Head of Supply Management Service Organizational Setting and Work Relationships The Division of Emergency, Security and Supply (DESS) is composed of the Supply Management Service (SMS), the Emergency Service (ES) and the Field Safety Service (FSS).  SMS¿ vision is to provide excellence in supply service delivery across UNHCR that supports efficient and sustainable protection for refugees and other Persons of Concern (POC), and to become a trusted partner that can be fully dependent upon to deliver results. This includes not only maintaining the delivery focus in emergencies but ensuring that POCs are provided with basic supplies and services. Additionally, it supports the professionalization of the supply staff to become a contributing part of any country operations, and also to bring about a change in the global/field supply service delivery with modern technology to ensure the highest possible impact in any given context. Under the direct supervision of the Director of DESS, the Head of SMS drives and implements the vision and the strategy of the Service and ensures the integrated and client-focused service deliveries across all aspects of supply management. As required, the incumbent of the post will recommend and lead the technology and business transformation process with modern solutions that enhances SMS capability and response globally.  The Head of SMS is responsible for ensuring the optimal use of UNHCR¿s global stocks and provide oversight of physical, informational and financial flows to ensure effective use of funds.   The incumbent is also responsible for UNHCR global stockpile management system and warehousing at a central level, as well as ensuring timely and cost- effective delivery to the Field Operations. The post will also oversee global, regional, local procurement and contracting. The Head of SMS will maintain impartial, ethical and customer-oriented relations with the suppliers. The incumbent will represent the Organisation at various working groups through UNOG and the High-Level Committee on Management (HLCM) Procurement Network. The incumbent will exchange information with counterparts in other UN Agencies, and International Organisations within the limits established by UN/UNHCR Financial Rules and Regulations. The Head of SMS is required to closely work with the Regional Bureaux and the Division of Human Resources to ensure the availability of adequate number of highly trained staff in the Bureaux and in the country operations.   The incumbent maintains regular dialogues and coordination with other UNHCR divisions and the global supply workforce. The Head of SMS manages UNHCR¿s supply chain including planning and forecast, procurement, transport and delivery, warehousing and inventory management, The incumbent must possess experience and proven technical knowledge of public procurement and contracting rules and regulations,  and oversee and advice on activities related to the establishment of frame agreements, contract management and supplier management. S/he must have a solid experience in the operational aspects of the Global Supply Chain including warehousing, delivery, transport and fleet, as well as support the Cash-Based Initiatives from the procurement perspective, and the effective partner Procurement Management. It is highly recommended that the incumbent is familiar with and/or has the experience in the latest supply management practices and warehousing.¿ All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties Supply chain - Ensure that the Organization¿s supply chain rules, procedures and key performance indicators are articulated and tracked, and are relevant to operational needs; - Ensure that core relief items are strategically pre-positioned for 600,000 people and are ready for deployment to respond to emergencies worldwide, accompanied by a sourcing strategy for core and commonly-used relief items. - Lead and promote continuous optimization and improvement in the quality and delivery supply chain activities Planning and forecast - Lead the development and implementation of Supply Management Service's work plan, including forecasts, priorities and anticipated Human Resource and financial requirements. - Oversee a workflow and standard procedures based on established plan and goals. Transport and delivery - Promote the optimization of the transportation and freight planning (air, land and sea). - Articulate the introduction of measures to reduce the carbon footprint. Warehousing and inventory management - Oversee UNHCR¿s global stockpiles network located across the world. - Lead to optimize the management of UNHCR inventories based on best practice. Procurement - Ensure that the Organization¿s rules and procedures governing supply chain are consistent and relevant to operational needs. - Develop efficient procurement and contracting processes supporting UNHCR¿s global operations. - Proactively engage in the creation, negotiation and management of major contracts and suppliers. - Guide, oversee and endorse procurement requests, within the relevant authorities and directed to the HQ Contracts Committee. - Support, and as necessary reinforce, Country Operation and Regional Bureaux to support compliance with procurement rules and procedures within their relevant authority. - Enhance the Implementing Partner procurement clearance process and the monitoring of compliance. - Support field operations in the implementation of Cash-based Initiative procurement. Compliance and Risk Management - In close collaboration with the Compliance and Risk Management Unit, consult and advise on the implementation of supply chain management policies and instructions, rules and regulations and other norms to be followed and adhered to. - Consult and recommend on pre-audit activities to reduce the risk of critical and important audit recommendations. - Recommend and support the development of supply-related guidance material. - Support and promote that monitoring is undertaken to confirm that goods and services are delivered with the highest quality and performance. - Ensure environmental considerations in the development of supply management guidelines and instructions. Policy and strategy development - In consultation with the Executive Office, relevant Divisions, Bureaux and operations, lead the formulation and regular update of a supply strategy aligned with organizational priorities. - Review, develop and disseminate policies and guidelines including the strategy for the required training. - Ensure consistency with other existing policies and administrative instructions and guidelines either internal to UNHCR or UN-system wide. Data Analysis - Establish indicators and regularly monitor its progress against agreed benchmarks. - Contribute to the development of digital data analytics tools. - Oversee the collection and analysis of the data linked to the supply chain deliveries, including the demand, acquisition and inventory planning. Partnerships and Inter-agency collaborations - Develop partnerships in supply chain management with other agencies - Represent UNHCR in various relevant supply related meetings in the UN system and outside - Regularly maintain and update supply-related donor base.  Explore new opportunities. Budget and Monitoring - Oversee budget development and planning within Areas of Responsibility. Other - Ensure SMS functions as a diverse, safe and respectful workplace in which creativity, teamwork and quality delivery are fostered and recognized. - Support the Capacity Development of global supply workforce. - Perform other related duties as required. Minimum Qualifications Years of Experience / Degree Level For D1 - 17 years relevant experience with Undergraduate degree; or 16 years relevant experience with Graduate degree; or 15 years relevant experience with Doctorate degree Field(s) of Education Business Administration; Economics; Logistics; International Relations; Engineering; Humanitarian Logistics or other relevant field. Certificates and/or Licenses Proc & Supply Fellowship-CIPS Institute of Purchasng & Suppl Supply Chain Supply Management Relevant Job Experience Essential: Extensive knowledge and experience at the professional level and in an international capacity in inventory, warehouse, stock, and public procurement and contracting as well as supply base for logistics, particularly in the humanitarian sector and in developing countries. Prior experience in managing large (preferably supply-related) projects successfully and a record of innovating new business process on a global scale. Proficiency in the appropriate supply chain modules either internal to UNHCR or outside.   Extensive experience in leading large and diverse team with minimum 7 years in managerial capacity Desirable: Significant and ideally the varied experiences in the humanitarian sector, or (large) international organizations including in the field. Knowledge of supply base in humanitarian sector and current trends and practices in supply chain management. Experience in managing major UN(HCR) field supply operations, other operations in the humanitarian field or the private sector. Ability to deal with vendors and key logistics providers. Evaluate business opportunities through trade offers. Strong customer orientation. Strong negotiation skills with emphasis on reaching consensus without compromising organizational priority or mandate. Experience in managing organizational change.
