombia to be in line with requirements as an employer

OBJECTIVE 2: DEFINITION OF A FISCAL FRAMEWORK FOR SOLIDARITÉS INTERNATIONAL MISSION IN COLOMBIA:

Deliverable:

  • an internal procedure on fiscal contributions

  • an internal memo on expatriate framework

  • an internal memo on customs and import

  • in line with SOLIDARITÉS INTERNATIONAL standard and in line with local regulation validated by the lawyer

Activities:

  • Collection, analysis and summary report of local regulations to which SOLIDARITÉS INTERNATIONAL mission in Colombia is subjected to – with the support of the lawyer of SOLIDARITÉS INTERNATIONAL mission in Colombia

  • Collection, analysis and summary report of other INGOs in Colombia on their practices

  • Meeting with local authorities leading these systems in Colombia

  • Registration of SOLIDARITÉS INTERNATIONAL to all local authorities to which SOLIDARITÉS INTERNATIONAL mission in Colombia is subjected to regards to fiscal contribution, expatriate registration, customs and import.

  • Definition of all tools and process necessary for SOLIDARITÉS INTERNATIONAL in Colombia to be in line with requirements as an entity

YOUR PROFILE

  • Educational background in administrative and or Human Resources management is mandatory

  • Experience in the humanitarian sector for at least 5 years, with experience in coordination position and framework definition

  • HR management skills are mandatory – knowledge of HOMERE is an asset

  • Fiscal management skills are mandatory

  • Spanish and English are mandatory
