Job Description

CRS seeks a qualified and dynamic Director" id="link" class="link">Technical Director (TD) to lead the Youth Economic Opportunity Program (YEO) vision, team, and platform. CRS is embarking on an exciting new Agency Strategy and our vision is to transform government and private sector employment and Entrepreneurship systems that result in sustained impact on the lives and livelihoods of at least 5 million opportunity youth across 10 countries over 10 years. Job description CRS is positioned to make substantial contributions and become a leader in the youth sector with a unique voice and the Technical Director will have the opportunity to shape the path forward, building on the initial strategic roadmap. The TD will drive the development of a plan to implement three primary components: Collaboration for collective impact, to develop and mobilize partnerships and other forms of collaboration with international NGOs, and national and local governments and private sector for comprehensive youth programs and entrepreneurship; Strengthen CRS programs that provide pathways to dignified livelihoods and leadership including comprehensive youth development and integrating this into current CRS programs, to include the development of Design and performance standards, curriculum adaptation and integration into other models; Increase alternative financing mechanisms for scale, sustainability and job creation that can include but is not limited to social and development impact bonds, pay for success/results based financing and blended finance for investment in fostering the growth of Micro, Small and Medium sized businesses. Responsibilities include * Drive CRS´ Youth program strategy to achieve impact at scale through collaboration and expansion with key CRS regional, Country Program and sector leads and external partners. * Spearhead the development of partnerships and platforms that bring multiple partners (Private, Public, NGO, Donors) and resources together to deliver collective impact for systems change, learning & research and alternative financing models in targeted regions and countries (i.e. Global Opportunity Youth Initiative, Investisseurs Partinaires) * Lead the development, implementation and capacity strengthening for state-of-the-art program approaches to Youth Economic Opportunities across CRS´ Country Programs. * Design and coordinate learning and research for improving Youth Economic Opportunity Programs and influencing key stakeholders such as governments, donors and market actors in conjunction with CRS Regions, Programs and external actors such as the Youth Systems Learning Collaborative. * Mobilize a team to support strategy implementation including the Senior Technical Advisor for Youth, Regional Advisor for Youth and key staff from sector units, regional and country program offices. Skills, Qualifications and Experience * Master's degree required. * 8+ years of senior-level experience creating, leading, and managing large programs or platforms internationally. * 8+ years of experience in consortium management on large, multi-sectoral programs, particularly in youth employability or support to opportunity youth. * Experience in market-based business models with NGOs or private sector that address scale and sustainability * Direct experience living or working overseas highly desired. * Experience in global campaigns and advocacy efforts, and building social movements; Proven track record in influencing policy and practice in large organizations, faith-bath organizations, private foundations, and corporations among others * Experience developing Fundraising strategies across a wide variety of donors, and in engaging effectively with institutional and private individual donors, host-county governments and counterparts, international agencies, and other key stakeholders * Previous experience as a COP or Program Director of a large multi-country program or platform Travel: 25-40%, international and domestic Language: Fluency in English required, with fluency in either Spanish or French preferred EOE/M/F/D/V - CRS is an Equal Opportunity Employer.
