Project Title/Department: UNDP-UNFPA Joint Programme “Building the Resilience of Local Communities Against Health, Environmental and Economic Insecurities in the Aral Sea Region”

The Aral Sea region remains the most vulnerable and deprived region of Uzbekistan. Once the fourth largest inland lake in the world now down to 10% of its original size, the drying of Aral Sea set off large-scale human, environmental, socio-economic and demographic problems in the affected areas. In the context of UN’s support to the Government of Uzbekistan’s efforts to tackle the negative consequences of the Aral Sea crisis, with the financial support of the Government of Japan, UNDP and UNFPA Joint Programme “Building the Resilience of Local Communities Against Health, Environmental and Economic Insecurities in the Aral Sea Region” is launched, which will be implemented in Karakalpakstan throughout 2020-2021. The Joint Programme aims to address the most urgent and immediate health and economic insecurities in the most vulnerable areas of the Aral Sea region through bringing innovative solutions to healthcare and poverty reduction initiatives. The programme will have two major objectives as follows:
  • Improving the quality of Health Care Services, particularly in remote rural areas through strengthening the technical and institutional capacity of local healthcare system for maternal, child and reproductive health service provision with the focus on prevention of ill health (breast and cervical cancer, sexually transmitted infections, malnutrition, etc.) and promotion of healthy lifestyle and positive health seeking behavior involving also the Community Health Volunteers.

  • Enhancing income generation opportunities of the affected population through inclusive business initiatives, promotion of investments for job creation, as well as through improving access to basic services. The programme will select most vulnerable rural communities and help them with participatory decentralized planning and rehabilitation of essential public services such as water supply.  It will support the start-up of agricultural cooperatives and small rural businesses through trainings, funding innovative schemes, establishing pilot “farm field schools”. These will help people, especially women led households to use available resources, mainly land and water in the most efficient way and generate incomes to sustain their livelihoods.

The Joint Programme goal and objectives are fully aligned with the policies and strategies of the Government of Uzbekistan on addressing the Aral Sea crises, including the State Programme on Development of the Aral Sea Region for 2017-2021, which focuses on improving the environmental and socio-economic situation, living conditions of the population, and effective implementation of investment projects to mitigate the environmental disaster in the Aral Sea region. The Joint Programme is developed in line with the framework of the Multi-Partner Human Security Trust Fund Strategy that addresses the urgent needs of the population living in the Aral Sea region. In order to achieve the set objectives of the Programme, the human security concept will be used as the guiding principle, which was successfully applied in the Aral Sea region through two UN Joint Programmes (2012-2019). The Joint Programme will be implemented by UNDP and UNFPA in cooperation with a number of local and national stakeholders (including the Ministry of Economy and Industry of the Republic of Uzbekistan, the Council of Ministers of the Republic of Karakalpakstan, the Ministry of Health of the Republic of Uzbekistan and Karakalpakstan). The Health Programme Associate will contribute to address the health insecurities of population affected by the Aral Sea disaster in the region. S/he will be in charge of ensuring successful implementation of the programmes’ activities related to ensuring better health services through supporting community mobilization, enhancing people’s skills on water, sanitation and hygiene, promotion of healthy lifestyle and positive health seeking behavior in remote rural areas by involving Community Health Volunteers. Impact of Rusults: The key results have an impact on the overall success of the Programme, in particular sustaining livelihoods in the area of Aral Sea through ensuring better community mobilization and health promotion on healthy lifestyle, reproductive health, STI/HIV, as well as integrating WASH principles in rural areas. Under the direct supervision of the Joint Programme Manager, and in close collaboration with relevant programme staff and partners, the Health Programme Associate will be responsible for successful achievement of the programme results towards ensuring enhanced health services on the overall programme activities. The incumbent will perform the following duties and responsibilities: Duties and responsibilities:
  • Work closely with national partners including the Ministry of Health of Karakalpakstan, regional authorities, mahallas and community members to achieve the programme objectives through community volunteering in the healthcare;

  • Provide organizational and programmatic support in conducting needs assessment to identify systemic issues in the healthcare service provision to better inform programme response interventions, baseline and impact surveys on knowledge level of population about healthy lifestyle, reproductive health, Sexually Transmitted Infections (STI) and HIV prevention, Water, Sanitation and Hygiene (WASH) in pilot districts;

  • Organize training needs assessment, develop training modules in coordination with Ministry of Health and arrange Capacity Building activities on basics of primary health care, healthy lifestyle, reproductive health, STI/HIV prevention, WASH, caused by environmental degradation and Climate Change;

  • Conduct monitoring and evaluation of activities in particular those initiatives conducted by the Community Healthcare Volunteers and pre-mid and post monitoring and evaluation of objectively verifiable indicators, and maintain records of such monitoring;

  • Work closely on integration of relevant policies on health care volunteerism with the Ministry of Health of Karalpakstan.

  • Collect passport data from mahalla committees and Village Council of Citizens in 10 target districts, select major socio-economic statistic data relevant to the Programme interventions. Conduct Analysis of compiled data on relevant indicators and provide rapid analysis report with the list of most vulnerable communities to implement the Programme interventions;

  • Undertake a desk-based study, including a literature review on the community mobilization techniques and methods in order to use the best-practices and lessons-learned for promoting participatory local development in the Aral Sea region;

  • Use and develop participatory approaches consistent with gender equality in organizing the Community Engagement and empowerment related events (meetings, consultations, etc.,);

  • Update existing training modules and manual on community mobilization, which should cover the detailed steps of community mobilization and appropriate methods that needs to be used in the context of Karakalpakstan; Ensure that developed training methodologies promote women’s equal access to different social benefits including the labour markets and sustainable employment;

  • Carry out all stages of community mobilization and development work in accordance with the programme AWPs; Provide trainings and consultations on preparation of Community Development plans to initiative groups;

  • Undertake community mobilization workshops in 9 programme districts for initiative group members; Conduct regular monitoring of community activities in terms of community development plans and other activities;

  • Work closely with the established initiative groups and provide support and assistance to group on proposal development, community projects implementation, reporting and other activities; Provide necessary expert support to the relevant project team and local partners in identifying pilot communities for the project interventions;

  • Facilitate knowledge and best practice sharing between projects, UN agencies, national implementing partner, government, communities to deeper integrate the work and idea of the programme; participate in relevant networks and meetings of practitioners.

  • Perform other duties as required by the Programme Manager in the scope of the current position.

Education:
  • University degree in Health Management and Planning, Social and/or Development Studies, Education, Business and Administration or related discipline;

Experience:
  • Proven track of at least 2 years of work experience in health project implementation, preferable in rural areas. Experience in training coordination and management, community mobilization and volunteering.

  • Experience with UN and/or other international development organizations is an advantage.

Language Requirements:
  • Fluency in Russian and Karakalpak. Basic knowledge of English Uzbek is an asset.

  • Experience in facilitating health related projects;
