Global Health Technical Professionals (GHTP) is a US Agency for International Development (USAID) program that offers early- to mid-career global health professionals the opportunity to advance their careers supporting the USAID Bureau for Global Health and its implementing partners. GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people. Credence Management Solutions, LLC (Credence) is seeking Health Economics Advisor within USAID’s Bureau for Global Health, Health Finance and Economics Branch under GHTP. The United States Government (USG) has made the fight against HIV/AIDS a top priority, not only for humanitarian reasons, but because the HIV/AIDS crisis threatens the prosperity, stability and development of nations around the world. The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) is a USG global initiative to control the HIV/AIDS pandemic. It is the largest commitment by any nation to combat a single disease. PEPFAR is committed to supporting activities that are grounded in science and critical to saving lives and preventing new HIV infections. PEPFAR’s core activities include a focus on health systems, including health finance; human resources for health; commodity procurement and supply chain systems; and laboratory systems. PEPFAR recognizes that donor resources alone cannot meet the needs of the estimated 35 million people who will be living with HIV in 2020. As developing economies grow and begin to more fully realize their economic potential, unlocking domestic financing for HIV becomes a critical element of achieving long-term sustainability of the HIV/AIDS response. Countries are increasingly taking the lead in managing, implementing, and even financing their national HIV responses. The global pandemic of Covid-19 is bringing disruption to the HIV response and to the expected increase in domestic resources that would have been committed without the effects on COVID. USAID has recently completed a 5-year HIV/AIDS financing initiative to support countries to leverage their own domestic resources. USAID served as the lead agency for coordinating and implementing this initiative, and these efforts yielded a significant benefit and a substantial return on the initial investment for impact on the resources these countries will be able to put towards increasing prevention, care, and treatment coverage for achieving sustainable control of the epidemic. Now that the central initiative is completed USAID missions need to budget for financing activities in their own HIV/AIDS budgets through the country operational plan and technical assistance from the USAID HQ will be needed to help missions plan activities, budget effectively and monitor results in order to tell a global story from country specific results. The overall objective of USAID's health systems strengthening (HSS) program, housed in the Bureau for Global Health, Office of HIV/AIDS, Systems and Program Sustainability Division (GH/OHA/SPS) is to provide USAID leadership in building sustainability of the HIV/AIDS response through investment in health systems. SPS provides technical leadership and strategic direction on issues related to health systems strengthening, financing, health workforce, advancing sustainability, and public-private partnerships for HIV/AIDS programs. SPS consists of three branches –the Health Finance and Economics Branch, the Health Workforce Branch and the Capacity Building and Partnerships Branch. The Advisor will be assigned to the Systems and Program Sustainability Division/HFE Branch and will receive programmatic and technical guidance from the Health Economics, Finance and Policy (HFE) Branch Chief as her/his Point of Contact (POC). Job Requirements The HIV/AIDS Health Economics Advisor’s scope will focus on health and HIV/AIDS financing, with key technical emphases on technical efficiency, domestic resource mobilization, cost modeling and cost effectiveness Analysis, efficient resource allocation, economic evaluation, and generation of data and information for informed decision-making. The scope will also include conducting analytics and developing metrics for the HFE Branch and Mission health financing programs.

Responsibilities

The Health Economics Advisor will serve primarily as a health economics and finance advisor on the OHA/SPS Health Finance and Economics Branch and will provide key technical and programmatic support to the USAID missions and GH/OHA on health financing and data analysis. S/he will help in advancing OHA's vision and goals for domestic resource mobilization for HIV/AIDS and long-term sustainable programming for control of the epidemic. The Health Economics Advisor will be responsible for:
  • Providing technical advice, planning and program development support for USAID’s HIV/AIDS financing work, including for financing analytics and metrics.

  • Interpreting data, creating compelling graphics, and supporting use of data to inform decision making

  • Providing technical advice to USAID GH projects on areas related to health finance and economics and analytics within PEPFAR.

  • Providing Technical Support to USAID Missions and PEPFAR country teams in areas health finance and the assessment, design and implementation of HIV-related financing strategies.

  • Providing technical assistance to improve analyses for Budget Execution, resource tracking and allocation, and execution.

  • Supporting briefings, presentations, management updates and communications for SPS and OHA.

  • Liaising with multiple PEPFAR technical working groups to provide technical and coordination support to financing analytics, financing and cost analyses, expenditure analyses and other economic evaluation activities.

  • Monitoring implementing partners' health financing work in the field, including fulfillment of a technical advisory role on specific projects as assigned.

  • Coordinating with the Office of the Global AIDS Coordinator (OGAC) and other PEPFAR implementing agencies on OHA-led and jointly led health finance activities.

  • Supporting the annual development of the OHA PEPFAR Headquarters Operational Plan, including for funding and activity design for health and HIV/AIDS financing.

  • Supporting the annual PEPFAR Country Operational Plan (COP) technical review process for health and HIV/AIDS finance and economics.

  • Serve as the HFE representative to the PEPFAR Interagency Collaborative for Program Improvement to support health economics activities and data analytics for health and HIV/AIDS financing.

  • Serving as a technical lead and resource for OHA, USAID and PEPFAR in the areas of health finance,

  • Supporting the assessment, design and implementation of health financing programs using data for decision-making.

  • Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and Career Development.

  • Complete and execute and Individual Learning and Training Plan and Annual Work Plan.

Qualifications

  • Master’s degree with 7 years’ of experience or bachelor’s degree with minimum of 9 years’ experience or higher in economics, health economics, health finance, public Administration, data science, or other relevant field.

  • Minimum of 5 years of relevant experience with two or more public health technical disciplines (HIV/AIDS, health finance, health economics, etc); job duties/responsibilities generally related to PD requirements.

  • Demonstrated understanding of and ability to apply accepted analytical tools, techniques and frameworks for health financing, economic evaluation and cost analysis of HIV/AIDS interventions.

  • High degree of judgment, ingenuity and originality to interpret strategy, to analyze data, develop metrics and to monitor and evaluate implementation of programs using data.

  • Strong leadership and group facilitation skills.

  • Demonstrated experience working with a wide range of development partners, including multilateral and bilateral donors as well as private foundations and civil society.

  • Demonstrated knowledge of internal processes within the USG and other Health Sector development partners, (e.g., thematic priorities, decision-making mechanisms, and preferred funding channels).

  • Experience with global health partnerships and disease-specific initiatives.

  • Excellent interpersonal, communication and writing skills and the ability to work with diverse teams.

  • Strong teamwork, multi-stakeholder collaboration and management skills.

  • Ability to travel internationally up to 25%.

  • US citizenship or permanent residency with the ability to obtain and maintain a facility access clearance required.
